인민대중제일주의 철학적 기원과 특징 연구

Abstract

본 연구의 목적은 인민대중제일주의 철학적 기원인 주체사상을 토대로 인민대중제일주의 특징을 분석하는 것이다. 주체사상에서 인민대중의 본질적 특성으로 설명되는 자주성, 창조성, 의식성은 인민대중제일주의에 반영되어 나타난다. 북한 문헌에서 인민대중제일주의의 실현은 인민대중의 창조성과 의식성을 발동시켜 직면한 어려움을 풀어나가는 것에 있다고 설명한다. 따라서 주체사상의 자주성, 창조성, 의식성이라는 3가지 키워드를 가지고 이 속성들이 인민대중제일주의에서 어떻게 계승 및 발전되고 있는지 살펴보았다. 인민대중제일주의는 단어 그대로 ‘인민대중을 제일로 여기겠다’라는 의미로, 인민생활향상을 목표로 하고 있다. 그러나 북한은 “인민들의 허리띠를 다시는 졸라매지 않도록 하겠다”라는 약속을 지키지 못하고 있다. 대북 제재, 코로나19와 같은 대내외적인 상황으로 경제적 어려움이 가중된 북한 현실은 인민대중제일주의의 이상(理想)과 충돌한다. 그러나 북한은 인민대중제일주의를 포기하지 않고 2021년 1월 8차 당대회를 통해 인민대중제일주의를 사회주의 기본정치방식으로 규정하였다. 북한이 인민대중제일주의의 목표를 달성하지 못하고 있으면서도 이를 끊임없이 강조하는 이유는 무엇일까? 북한이 추구하는 인민대중제일주의 이상으로부터 역행하는 것처럼 보이는, ‘인민대중을 통제하고 동원’하는 현실은 북한 지도부의 정치적 위기를 제공할 수 있는데도 말이다. 본 연구는 인민대중제일주의가 사상적 뿌리로 삼고 있는 주체사상을 통해 앞선 의문을 해결하고자 하였다. 주체사상의 3가지 속성은 인민대중을 동원하는 특징을 가지고 있다. 인민대중제일주의는 이를 계승하는 형태를 보이므로 인민대중제일주의 이상과 북한의 동원 현실은 충돌하지 않는다. 이는 북한이 인민대중의 먹는 문제를 해결하지 못하면서도 지금까지 인민대중제일주의를 주요한 기치로 내세운 이유일 것이다. 본 논문의 연구 방법은 문헌 분석으로 3가지 유형의 북한 문헌을 분석하였다. 첫 번째는 『조선말사전』, 『조선말대사전』과 같은 북한 사전류이다. 인민대중제일주의의 대상이 되는 인민대중의 정의를 검토하였다. 두 번째는 1948년 제정된 북한 인민민주주의 헌법부터 2019년 개정헌법이다. 헌법을 통해서 인민대중의 의미 변화 및 범위를 추적할 수 있었다. 또한 앞서 언급했던 주체사상의 창조성과 의식성이 2019년 개정헌법에 반영되어 나타나기 때문에 상기 자료는 충분한 가치가 있다고 판단하였다. 마지막으로 북한자료센터에서 인민대중제일주의를 검색했을 때 나온 86개의 자료들과 김정은 이름으로 발표한 연설, 담화, 논문 등 총 80개의 자료를 분석하였다. 상기한 자료들 뿐만 아니라 인민대중을 키워드로 찾은 북한 단행본과 2차 자료로 riss, kci, kiss 등에서 찾은 연구논문도 같이 검토하였다. 분석 결과는 다음과 같다. 첫째, 인민대중제일주의에서 주체사상의 자주성, 창조성, 의식성이 계승 및 발전되고 있다. 자주성은 북한 전체를 관통하는 개념으로 인민대중제일주의에서 계승의 단계에만 머물러 있는 것으로 나타난다. 그러나 창조성과 의식성은 계승을 넘어 발전의 단계로 넘어가고 있음을 확인하였다. 특히 의식성은 김정은 시기에 ‘정신력’이라는 단어로 변화되어 설명되고 있다. 둘째, 창조성과 의식성(이하 정신력)이 각각 가리키고 있는 것은 과학기술·지식과 사상정신력·자력자강의 정신이다. 이 2가지 속성을 강조하는 모습은 각각 ‘전민과학기술인재화’와 ‘백두의 혁명정신’ 및 ‘강원도정신’에서 직접적으로 드러난다. ‘전민과학기술인재화’를 설명하는 문헌에서 인민대중의 창조성을 높여 인민대중제일주의를 실현하자는 문장이라든지, 정신력의 강자가 되기 위해서는 ‘백두의 혁명정신’과 ‘강원도정신’을 보고 배워야 한다는 북한의 주장을 예시로 들 수 있다. 셋째, 북한이 인민대중제일주의에서 인민대중의 창조성과 정신력을 강조하는 이유는 이 2가지 속성을 착취하여 적은 투자로 최대의 효율을 끌어내고자 함이다. 창조성과 정신력이 결합한 문구인‘강한 정신력이 가미된 창조적 능력자’는 인민대중에게 하나의 기준으로 제시되고 있다. 한정된 자원에서 북한이 경제적 어려움을 극복할 수 있는 내부적인 방법은 인민대중의 창조성과 정신력에 기대는 것이다. 북한은 인민대중을 향해 이 두 가지 속성을 지닐 것을 강조하여 인민대중의 무형인 자산, 즉 창조적 지식과 사상정신력을 착취하고 동원하고 있다. 이에 본 연구는 육체노동을 넘어 정신노동 동원으로 확장되고 있다고 보고 인민대중제일주의의 특징을 정신 동원이라고 규정하였다. 인민대중제일주의 특징을 동원의 정치로 분석했을 때 다음과 같은 결론에 도달할 수 있다. 관련 선행연구는 김정은이 선대 수령과 다른 친인민적 사고를 하는 지도자이므로 북한은 인민대중을 위한 법과 제도의 일상화 과정을 걷고 있다고 본다. 특히 인민대중제일주의는 김일성과 김정일의 친인민담론과 다르다는 것이다. 그러나 인민대중제일주의가 동원의 특징을 가진다고 분석했을 때 김정은 시기 인민대중제일주의는 선대 지도자들과 다른 것이 없으며, 오히려 김정은의 독창적 계승 방법으로 인민대중의 창조성과 정신력을 동원하여 직면한 위기를 돌파한다는 결론에 도달할 수 있다. 이는 북한 체제의 폐쇄성이 더욱 강해질 수도 있다는 가능성을 내포한다. 본 연구는 인민대중제일주의의 특징을 분석함으로 북한이 ‘어떻게’ 위기를 극복하고 있는지 살펴보았다. 정치, 경제적 위기를 극복하는 방법으로 북한이 인민대중의 무엇을 동원하고자 했는지이다. 이러한 분석을 통해 북한 체제의 폐쇄적인 특성과 북한 지도자의 인민대중에 관한 사고를 재확인할 수 있었다는 점에서 의의가 있다.;This study aims to analyze the characteristics of the ‘People-first’ principle based on its philosophical foundation, that is, Juche Ideology. In such a Juche Ideology, the people are described to have the inherent characteristics like the Independence, Creativity and Conscience, and they are reflected in the People-first principle. According to NK literature, the realization of the People-first principle lies in triggering the people’s Creativity and Conscience to solve difficulties they are facing. Hence, based on three key words of Independence, Creativity and Conscience in the Juche Ideology, the study conducted the analysis on the way these attributes have been inherited and developed in the People-first principle. The People-first principle literally means prioritizing ‘people’s public’, aiming for the improvement of people’s lives. However, NK has failed in keeping its word “We won’t let people tighten their belts”. The reason why is that NK reality with economic difficulties exacerbated by domestic and foreign situations such as sanctions and COVID-19 is conflicting with NK ideal of the People-first principle. However, never giving up the People-first principle, NK even clarified it as the ‘basic political style of socialism’ in the 8 th Congress of WPK in January 2021. Why is NK constantly emphasizing the People-first principle despite repeated failure of the attainment of such a goal? What was worse, ‘control and mobilization of the people’, which seems to run counter to the ideal of the People-first principle pursued by North Korea’, can pose political crises for the NK leadership. This paper tried to answer the question above from the Juche Ideology, or an ideological root. Since three attributes of the Juche Ideology have a characteristic of mobilization and they are inherited to the People-first principle, the ideal of the principle and the reality of mobilization do not clash with each other. It may the reason why NK has been under the banner of the People-first principle so far. The methodology used in this paper is literature analysis, so three types of NK literature were analyzed. The first includes NK dictionaries such as the Dictionary of Korean and the Grand Dictionary of Korean. It’s needed to examine the definitions of the people’s public, a subject of the People-first principle. The second contains the Constitution of North Korean People’s Democracy enacted in 1948 and its revised version. It’s possible to trace the changing meanings and scopes of the people’s public from the Constitution. In addition, since the Creativity and Conscience of the Juche Ideology mentioned before are reflected in the 2019 amended Constitution, the aforementioned materials are assumed to be of significant values. Finally, the paper analyzed 86 materials obtained from search of the People-first principle at the Information Center on North Korea and 80 materials including speeches, statements and papers published under the name of Kim Jong-un. Furthermore, the study searched for NK books with a keyword of the people’s public and research papers from riss,kci, kiss. Analytic findings are as follows. Firstly, the Independence, Creativity and Conscience of the Juche Ideology are being inherited and developed in the People-first principle. The Independence is the notion that runs through the whole of North Korea, remaining at the stage of inheritance of the People-first principle. However, it shows that Creativity and Conscience go beyond inheritance to the stage of development. In particular, under the rule by Kim Jong-un, the word of Conscience was changed to that of ‘mental power’. Secondly, the Creativity and the Conscience (referred to as the mental power hereafter) mean scientific technology · knowledge and the spirits of ideological power · self-reliance. An emphasis put on these two attributes may be found from the policy of ‘Expertization of all People on Science and Technology’, the Revolutionary Spirit of Baekdu and the Gangwon-do spirit. The illustrative examples include a sentence saying that ‘Realize the People-first principle with enhanced creativity of the people’s public’ from literature on the policy of ‘Expertization of all People on Science and Technology or an argument that ‘Watch and learn the Revolutionary Spirit of Baekdu and the Gangwon-do spirit to be strong-minded men’. Thirdly, in the People-first principle, the reason why NK is putting emphasis on the Creativity and mental power of the people’s public is that it pursues exploiting both attributes to achieve maximum efficiency with minimal investment. A phrase combining the Creativity with mental power, ‘A man of creative ability with strong mental power’, is being presented as a standard to the people’s public. In order to overcome economic difficulties with the limited resources, the way that can be conducted from a domestic basis is to rely on the Creativity and mental power of the people’s public. Emphasizing that the people’s public should have both attributes, NK seeks to exploit and mobilize their intangible assets, that is, creative knowledge and ideological power. Accordingly, this research hypothesized it is expanding to the mobilization of mental labor from that of physical labor and defined the characteristic of the People-first principle as mental mobilization. When formulating the characteristic of the People-first principle as the politics of mobilization, the following conclusions can be reached. The precedent studies assume that Kim Jong-un is a leader with a pro-people mindset different from previous leaders and North Korea is going toward institutionalization of the laws and systems for the people. In particular, it emphasizes the ‘People-first’ principle is different from the pro-people discourse by Kim Il-sung and Kim Jong-il. However, as shown in the analytic finding that the ‘People-first’ principle has a characteristic of mobilization, the People-first principle in the era of Kim Jong-un is not different from those of previous leaders. Rather, it can be concluded that via such a unique inheritance by Kim Jong-un, creativity and mental power of people’s public are mobilized to surmount a crisis it is facing. It implies the possibility that the NK regime will be even more closed. Through the analysis on the characteristics of the People-first’ principle, this research investigated how’ North Korea is overcoming the crises. It identified ‘what’ of the people’s public North Korea intended to mobilize as a means of overcoming the political and economic crises. The study has the significance in that it reaffirmed the closed nature of the NK regime and mindset of its leader toward the people’s public.
