The Empowerment of Female Head of Village in Timor-Leste

Abstract

Women's involvement in politics and leadership has shown a significant impact on the country’s development, especially in good governance. In many societies, their presence is still denied which makes them marginalized. In Timor-Leste, accessing politics and becoming a leader remains a challenge for women, while at the national level women’s representation is high because ensure by quota, in contrary at the local level, namely, Village Level (locally called Suco) remains fewer women holding a position as Head of the Village. This study aims to explore the factors that prevent women’s presence in leadership as Head of Village in Timor-Leste by identifying the reasons behind this situation. In order to achieve this goal, this study applies descriptive analysis from a direct interview with key respondents from significant five institutions in Timor-Leste. The results of the study found that the lower number of women holding leadership positions as Head of Village was caused by (1) social norms; (2) lack of support from family, and political parties, economic dependence, and (3) lack of media attention; and (4) economy dependence. In order to solve this situation, this study suggests in order to empower women in politics and leadership should be done in three dimensions especially: (1) Public awareness through education and activities to boost awareness, especially in a society where the patriarchal is system rooted, it’s necessary to educate people on the relevance of gender equality; (2) Capacity building to enhances women's personalities, professional capacity, and skills; and (3) Economic empowerment by creating conditions where women can have their financial resources.;여성의 정치와 지도력에 대한 관여는 국가의 발전, 특히 좋은 통치에 큰 영향을 미쳤다. 많은 사회에서 또는 지역에서, 여성 정치인의 존재는 여전히 거부되어 그들을 소외시킨다. 동티모르에서는 여성이 정치와 리더십에 접근하는 것이 여전히 동티모르 사회의 과제로 남아 있다. 특히 국가 차원에서 여성의 정치적 대표성은 쿼터로 제한되어 있다. 그러나 지방 차원인 마을 수준에서는 마을 이장식을 맡고 있는 여성의 수가 여전히 적다. 본 연구의 목적은 동티모르의 마을 이장으로서 여성의 리더십 존재를 저해하는 장벽을 규명하는 것이다. 본 연구는 동티모르 다섯 개 기관의 주요 응답자 대상으로 한 직접 인터뷰를 통해, 서술적 분석을 적용하여 사회규범, 가족 및 정당의 지지 부족, 경제적 의존, 언론의 관심 부족 등이 이장식을 가진 여성의 수를 감소시키는 요인으로 작용함이 발견 되었다. 본 연구는 양성평등 문제를 학교 교육과정에 포함시킴으로써 정치와 리더십에서 여성의 역량강화가 국민의식과 같은 삼차원에서 이루어져야 한다고 제안한다. 둘째, 여성의 인격, 전문 역량, 기술을 향상시키기 위한 역량 강화입니다. 마지막으로, 여성들이 자신의 재정적 자원을 가질 수 있는 환경을 조성함으로써 경제적 권한을 부여하는 것이다.
