Offensive rather than Defensive

Abstract

The military intervention into Georgia by Russia in August 2008, as well as Russia's official recognition of South Ossetia, present serious inquiries about Russia's foreign policy, strategic objectives, and perceptions of state policy executives. In this research, two conventional explanations about the origin of the August War are analyzed. The first argument states, that Georgia invited Russia’s military intervention in its territory by mishandling ethnic minorities and radically turning its geopolitics towards the West. The second argument says that Russia’s intervention in Georgia was its’ defensive action against the advance of NATO and the EU eastward. This thesis tries to approach the issue from a new angle and perspective on the grounds of neoclassical realism. It argues that Russia's military intervened in Georgia with the goal of expansion as central policymakers perceived a relative increase in state power. Russia militarily intervened in the war because it felt strong and had a chance to win the war with Georgia without the intervention of the west.;2008년 8월, 러시아의 조지아에 대한 군사 개입과 남오세티야의 공식적인 국가로서의 인정은 그들의 외교 정책과 전략적 목표, 그리고 그것을 확립한 정책수립자와 정치 인들의 인식에 심각한 질문을 제시합니다. 본 논문에서는 8월 전쟁(조지아 침략전쟁)의 기원에 대해 통설적인 두 가지 주장을 분 석합니다. 첫 번째 주장은 조지아가 소수 민족에 대한 잘못된 정책이 문제가 되어 러시아의 영토에 대한 군사 개입을 초청하고 지정학적 외교의 균형을 서방으로 급 진전시켰다는 것이며, 두 번째 주장은 조지아에 대한 러시아의 개입은 나토와 EU 가 동쪽으로 영향력을 확대하는 것에 대한 방어적 행동이었다는 것입니다. 본 논문은 신고전적 현실주의의 방식으로 기존의 두 가지 주장에서 벗어나 새로운 관 점과 근거로 기원에 대해 접근하려고 합니다. 중앙정부의 정치, 외교 정책수립자들 이 국가가 가진 힘의 상대적 증가를 인식함에 따라, 러시아군이 확장을 목표로 조 지아에 개입했다는 주장입니다. 러시아가 군사적으로 전쟁에 개입한 것은 서방의 개입 없이 조지아와의 전쟁에서 승리할 기회가 있다고 느꼈기 때문입니다.
