균형적 시각을 위한 역사과 교수·학습 방안

Abstract

본 연구는 최근의 국제 정세와 관련하여 세계적인 관심이 고조되고 있는 중동 문제의 근원인 아랍-이스라엘 분쟁에 대한 객관적이고 균형적인 시각 확보를 위해 이 문제의 역사적 배경과 현재에 이르기까지의 과정을 탐구하여 역사교육 현장에 서 활용 가능한 교수·학습 방안을 제시하고 그 효과를 검증하고자 하였다. 아랍-이스라엘 분쟁은 1, 2차 세계 대전을 거치면서 서구 제국주의의 무리한 중동진출로 인해 불거진 문제이다. 서구의 후원을 받은 이스라엘은 홀로코스트에 대한 동정론을 등에 업고 아랍인들의 삶의 터전을 빼앗았다. 자신들의 영토를 되찾 고자했던 아랍인들은 이스라엘을 상대로 4차례에 걸친 중동 전쟁을 치르지만 단 한번도 승리하지 못한 채 비참한 난민 생활에 처했다. 비참한 난민의 처지에서도 이스라엘에 굴복하거나 자신들의 영토를 포기할 수 없었던 그들은 난민촌 내에서 무장 항쟁단체를 결성하여 이스라엘에 대한 테러를 감행하였다. 냉전의 종식과 더불어 중동 지역에 있어서 이스라엘의 전략적 가치가 줄어들면 서양 민족 사이에 평화 협상이 진행되어 한 때 중동 지역에 평화의 바람이 부는 듯하였다. 그러나 이스라엘은 빼앗은 영토를 쉽사리 반환할 의사가 없었고 양국 의 오랜 갈등 속에 생성된 강경파들의 반대로 어렵사리 진행되던 협상마저도 거듭 좌절되었다. 계속되는 아랍-팔레스타인 사람들의 테러와 이에 대한 이스라엘의 강도 높은 진압은 마침내 분리 장벽 건설과 관통도로, 검문소의 설치라는 역사상 보기 힘든 인권 탄압의 상황에 이르렀다. 힘든 삶의 여건에 내몰린 아랍-팔레스타인 사람들은 마지막 남은 생명을 담보로 격렬히 저항하고 있어 미국의 낙관과는 달리 이 지역에서의 평화 정착은 어려울 것으로 보인다. 본 연구의 주제에 대한 구체적 교수·학습의 방안으로는 ‘인터넷을 활용한 논쟁 문제 교수·학습 방안’을 제시하였다. 이는 논쟁문제 수업을 기본으로 ‘입장 바꾸기’라는 새로운 과정을 도입함으로써 양자의 입장을 모두 경험할 수 있게 하여 어느 쪽이 옳은지를 결론내리기 보다는 보다 균형적이고 객관적인 입장에서 문제를 재검토하게 하여 대립을 넘어 화해와 공존을 모색할 수 있도록 하는데 중점을 두었다. 본 교수·학습 방안을 통해 실험 수업을 진행한 결과 균형적 시각의 확보와 상대에 대한 깊이 있는 이해가 가능해졌다는 결론이 나타나 분쟁문제에 효과적인 교수·학습 방안이었음이 증명되었다. 특히 다소 거리가 있는 다른 민족의 분쟁 문제에 대해 자신의 일처럼 감정이입하여 이해할 수 있었다는 측면에서 정의적 영역에 있어서의 부수적인 효과도 나타났다. 본 연구는 중동 문제에 대한 바른 이해의 기준을 확립할 수 있는 기회를 제공 하고자 하였으며 또한 우리의 실생활에서 접하는 다양한 시사적인 문제들을 역사 교육에의 도입과 활용 가능성도 제고하고자 하였다. 앞으로 우리의 역사교육 현장에서는 이러한 주제들을 외면하지 않고 적극적으로 활용해본다면 학생들의 역사적 사고력의 향상과 더불어 평화와 공존을 지향할 수 있는 심성까지도 길러줄 수 있을 것이다.;This study proposes and tries to prove the effect of the new teaching method to be used in Korean history class by studying the process to form the present state and historical backgrounds of the Arab-Israeli conflict which is the essential problem in Middle East related to international situation. The Arab-Israeli conflict is a result of Western imperialism during The First and the Second World War. Israel which was supported by western countries wrested territory from Palestine. Wars broke out four times by Palestinian Arabs, who wanted to take back their country from Israel. Unfortunately they had never won the wars so remained the miserable status as refugees. They organized PLO and carried out terrorist activities against Israel. After the end of the Cold War, there was a peaceful mood in the Middle East for a moment. Israel and Arab began to talk about peace under the mediation of the U.S.A. However, the Israelites didn't want to return the occupying territory and the hawks in each country formed during long conflict between two countries objected to peace talks. Due to these reasons the negotiation broke down continually. Palestinian Arabs continued carrying out terrorist activities against Israel so angry Israelites suppressed harshly the Palestinian refugees such as constructing walls and checkpoints. Palestinian Arabs has resisted Israel as violently as ever. Unlike optimistic views from the U.S.A about this problem it seems difficult for two countries to revive the peace in this area. This study proposes a teaching-learning method about controversies through using internet discussion. In this method, a teacher makes students experience both Palestine and Israel position through the activity, 'shifting their ground'. This activity focuses on making students reexamine the problems with objective and balanced viewpoints, rather than concluding which one is right or not, and search the way to coexist peacefully each other. The result from experimental class using this method shows that students can get balanced viewpoints about the Arab-Israeli conflict and understand more profoundly each position. It is proved that this new teaching method is effective in Korean history class from the result. This study tries to give students a chance to understand precisely about Middle East problems. Also it suggests a possibility that students can improve their historical insights and get balanced attitudes about controversies through using internet discussion.
