Abstract
본 연구의 목적은 국내외 기록관과 도서관을 중심으로 COVID-19 아카이브 현황을 파악하고 국내 COVID-19 아카이브에서 적용할 수 있는 기록 수집방안을 제시하는 것이다. 이를 위해 문헌연구와 해외 재난 아카이브의 수집 정책 분석을 수행하였다. 더불어 14개 해외 COVID-19 아카이브 담당자의 설문 응답과 국내에서 COVID-19 아카이브를 구축하고 있는 2개 기관 담당자 인터뷰를 바탕으로 COVID-19 아카이브의 수집 정책과 현황을 분석하였다. 우선 문헌연구를 통하여 COVID-19 아카이브의 정의와 목적을 정리하였다. COVID-19 아카이브는 재난 아카이브의 일종이며, COVID-19라는 전염병으로 인해 발생한 인명피해와 경제사회적인 손실 및 변화에 대한 내용을 담은 다양한 기록들을 수집, 보존, 이용할 수 있도록 지원하는 것이 목적이다. 재난에 관한 기록을 수집하기 위해서는 재난 종식 이후 기록 수집을 시작하는 것보다 재난 발생과 복구 과정에서 실시간으로 생산되는 기록을 수집하는 과정이 필요하다. 재난 상황에서는 다량의 기록이 훼손되면서 동시에 새로운 기록이 생산되기 때문이다. 또한 컬렉션 수집 경험이 있는 기관인 기록관과 도서관 입장에서도 COVID-19 아카이브는 기존 수집 범위에 대한 확장이자 연구 및 교육기능 수행을 위한 기회가 될 수 있다. 다음으로 COVID-19 아카이브 수집 정책 수립에 참고가 될 수 있는 해외 재난 아카이브 수집 정책을 살펴보았다. 상세한 수집 정책을 제시하고 있는 일본 국립국회도서관 산하 HINAGIKU와 미국 9·11 메모리얼의 수집 정책 분석을 통해 주요한 정책 요소와 내용을 파악하였다. 이를 통해 다음과 같은 사실을 확인할 수 있었다. 첫째, 수집 정책이 포함하고 있는 수집 주체, 수집 목적, 수집 대상, 수집 매체, 수집 방식, 수집 절차, 저작권 관련 사항 등의 공통된 요소를 확인하였다. 둘째, 매우 다양한 출처와 매체, 맥락을 가진 기록들이 꾸준히 생산되는 재난기록의 특성상, 수집 정책에서 수집 범위와 제외대상을 확실히 정의하는 과정이 필요하다. 셋째, 참여형 아카이브의 효용에 더 주목하여야 한다. 연구자들 이외 일반인, 예술 종사자를 대상으로 하는 아카이브의 경우 이용자와 기록이 상호작용하면서 생겨나는 반응과 재난에 대한 추모 및 기념의 기록 또한 사회적으로 큰 가치를 가진다. 넷째, HINAGIKU와 9·11 메모리얼 모두 동일한 재난에 관한 기록을 수집 중인 다른 아카이브와의 협력 활동을 지속하고 있다. 이와 더불어 국내외에서 COVID-19 아카이브를 구축·운영하는 기관을 대상으로 설문조사 및 인터뷰를 진행하였다. 해외 기관의 경우 공공기관 및 지방자치단체 소속, 대학 소속, 혹은 독립적인 기록관, 도서관, 박물관이 운영하는 COVID-19 아카이브 중 수집 정책과 매체에 있어 충실한 정보를 제공하고 있는 60개 기관을 대상으로 설문조사를 실시하였다. 이 중 14개 기관으로부터 받은 응답을 바탕으로 COVID-19 아카이브의 수집 정책과 현황을 분석하였다. 또한 국내의 경우 COVID-19 컬렉션을 공개 중인 국립중앙도서관 산하 웹 아카이브인 OASIS(Online Archiving & Searching Internet Sources)와 성북문화원 산하 성북마을아카이브의 담당자들을 대상으로 인터뷰를 수행하였다. 해외 COVID-19 아카이브 설문조사를 통하여 확인된 사실은 다음과 같다. 첫째, 대다수의 COVID-19 아카이브에는 아키비스트가 전문가로서 참여하였다. 다른 분야의 전문인력으로는 큐레이터, IT 개발자, 교사 등이 참여하는 것으로 나타났다. 둘째, COVID-19 아카이브에서 주요하게 수집되는 기록 유형은 사진, 영상, 음성, 텍스트 형태의 기록이며, 새롭게 수집되기 시작한 기록 유형으로는 영상 및 음성 형태의 기록이 꼽혔다. 셋째, 대다수의 설문조사 대상 기관이 성문화된 수집 정책을 가지고 있었으며, 주로 포함되어 있는 정책 요소는 수집 목적, 수집 참여자 정의, 수집 방법 정의, 수집 절차 정의, 수집 매체 정의, 저작권 확보에 관한 요소였다. 성문화된 수집 정책이 없는 기관의 경우 비공식 정책을 제정하여 사용하거나 상위 기관의 정책을 준용하는 방식을 선택하였다. 넷째, 설문조사 대상 기관에서 COVID-19 아카이브의 주된 이용자 집단으로 간주하는 것은 학생, 기부자, 일반인 집단이었다. 다섯째, 수집 방식에 있어 가장 보편적으로 활용되는 방식은 파일 형태의 기증과 입력양식을 통한 참여 방식이었다. 여섯째, 다수의 설문조사 대상 기관에서 기록 COVID-19 아카이브 기록을 수집하기 위해 진행한 절차는 본인인증, 이용자대상 동의, 저작권 확보 절차였다. 일곱째, 수집된 기록은 매체별로 각각 다른 방식을 거쳐 저장되었다. 파일 또는 데이터 형식의 기록은 서버 또는 클라우드에, 참여형 방식을 통해 수집된 기록은 스프레드시트에, 실물 형태의 기록은 기존의 종이기록물과 같은 방식으로 저장되었다. 여덟째, 대다수의 COVID-19 아카이브에서 기증 동의서에 서명하거나 Google Form을 이용한 양식에 포함된 동의 문항을 체크하는 형식으로 개인정보보호와 저작권 관련 사항을 처리하고 있었다. 아홉째, 수집제외 기록에 대해 반 이상의 설문조사 대상 기관이 특정한 판단 기준을 가지고 있는 것으로 나타났다. 수집제외 기록을 판단하는 기준은 크게 기록의 용량, 확장자, 개인정보, 지역사회와의 연관성, 유형에 대한 연관성 등이었다. 마지막으로 COVID-19 아카이브에서 개선되어야 할 사항으로 수집 참여자의 다양화와 저작권 및 익명성 관련 문제 해결이 필요하다는 점이 언급되었다. 국내 COVID-19 아카이브 담당자 인터뷰를 통해 조사한 내용은 다음과 같다. 첫째, 인터뷰 대상 기관인 OASIS와 성북마을아카이브에서는 각각 2020년 1월과 2020년 봄이라는 상당히 이른 시기부터 COVID-19 관련 기록을 수집하기 시작하였다. OASIS의 경우 이는 기존에 전염병 관련 기록 수집을 진행한 경험을 기반으로 한 것이며, 성북마을아카이브의 경우에는 주제별 기록 수집을 위한 담당자들의 노력이 있었다. 둘째, 국내 COVID-19 아카이브에서는 각각 확연히 다른 매체와 주제를 가진 기록을 수집하고 있었다. OASIS의 경우 웹 아카이브라는 특성상 .kr 도메인 내의 모든 웹자원을 수집 대상이 하고 있었다. 반면 성북마을아카이브의 경우에는 담당자들이 직접 찍은 사진, 인터뷰 영상 등이 주로 수집되는 기록 유형이었다. 셋째, OASIS의 경우 「국립중앙도서관 웹자원 수집 지침」을 기반으로 하여 수집 목적, 법적 근거, 수집 대상, 수집 기준, 수집 절차 등에 대하여 정의하였으나, 성북마을아카이브의 경우 메타데이터 입력과 기록물 선별에 관한 비공식 지침만이 존재했다. 넷째, OASIS에서는 웹 크롤러(Heritrix)를 이용한 선택적 수집 방식을, 성북마을아카이브에서는 직접 생산과 협력을 통한 수집 방식을 사용하고 있었다. 다섯째, 개인정보보호와 저작권 관련 사항의 경우에는 두 기관 모두 별도의 정책을 갖고 있지 않았으며, 수집한 기록물이 개인정보를 포함하거나 저작권을 침해할 만한 내용을 포함하고 있다면 해당 기록을 공개하지 않는 방식을 선택하고 있었다. 이를 종합하여 국내 COVID-19 아카이브에 적용할 수 있는 기록 수집 방안으로 기관의 특성과 COVID-19 아카이브의 목적을 반영한 수집 정책 수립과 참여자 집단의 다양화, 참여형 기록 수집 방식의 도입을 제안하였는데 그 매용은 다음과 같다. 첫째, 수집 정책 수립을 위해 설문조사에서 확인된 보편적인 요소들인 ’수집 목적’, ‘수집 범위 및 매체’, ‘수집 과정 및 절차’, ‘저작권 관련 사항’을 추가적으로 제안할 수집 정책 요소로 선정하였다. 또한‘수집 참여자 정의’, ‘아카이브 이용자 정의’, ‘개인정보보호 관련 사항’을 추가적인 요소로 선정하였다. 둘째, 참여자 집단의 다양화를 위해 수집 대상의 명확한 정의 도입과 유관 부서와의 협력을 통한 기록콘텐츠 제작 등 홍보 방식의 다각화, 기록 기증에 제한이 되는 저작권 관련 사항의 개선을 제안하였다. 셋째, 참여형 기록 수집 방식을 도입을 제안하였으며 이를 위해서는 참여양식의 효과적인 설계와 개인정보보호 관련 사항의 개선이 필요함을 제시하였다. 본 연구에서는 문헌연구와 해외 재난 아카이브 수집 정책 분석 및 국내외 COVID-19 아카이브 현황 조사를 통해 향후 COVID-19 아카이브를 위한 기록 수집 방안을 제안하였다. COVID-19라는 전대미문의 감염병으로 인한 사회현상을 기록으로 남기는 것은 기록물관리기관이 수행해야 하는 중요한 역할 중 하나이다. 본 연구는 향후 도서관과 기록관, 지방자치단체를 비롯한 기관에서 COVID-19 아카이브를 구축하고자 할 때 기록 수집을 위한 기초자료로 활용될 수 있을 것이다. ;The purpose of this study is to suggest improvement plans for COVID-19 Archives' collection through understanding their present situations, focusing on the domestic and foreign agencies. The research methods include literature reviews, interviews with librarians in charge, and library user surveys. First, interviews were conducted with the people in charge to examine the current status of COVID-19 archives. Next, 14 foreign agencies among 60 agencies that have established archives provided various information on collection policies agreed to participate in the survey were selected. Then the people in charge of 2 agencies that run public COVID-19 in public, OASIS COVID-19 collection under the National Library of Korea and Seongbuk Community Archives(성북마을아카이브) under Seongbuk Cultural Centre(성북문화원), were selected to interviewee. Through literature review, the definition and roles of COVID-19 archives were defined. COVID-19 Archives are some of the Disaster Archives. And they are The purpose of COVID-19 archives is to help collect, preserve, and use various records containing human casualties, economic and social losses, and changes caused by the COVID-19 pandemic. It is necessary to collect disaster records produced in real-time at the disaster scene rather than start collecting records after the disaster recovery. That is because disasters are a scene where large amounts of records are lost, and at the same time, new records are created. In addition, from the perspective of organizations with collection experience, COVID-19 Archives are an extension of the existing collection scope and an opportunity to conduct research and educational purpose. For the case study, the collection policies in HINAGIKU and the National September 11 Memorial & Museum were analyzed, focusing on the main elements included in collection policies. The facts identified by case studies are as follows: Firstly, Collection Agencies, Statements of Purpose, Scope of Materials, Media of Materials, Methods of Collection, Procedures for Collecting, and Copyright are the leading collection policy elements. Secondly, due to the nature of disaster records, records with various sources, media, and contexts are produced consistently, defining the scope of collection materials and the scope of collection materials needed in the collection policy. Thirdly, COVID-19 archives should pay more attention to the utility of participatory archives collection. Fourthly, both archival cases are not only agencies collecting records on the disasters and therefore focus on collaboration with other agencies. The facts identified by surveys and interviews are as follows: Firstly, most COVID-19 Archives were run by Archivists as experts. Curators, IT developers, and teachers were found to be participating in other fields of expertise. Secondly, the main types of materials collected in COVID-19 Archives are photographic, video, audio, and textual records, and newly collected recordings were cited as video and audio types. Thirdly, most surveyed organizations had written collection policies, mainly those included elements on Statements of Purpose, Definition of Collection Participants, Procedures for Collecting, Processes for Collecting, Media of Materials, and Copyright. In the case of agencies that do not have written applied collection policies, an informal policy or the policy of higher-level agencies. Fourthly, the student, donor, and ordinary people groups that the agency surveyed considered the primary user group for COVID-19 archives. Fifthly, the most commonly used collection method was through the donation of file type and participatory form. Sixth, the procedures for collecting records of COVID-19 archives by several surveyed organizations were identification, user agreement, securing copyright. Seventh, the collected records were stored in different media methods. Records of file or data types were stored on a server or cloud, kept records collected through a participatory method on a spreadsheet, and records in kinds were held in the same way as traditional paper records. Eighth, most COVID-19 Archives were securing privacy and copyright in the form of signing Deed of Gift or consent statements contained in the participatory form. Ninth, more than half of the surveyed organizations have specific criteria for determining records excluded from the collection. The criteria for deciding records excluded from the collection were the capacity of records, personal information, relation to communities, and connections to types. Tenth, improvements have been pointed out in two ways: improvements in the diversification of collection participants and issues related to copyright and anonymity. The facts identified by interviews with people in charge n COVD-19 archives are as follows: Firstly, OASIS and Seongbuk Community Archives began collecting records in January 2020 and spring 2020, relatively early. In the case of OASIS, this was based on previous experience in collecting records related to infectious diseases, and in the case of Seongbuk Community Archives, there were efforts by the people in charge to collect records by subject. Secondly, COVID-19 Archives were collecting records with distinctly different media and themes. In the case of OASIS, collected all web resources within the .kr domain, and in the case of Seongbuk Community Archives, mainly collected photographs taken by themselves, and interview videos were primarily composed. Thirdly, OASIS defined the purpose of collection, legal grounds, the scope of material, criteria of collection, and procedures for collecting in 「National Library Web Resource Collection Guidelines(국립중앙도서관 웹자원 수집 지침)」. By contrast, Seongbuk Community Archives had informal policies on metadata and the selection of records. Fourthly, OASIS used selective collection methods using web crawlers(Heritrix), and Seongbuk Community Archives collected records through production and collaboration with other agencies. Fifth, in the case of privacy and copyright issues, neither agency had a separate policy, and they chose not to disclose the collected records if collected material contained personal information or elements that infringe copyright. Improvement plans were reflecting the characteristic of the agency and the purpose of COVID-19 Archives. And they are analyzed in the perspective of improving collection policies, diversifying participants' groups, and introducing a participatory records collection method. Detailed information is as follows: Firstly, in terms of collection policy improvements, the following elements identified in the survey were selected as additional collection policy elements to be proposed: 'Purpose of Collection,' 'Scope and Media of Material,' 'Process and Procedures for Collecting' and 'Copyright.' Additionally, 'Definition of Collection Participants,' 'User Definitions of the Archives' and 'Privacy' elements were selected. Secondly, diversification of participants' groups requires the introduction of clear definitions of collection targets, diversification of promotional methods such as recording record contents through collaboration with related departments and improving copyright issues that limit record donation. Thirdly, there is a need to introduce a participatory record collection method. If COVID-19 Archives plan to introduce a participatory record collection method for the convenience and breadth of the collection, they need to improve the efficient design of questionnaires in participatory forms and privacy issues. This study explores the improvement plans with the understanding of the present conditions of the COVID-19 Archives. This study is meaningful in that it showed a comprehensive and multi-perceptional analysis of the subject.
