dc.description.abstractViet Nam has been acknowledged for its efforts to promote gender equality through both international and national legal frameworks in recent years. Despite the fact that women consist of 45 percent of Viet Nam’s Foreign Service sector workforce, leadership and critical positions are dominated by men, and women are often excluded from research and literature on diplomacy. Existing studies on gender and diplomacy point out the “gendered structure of diplomacy” and how masculinity and femininity are produced and reproduced within diplomatic institutions, however, the majority is Western-centric. Through a feminist institutionalist approach, the thesis examines the relationship between the diplomatic institutions and the participation of female diplomats in the Foreign Service sector in Viet Nam. As a result, the analysis shows that formal aspects of diplomatic institutions have been enabling the participation and involvement of women in diplomacy, however, informal institutional factors are fostering the gendered structure in Viet Nam’s diplomatic institution. Exogenous evolution of the United Nations’ agendas for gender equality as well as endogenous modifications in the legislation advocating women’s political participation by the Vietnamese Government and the Ministry of Foreign Affairs has played an important role in the increasing number of women working in the Foreign Service sector. However, the gendered structure of diplomacy still persists through the informal diplomatic institution, including the merit mechanism, media publicity through officially released articles and speeches as well as the division of labor within the institution. Acknowledging the limitation of data scrutiny undermining the robustness of its argument, the thesis is exploratory, which anticipates opening up for potential research into not only the descriptive participation of women in diplomacy but also the underlying gendered structure and hierarchy within different diplomatic institutions.;베트남은 최근 몇 년간 국제 및 국내 법적 체계를 통해 성평등을 증진하려는 노력을 인정을 받고있다. 베트남 외무부 인력의 45%가 여성으로 구성되어 있음에도 불구하고 리더십과 중요한 직책은 남성이 지배하고 있으며 여성은 일반적으로 외교에 관한 연구 및 문헌에서 제외되고 있다. 젠더와 외교에 관한 기존 연구들은 외교기관 내에서 남성성과 여성성이 어떻게 생산되고 재생산되는지에 대해 '외교의 젠더화된 구조'를 지적하고 있지만, 대다수는 서구 중심적이다. 본 논문은 페미니스트적 제도주의적 접근을 통해 외교기관과 여성외교관의 베트남 외교관 참여와의 관계를 고찰한다. 그 결과 외교기관의 형식적 측면은 여성의 외교 참여를 가능하게 했지만, 비공식적 제도적 요인은 베트남 외교기관의 젠더화된 구조를 조장하고 있는 것으로 분석된다. 양성평등을 위한 유엔 어젠다의 외생적 발전과 베트남 정부와 외교부가 여성의 정치 참여를 옹호하는 법률의 내생적 수정은 외교 서비스 부문에서 일하는 여성의 수가 증가하는 데 중요한 역할을 했다. 그러나 외교의 젠더화된 구조는 공로 메커니즘, 공식적으로 발표된 기사와 연설을 통한 언론 홍보, 기관 내 분업을 포함한 비공식 외교 기관을 통해 여전히 지속되다. 주장의 견고성을 훼손하는 데이터 정밀 조사의 한계를 인정하는 이 논문은 탐구적이며, 외교에서 여성의 기술적 참여 뿐만 아니라 다양한 외교 기관 내에서 근본적인 성별 구조와 위계에 대한 잠재적인 연구의 가능성을 열어줄 것으로 기대하다.-
