Abstract
지역공동체는 산업화와 도시화로 인해 발생된 사회 양극화 및 지역 불균등 발전 문제, 다양한 갈등 상황으로 인한 지역주민의 삶의 질 저하 등에 관한 해법으로 일컬어진다. 또한, 기후변화에 따른 사회변화와 재해 위기의 극복에 있어서도 공동체의 회복이 중요한 과제로 대두되고 있다. 이에 본 연구에서는 최근 기후변화와 지구의 생태적 한계에 대한 위기감이 고조되고 있는 가운데, 이러한 문제에 대응하기 위해 결성된 도시 지역공동체의 형성 정도와 에너지전환 역량 정도는 어떠한지, 이에 미치는 영향요인은 무엇인지 파악하고자 했다. 이를 위해 정부 지원 종료 후에도 최소 1년 이상 활동을 지속하고 있는 서울시 에너지자립마을 사례를 조사하고 질적연구와 양적연구를 융합한 혼합연구를 통해 지역공동체 형성과 전환역량 형성 정도 및 이에 미치는 영향요인을 살펴보았다. 특히, 에너지자립마을의 지역공동체 형성 정도는 공동체이론을 토대로 한 지표를 중심으로 평가하고, 전환역량 형성 정도는 전환이론에 기반한 지표에 근거하여 분석했다. 그리고 이를 바탕으로 기후위기와 에너지문제에 대응하는 도시 지역공동체가 확산되기 위한 시사점을 도출하고자 했다. 본 연구는 다음과 같은 점에서 차별화된다. 첫째, 공공의 지원에 의해 의도적으로 조성된 도시 지역공동체의 형성 정도와 활동의 특성을 파악했다. 둘째, 지역공동체를 지역공동체 형성과 전환역량의 형성 측면에서 세부적으로 분석했다. 셋째, 지역공동체의 형성과 전환역량 형성에 미치는 영향요인을 촉진요인과 저해요인으로 구분하여 도출했다. 넷째, 양적연구와 질적연구를 함께 수행하는 혼합연구방법을 적용하여 각 연구의 단점을 보완하고 장점을 강화했다. 본 연구에서는 Cresswell과 Plano Clark(2018)의 혼합연구방법 유형 중에서 수렴적 설계(Convergent Design)를 활용하였다. 질적연구를 통해서는 심층 인터뷰를 활용하여 에너지자립마을의 지역공동체 형성 정도와 전환역량 형성 정도 및 이에 미치는 영향요인을 살펴보았다. 또한, 양적연구를 통해서는 지역공동체 형성과 전환역량 형성에 미치는 영향요인의 우선순위를 파악하고, 에너지자립마을의 사회적관계망에 참여하는 네트워크 구성원들 간의 사회네트워크 특성을 분석했다. 연구결과를 종합하면 에너지자립마을에서 지역공동체의 형성과 전환역량의 형성은 크게 다섯 가지 현상으로 요약되며, 각 현상과 이에 미치는 영향요인은 다음과 같다. 첫째, ‘리더십의 발현’이다. 에너지자립마을의 대표들은 주민들과 민주적으로 소통하며 운동의 비전을 만들어가고 봉사와 헌신을 실천하고 있었다. 마을 대표들의 이러한 특성은 더 나은 공동체를 만들고자 하는 대표들의 전략적 리더십과 섬김의 리더십, 포용적 리더십 및 시민의식에 기인한다. 둘째, ‘네트워크의 활성화’이다. 에너지자립마을에서 네트워크는 주민들 간에, 그리고 다양한 외부 주체들과의 관계에서 만들어졌다. 에너지자립마을의 네트워크 활성화에 영향을 미친 것은 꾸준하고 밀도 높은 마을 활동과 주민 공유공간이다. 셋째, ‘신뢰 관계의 구축’이다. 마을 활동의 경험이 쌓이면서 주민들은 마을에 자부심을 갖고 마을 운영진을 신뢰하게 되었으며 주민들 간에도 신뢰감이 형성되었다. 에너지자립마을 내에 이처럼 신뢰 관계가 구축된 것은 마을 대표들이 예산을 투명하게 관리하여 주민들의 불신을 해소하고, 비리나 횡령에 연루되었던 기존 운영진과 차별화함으로써 기대감을 높일 수 있었기 때문이다. 그리고 주민들 사이의 신뢰감을 높이기 위한 구체적인 실천도 중요했다. 넷째, ‘공동체의 확장’이다. 사례 마을들은 지식과 경험을 전수하며 에너지자립마을이 계속 복제될 수 있도록 독려하였고, 더 많은 구성원들이 에너지자립 활동에 참여할 수 있도록 다양한 홍보 활동을 진행했다. 또한, 에너지자립마을의 성과가 주류 레짐에 영향을 미치거나 지역 전체를 돌봄 공동체로 변화시키는 ‘번역’이 일어났다. 에너지자립마을의 ‘복제’와 ‘확대’에 가장 큰 영향을 미친 것은 바로 선배 에너지자립마을이다. 사례 마을들은 선배 에너지자립마을을 탐방하면서 동기가 부여되고, 활동의 목표를 설정하게 되었으며 선배 마을 대표로부터 정보와 노하우를 전수받았다. 에너지자립마을이 틈새로서 기존 레짐에 영향을 미치는 번역이 일어나도록 만드는 요인은 대표가 갖고 있는 리더십과 비전이었다. 다섯째, ‘주민 주도성의 강화’이다. 사례 마을에서는 에너지전환의 주체를 형성하기 위한 다양한 학습과 교육이 진행되었고 이를 바탕으로 핵심 활동 그룹과 마을 단체가 결성되었으며 일상적인 협동으로 발전했다. 이처럼 에너지자립마을에서 주민 주도성이 강화된 데에는 에너지자립 활동에 대한 보상과 마을의 평판 상승, 주민의 주도성을 견인하는 전략이 유효하게 작용했다. 본 연구의 결과를 토대로 도시의 위기에 대응하는 지역공동체의 형성 및 확산과 관련하여 발견된 시사점과 제언은 다음과 같다. 첫째, 지역공동체 활성화의 의미를 도출할 수 있었다. 지역공동체의 활성화란 지역공동체를 구성하고 있는 여러 요소들과 이들이 만드는 내용을 강화하는 과정(김현호, 2013: 23, 28)으로, 지역공동체가 형성되는 데서 나아가 활성화되는 것이 어떤 측면에서 중요한지 파악되었다. 우선, 지역공동체의 활성화는 관계의 확장과 네트워크 중심 인물의 다양화를 의미했다. 그리고 활성화된 지역공동체는 틈새로서 기존 레짐에 영향을 미쳤고 주체를 형성할 뿐만 아니라 성장시키는 토양이 되었다. 또한, 마을 활동을 지지하고 성과를 긍정하는 기반으로 작용했다. 둘째, 주민들 간의 신뢰감 형성을 위한 친밀네트워크를 증진하기 위해 지역공동체의 특성을 고려하는 것이 필요한 것으로 드러났다. 즉, 공동체 형성 기간이 짧을 경우에는 도구적 지지 관계에, 공동체 형성 기간이 오래된 경우에는 정서적 지지 관계에 집중하는 것이 친밀네트워크의 밀도와 활동성을 향상시키는 데 보다 효과적일 수 있음을 알 수 있었다. 도구적 지지 관계 측면에서 친밀 네트워크를 증진시키는 방안으로는 많은 주민들이 함께 협력할 수 있는 벽화 프로젝트나 마을 대청소, 텃밭 일구기, 마을 축제 개최 등의 활동과 함께 마을 사업 및 예산을 운용하는 과정이 도움이 될 것으로 제언했다. 그리고 정서적 지지 관계의 친밀네트워크를 증진시키는 구체적 방안으로는 마을 주민들의 어려움을 보살피고, 주민들 스스로 공동체의 지향점을 찾고 이에 기여하면서 결속력과 유대감을 향상시킬 수 있도록 회원제나 봉사단과 같은 장을 마련하는 방법 등이 유용할 것으로 제언했다. 셋째, 공적 지원이 주민들에게 직접적인 경제적 혜택으로 돌아가는 에너지자립마을에서 주민들이 에너지전환의 주체로 성장하기 위해서는 학습과 공동체 활동에 주민들의 참여가 보다 주도적으로 이루어져야하는 것으로 파악되었다. 이를 위해 주민들을 성장시키는 학습 과정이 보다 치밀하게 진행되고 대표의 비전이 주민들과 공유되며, 이 과정에서 논의의 장이 꾸준하게 마련되어야 함을 제언했다. 또한, 주민들이 참여할 수 있는 다양한 마을 활동이 지속되고 주민들 간의 접점을 늘리기 위한 노력이 병행되어야 함을 강조했다. 넷째, 에너지자립마을 사례에서는 지역공동체의 형성 외에 유지도 중요한 쟁점이었다. 3년간의 사업을 통해 어렵게 형성된 공동체를 계속 유지하기 위해서는 에너지자립마을 사업이 완료된 후에도 마을 활동을 지속할 수 있도록 ‘공동체 활동을 위한 예산지원’과 ‘후임 핵심 인력에 대한 컨설팅 지원’, ‘주민들에 대한 교육 기회 제공’이 이루어져야 함을 제언했다. 다섯째, 에너지자립마을 사업이 개인적 차원에서 머무르지 않고 지역사회의 에너지전환을 촉진하는 모델로 발전되는 것도 주요 과제이며, 주민들의 에너지자립 활동이 자리를 잡은 이후에는 활동의 범위를 외부로 확장하고, 참여 인원을 확대하며 지역사회의 에너지전환을 촉진하는 모델로 에너지자립마을의 역할이 조정되어야 함을 강조했다. 본 연구에서 다루지 못한 한계에 기반하여 향후 연구과제를 제안하면 다음과 같다. 첫째, 본 연구의 양적연구는 서울시 133개 에너지자립마을 중 2개 마을에 한해 이루어졌다. 따라서 후속 연구에서는 조사대상 마을을 확대하여 에너지자립마을에서 나타나는 사회네트워크의 일반적인 특성을 살펴볼 필요가 있다. 둘째, 본 연구에서는 네트워크 분석 시 에너지자립마을 구성원들 간의 관계 유무만 고려하고 관계의 방향성은 제외하였다. 후속 연구에서는 에너지자립마을 구성원들 간 관계의 방향성을 네트워크 분석 시에 고려하여 행위자들의 목적과 의도에 따른 네트워크 특성이 파악되어야 할 것이다. 셋째, 후속 연구에서는 보다 많은 사례들을 대상으로 시간의 흐름에 따라 또는 활동 기간별로 전환역량 형성에 어떠한 차이가 있는지 분석하여 더욱 풍부한 연구결과를 도출할 필요가 있다. 본 연구는 현대 산업사회가 직면한 위기를 극복하기 위해 지역공동체의 필요가 높아지는 가운데, 도시에서 지역공동체가 가능한지 살펴보고, 환경위기 극복이라는 공익적 의제를 중심으로 활동하는 도시 지역공동체가 내실있게 형성되기 위한 요인을 탐색했다. 그리고 이를 토대로 지역공동체 활성화의 의미와 지역공동체의 확산을 위한 정책적 시사점을 도출했으며, 이는 본 연구의 의의에 해당한다. 또한, 지역공동체에 관한 선행연구들이 주로 질적연구에 편중되어 있으나, 본 연구는 질적연구와 양적연구를 비교 및 연계하고 해석하여 결론과 시사점을 도출한 점도 방법론적으로 중요한 지점이다.;The local community is often considered a solution to the social polarization and regional developmental disparities caused by industrialization and urbanization, as well as the deterioration in the quality of life of local residents due to various conflict situations. Additionally, in recent times, community restoration is emerging as an important task for overcoming social challenges and reversing the damage caused by climate change. Against the backdrop of a growing sense of crisis in relation to climate change and the Earth’s ecological limitations, this study examines the formation of urban communities specifically built to address these aforementioned problems, as well as of energy transition capabilities and the factors affecting these efforts. Specifically, it examines Seoul’s transition towns (TTs), which have continued their activities for at least one year after the end of government support and a combination of qualitative and quantitative methods was used. Particularly, the degree of local community formation in TTs was evaluated based on the indicators of community theory. The degree of transition capability formation was analyzed based on the indicators of transition theory. Based on the results, attempts were made to derive implications for the spread of urban communities in response to climate crises and energy problems. The study consisted of the following steps. First, the degree of formation of urban communities that were intentionally created with public support and the characteristics of activities in these communities were identified. Second, the local community was analyzed in detail in terms of local community formation and transition capability formation. Third, the factors affecting local community formation and transition capability formation were derived by dividing them into positive and negative factors. Fourth, by applying a combination of qualitative and quantitative methods, the weaknesses of each research method were supplemented, and the strengths were reinforced. In this study, among the mixed methods proposed by Creswell and Plano Clark, the convergent design was utilized (Creswell and Plano Clark, 2018). For the qualitative research, in-depth interviews were conducted to examine the degree of local community formation and transition capability formation in TTs, as well as the factors affecting them. For the quantitative research, the factors were ranked by priority and the characteristics of the social networks among the residents of TTs were analyzed. Summarizing the research results, local community formation and transition capability formation in TTs have five major characteristics. First, it is a “manifestation of leadership”: Representatives of TTs engaged in democratic communication with the residents and shaped the vision of the movement. Particularly, the town representatives exhibited strategic leadership, servant leadership, inclusive leadership, and civic awareness to create a better community. Second, it is an “activation of networks”: The networks in the TTs were created from the relationships among residents, as well as relationships with a variety of external “actors.” The steady, “high-density” activities in TTs and the shared community space of residents impacted the activation of networks in towns. Third, it is “building relationships based on trust”: As experience in town activities accumulated, the residents started taking pride in their town, trusted the town management, and developed a sense of interpersonal trust. This relationship of trust was established within TTs because the representatives managed town finances transparently—unlike the previous management team, which was mired in corruption and embezzlement—thereby alleviating distrust in residents and raising their expectations. Specific actions taken by representatives to build trust among residents were also crucial in this context. Fourth, it is the “spread of the local community”: The TTs considered in this study passed on their knowledge and experiences to other towns, encouraging them to replicate this model. Various promotional activities were also conducted so that more residents could participate in the TT movement. Furthermore, a “translation” occurred, in which the performance of TTs affected the mainstream regime or transformed the entire region into a caring community. It was the older TTs that had the biggest impact on the “replication” and “scaling-up” of TTs. As new TTs received inspiration from the older TTs, they became more motivated to set goals for their activities and sought information and know-how from the older TT representatives. Furthermore, it was the leadership and vision of the TT representatives that resulted in the “translation.” Fifth, it involves “strengthened resident initiatives”: Various education and training programs were conducted in TTs to develop the “main agents” for the TT movement, which resulted in the formation of core actors and town organizations, developing into general cooperation. In achieving strengthened resident initiatives in TTs, some measures proved particularly effective: providing compensation for energy conservation and low-carbon activities, enhancing and strengthening the town's reputation, and formulating strategies to develop the initiatives of residents. Based on the results, we propose the following implications and suggestions regarding the formation and spread of the local community in response to urban crises. First, the results emphasize the importance of “local community activation”, which is the process of strengthening the various elements of the local community and the contents they create (Kim, 2013: 23, 28). Local community activation implies the expansion of relationships and the diversification of key individuals in the networks. Additionally, the activated local community, as a niche, impacts the existing regime and becomes “the soil” that not only forms the main agent but also nurtures it. Furthermore, it serves as a foundation for supporting the TT movement and affirms achievements. Second, it is necessary to consider the characteristics of the local community to promote an affinity network for building trust among residents. Particularly, it was found that it is more effective to focus on the instrumental support relationship when the community formation period is short, and on the emotional support relationship when the community formation period is long. Such support relationships are necessary for improving the density and activeness of the affinity network. Ways of enhancing the affinity network in terms of instrumental support relationships include operating town projects and budgets, along with encouraging activities such as a mural project or town clean-up in which many residents can collaborate, cultivating a vegetable garden, and organizing a town festival. Ways of enhancing the affinity network in terms of emotional support relationships include creating a membership system or volunteer groups to take care of residents facing any sort of difficulty, thereby enabling them to discover the path that the community needs to select for the future and work towards achieving it, as well as improving solidarity and bonding. Third, in order for residents to grow as agents of the TT movement, their participation in learning and community activities should become more proactive. This is because successful energy transition requires not only participation in public support programs but also citizens’ awareness. As such, the results suggest that the learning process for the residents for their growth and development should be implemented meticulously, the vision of the representatives must be shared with the residents, and discussions should take place continuously. Furthermore, various town activities in which residents can participate should be maintained, along with efforts to increase contact points among residents. Fourth, maintenance is an important issue in addition to the formation of local communities in the case of TTs. To maintain the community—which was difficult to form in the first place, as it took three years to create—it is necessary to provide “budget support for community activities,” “consulting support for key successors,” and “learning opportunities for residents” on an ongoing basis so that community activities can continue even after government support for TTs ceases. Fifth, it is also a major task for TTs to develop into a model that promotes energy transition at the local community level, rather than remaining at the individual level. This means that the role of TTs should be modified in a model to extend the scope of activities to the outside world, increase the number of participants, and promote the energy transition of the local community. Based on the limitations of this study, the following suggestions are made for future studies: First, the quantitative study was conducted on only two of the 133 TTs in Seoul. Therefore, it is necessary to increase the number of samples in follow-up studies and examine the general characteristics of social networks in TTs. Second, when analyzing the networks in this study, only the presence or absence of relationships among members of the TTs was considered, not the direction of the relationships. In follow-up studies, the network characteristics should be identified according to the purpose and intention of the “actors” when analyzing the networks, by considering the direction of the relationships among TT members. Third, it is necessary to derive richer research results in follow-up studies by analyzing the differences in the formation of transition capabilities over time or by activity period for many more cases. This study examined whether a local community can be developed in a city to overcome the crises faced by modern industrialized society, and explored the factors necessary for the stable formation of the urban local community, centered on the public interest agenda of overcoming environmental crises. This study is significant as it derived the meaning of local community activation, as well as policy implications for the spread of local communities. Furthermore, although previous studies on the local community focus mainly on qualitative research, this study is methodologically crucial as it draws conclusions and implications by comparing, linking, and interpreting both qualitative and quantitative research results.
