中學生들의 民主市民意識에 관한 硏究

Abstract

한국은 해방이후 정치적으로 민주주의 제도의 도입과 동시에 민주주의 이념을 교육목표로 하는 민주시민교육을 실시하여왔다. 그러나 오늘날 우리나라 국민들의 민주시민의식 수준은 만족하다고 평가하기 어렵다. 따라서 본 연구의 목적은 첫째로 중학교 교육을 통한 민주시민교육의 변천과정을 파악하기 위해 자료에 의한 문헌연구와 실증적연구를 통해 보다 나은 민주시민교육의 방향을 모색하고자 하며 둘째, 중학교 학생들의 민주시민의식을 조사하여 그 결과를 성별, 거주지별, 보호자의 직업별·학력별, 학생들의 성적별로 비교·분석하여 중학생들에게 적절한 민주시민의식을 함양시킬 수 있는 민주시민교육내용의 재편성 및 교수방법개선등에 필요한 과학적인 자료를 얻고자 함에 있다. 이와같은 목적아래 A. 성별에 따라 민주시민의식을 차이가 날 것이다. B. 거주지별로 학생들의 민주시민의식은 차이가 날 것이다. C. 보호자의 직업별·학력별로 학생들의 민주시민의식은 차이가 날 것이다. D. 학생들의 성적에 따라 민주시민의식은 차이가 날 것이다 라는 5개 영역의 가설을 설정하고, 이를 검증하기 위한 자료수집에 있어서는 질문지법을 사용하여 서울과 지방 남녀학생 480명을 대상으로 질문지 조사를 실시하여 통계 처리하였다. 이와같은 방법의 결과로 추출된 결론은 다음과 같다. 중학생들이 생각하는 훌륭한 민주시민은 「자기의 본분을 다하는 사람」이며, 중학생들은 「일상생활을 통해서」 민주시민의식을 배운다고 나타났다. 그들은 우리나라의 민주정치실현을 위해서 중요한 것은「정치인의 올바른 자세와 국민의 민주의식」이며, 사회연대의식을 형성하기 위해서 노력해야 할 점은「자기직분의 책임을 다하는 것」이라고 하였다. 또한 이들은 의사를 결정할 때 가장 어려움을 겪는 일은 「무관심한 사람이 많아서」이며「 6·25는 공산주의를 뼈아프게 경험한 전쟁」이었다고 생각했다. 이를 요인별로 다시 살펴보면, 1. 서울거주학생들은 권리의식과, 고발정신, 교통질서의식은 높은데 비하여, 지방거주학생들은 친절·의사의자율성이 높게 나타났다. 특히 서울 아파트지역의 학생들은 교통질서의식은 높은 반면 공공시설사용 사회연대의식, 안보의식은 낮게 나타났다. 2. 공무원의 자녀는 책임의식이 높게 나타났으며, 단순노동자의 자녀는 친절·청결·애국심·반공의식이 높게 나타났다. 3. 보호자의 학력이 높을수록 책임의식, 질서의식, 인사예절이 높았고 보호자 학력이 낮을수록 애국심과 의사의 자율성이 높게 나타났다. 4. 학생들의 성적이 상위권일수록 준법·봉사정신은 높았으나 안보의식은 성적하위권에서 높게 나타났다. 5. 남학생들은 애국심·안보의식은 높은 반면에 교칙준수 참여의식 청결의식은 여학생이 높았다. 그러므로 앞에서 제시한 가설은 실증적 실험을 통해 입증된 것이다. 이상에서 본 바와같이 중학생들의 민주시민의식은 여러요인에 따라 많은 차이가 있었다. 따라서 이러한 사실을 바탕으로 학교 교육과정에 있어서 적절한 학습목표와 학습지도내용의 재편성, 교수방법의 개선이 선행되어야 할 것이며 중학생들의 올바른 민주시민의식 형성에 기여 할 수 있는 교육과정 모색이 이루어져야 할 것이다.;For the last 40 years, Korea has carried out democratic civic education which adopted democracy as an educational idea along with the introduction of a democratic system, but we can′t tell that the democratic citizens′ consciousness of our nation today is not so adequate as the effects of education. The purpose of this study are to find a better course of democratic civic education by making a positive study of it; changes through middle school education, and also to provide scientific data needed to improvement of teaching methods and reorganization of the quality of education which can develop democratic citizens′ consciousness of middle school students. In this study, we have made a survey of the social consciousness of middle school students on 480 students of both sexes throughout the country using a written inquiry. The results are as follows: 1. They thought the great democratic citizen they think is ′one who dose one′s duty′ and they learn democratic citizens′ consciousness ′through everyday life′. 2. They said what is important to realize democratic politics is the right attitude of politicians and demoratic consciousness of the nation, and they are to do their own responsibility to from social joint and several consciousness. 3. Students in Seoul were high in consciousness of rights and traffic order, and spirit of indictment, while local students showed affirmative responses in terms of kindness and cleanliness. 4. Children whose parents had a simple job and little formal schooling showed affirmative views in kindness and cleanliness, and those whose parents were public officials by occupation and had a brilliant academic career showed a higher civil consciousness in fulfillment of responsibility and traffic order. 5. The consciousness of service and observance of school rules was high among high-ranking students in scholastic records, and consciousness for national security was high among low-ranking students. 6. Male Students showed desirable opinions in patriotism and consciousness for national security, while female students were high in consciousness of participation and cleanliness. With reference to the above-mentioned data, we hope that the study on the quality of democratic civic education fitted for developing democratic citizens′ consciousness of middle school students will be continued.
