新羅末 高麗初 淸州세력에 대한 일고

Abstract

新羅 五小京의 하나로서 일찍부터 學問과 文化의 중심지였던 淸州가 왕건, 궁예와 어떠한 관련을 맺었으며 그후 45년이 지난 광종 13년 청주 호족세력의 변화를 결부시켜 하나의 체계속에서 정리하였다. 신라가 영토확장 과정에서 被征服民의 지배층을 옮겨 회유, 감독하고자 한데서 小京이 설치된 점을 고려하여 西原京도 이러한 기본시각속에서 이해하여 보면 신라말 김헌창의 난에 동조, 후 3국시기에 중부지방의 일대 세력권을 형성하여 반 신라적 성격을 띠게 된것은 지극히 당연하다고 생각한다. 따라서 신라말 淸州는 강력한 지방세력으로 당시 지배세력들의 중요한 관심의 대상이 되었다. 이 시기의 정치적 성격을 이해하는 중요한 關鍵이라고 할 궁예의 청주 徙民정책의 배경을 王健과 弓裔의 對立으로 보고 궁예가 충주의 왕건세력을 牽制하기 위해 청주사람을 徙民시킴으로써 원주와 청주사이의 忠州를 정치적으로 孤立시키기 위해 청주세력을 자기편으로 흡수한 것으로 해석하였다. 이러한 왕건과 궁예의 대립관계가 표면화된 것이 阿志泰사건이며 왕건은 이 사건을 공평히 처리하고 여러사람의 지지를 받게 된다. 태조 즉위 후 청주는 정처적 性向이 분명치 않았으며 태조 元年에 일어난 2차례 謀叛사건이 모두 청주 출신이었다는 점에서 왕건보다는 궁예를 지지하는 세력이었다고 생각한다. 궁예와 청주세력의 밀착으로 다수의 청주 출신 인물이 궁예 정권에 참여할 수 있었으며 태조 즉위 초기에는 여전히 정치적 영향력을 행사하고 있었다. 그 후 반정부 세력인 청주호족 세력을 회유하기 위하여 巡幸과 築城으로 민심을 수습하고 후 3국 통일후에는 청주의 직할구역을 확장하였으며 청주 호족을 왕실과 혼인을 맺게 함으로써 친 정부 세력화하려고 노력하였다. 모반사건 이후 개국공신들의 반발로 청주인들은 등용되지 못하고 중앙 정계에서 그 세력이 약화되었다. 그러나 光宗13년 龍頭寺 幢竿記의 건립 목적을 통하여 청주의 토착세력이 새로운 모습을 나타내었는데 이는 光宗의 전제 왕권 강화 정책과 관련이 있어 보인다. 청주 김씨는 堂大等一大等 체계를 도입하여 호족세력들을 통제하고 재편성, 통합적 세력을 형성하였다.;The purpose of this study is to present the relationship of Chungiu-which was one of the Five Small Capital of Silla Dynasty as well as the center of learning and culture at that time-with the two leaders, Wang-kun and Kung-ye. Furthermore it will present the critical change of the powers of Hojok (native gentry) in chungju in the 13th year of Kwang-jong. Considering the fact that the five small Capital were established in order to control and persuade the leading groups of being conqured people in the course of silla's expanding her territory, it is natural that chungju have been considered as the powerful and important area in the middle of Korean Penisula and the Kim Hun-chang's Rebel be sympathized in Chungju, so anti-Silla inclination had been formed there, As the background of moving people policy to chungju by Kung-ye is regarded as a struggle between Kung-ye and Wang-kun, Kung-ye intended to isolate Chungju from wonju and choongju, and want to promote his influence in Chungju by making his people changing their residence. The result of these struggles between Wong-kun and Kung-ye is the very accident what is called 'Agitae' and Wang-kun dealt with this incident so fairly as to be supported by many residents in Chungju. When Wang-kun was crowned, chungju was not obvious in its political disposition. However considering the fact that all of the twice rebel in Taejo's first year were brought by Chungju power groups, it can be supposed that the city was not for Wang-kun but Kung-ye. Thanks to close relationship with Kung-ye, many figures from Chungju had been able to participate in Kung-ye's regine and therefore they still performed political influence after Wang-kun's crowning. Thereafter, Wang-kun could'nt help making several visists and constructing castles so as to persuade antigovernment people. In addition to these trials, he expanded his dominant territory in Chungju and removed hostility through the way of marriages between royal family and native gentry, But after several rebel accidents which were mentioned above, people in Chungju could not be treated well as well as their existing powers weakened in central politic structure on account of the opposition of key members who had helped Wang-kun for founding Korea Dynasty. Meantime the native powers in Chungju appeared newly through the construction of Dang-gan-ki of Young-du Temple in the 13th year of Kwang-jong and this appearance was accompanied by the reformational politics of Kwang-jong who had dreamed of tyrannical sovereign power. The Kims in Chungju had controlled the native gentry and formed the aggregate powers through the system of Dang-dae-deung, Dae-deung.
