국회기록보존소 학술 정보 이용자 서비스 활성화 방안 연구

Abstract

국회에서 생산된 기록은 국회 자체에서의 업무상 참고자료나 증빙자료로 사용되기도 하지만 역사적, 연구적 가치를 내포하고 있어 연구자료로 이용되기도 한다. 국회기록이 학술적으로 활용될 경우 양질의 지식정보가 생성되고 이러한 지식정보는 간접 이용자에게 전달되어 사회의 지적 역량을 높이게 한다. 이에 본 연구는 국회기록정보서비스 업무를 담당하는 국회기록보존소의 학술 정보 이용자 서비스 활성화 방안을 제안하는 것에 목적을 두고자 하였다. 본 연구에서는 문헌연구를 통해 국회기록의 정의와 유형, 국회기록보존소의 역할과 특성을 파악하였다. 더불어 기록정보서비스의 개념과 기능, 기록관에서의 학술 정보 이용자와 학술 정보 이용자 서비스의 정의와 유형에 대해서 정리하였다. 이를 통하여 국회기록의 범위를 의회 핵심 기능과 관련되어 있는 입법활동기록으로 제한하였고 영구기록물관리기관으로써의 국회기록보존소가 학술 정보 이용자 서비스를 수행해야 하는 근거와 필요성을 확인하였다. 해외 사례조사의 경우 선행연구에서 의회기록정보서비스의 모범사례로 제시된 미국 입법아카이브센터와 가장 오래된 의회 역사를 가지고 있는 영국 의회아카이브를 조사하였고 추가적으로 호주와 캐나다의 의회도서관 웹 사이트도 살펴보았다. 웹 사이트 분석을 통해 학술 정보 이용자 서비스의 현황을 살펴보고 이를 통하여 국회기록보존소 웹 사이트의 학술 정보 이용자 서비스 고려 사항을 확인하였다. 다음으로는 국회의 각 소속기관에서 실시하는 국회 정보서비스 중 가장 많은 정보사이트를 제공하고 있는 국회사무처의 정보서비스 현황과 국회기록보존소의 기록정보서비스 현황을 함께 살펴보았다. 이후 국회기록보존소 서비스 담당 실무자 2명과 인터뷰를 통하여 국회기록보존소의 서비스 업무 현황과 향후 기록정보서비스의 방향성을 확인하였다. 기존의 학술 목적의 기록 이용 연구가 문헌정보학 또는 기록학 전공자의 인식에 집중되어 있다는 문제점을 극복하기 위해 본 연구에서는 전공자를 제외한 학술 정보 이용자로 인터뷰 대상을 제한하였다. 이후 국회기록을 활용하여 진행한 연구를 KCI에 등재한 경험이 있는 8명의 학술 정보 이용자 인터뷰를 대상자로 선정하였다. 인터뷰를 통하여 학술 정보 이용자의 정보원 선정과 정보이용 방법, 국회기록과 국회기록보존소의 가치 인식, 국회기록의 이용 경험 및 국회기록정보서비스에 대한 요구사항 등을 파악할 수 있었다. 문헌연구, 사례조사 및 인터뷰 분석 결과를 바탕으로 국회기록보존소 학술 정보 이용자 서비스 활성화 방안을 다음과 같이 제안하였다. 첫째, 국회기록보존소 인식개선에 있어서 온라인 원문 구축 확대와 국회기록보존소 홍보가 이루어져야 한다. 이용자 인터뷰를 통해 학술 정보 이용자들은 웹 사이트 원문 구축이 온라인 이용에 있어 기본적인 서비스라고 생각하고 있음을 확인할 수 있었다. 원문 제공에서 문제가 생기면 추가적인 다른 서비스를 기대하지 않게 되고 더 이상의 관심도 가지지 않게 되는 것으로 나타났다. 이에 국회기록보존소의 원문 구축이 확장되어야 함을 알 수 있다. 또한 국회기록보존소의 존재감을 드러내기 위하여 학술 정보 이용자 내부 커뮤니티에 접근하는 것이 필요하다. 국회기록을 자주 이용하는 학술 단체에게 조언을 구하여 협력하거나 국회기록으로 연구를 수행하는 대학교를 지원하는 것도 고려해볼 수 있다. 둘째, 온라인 서비스를 강화해야 한다. 국회사무처는 국회기록보존소보다 먼저 국회기록을 제공하는 서비스를 시작하였기 때문에 축적된 데이터가 많음을 알 수 있고 이러한 데이터를 활용하여 양질의 국회기록정보서비스를 제공할 수 있다. 이에 국회기록보존소와 국회사무처는 기관 간 정보 공유를 위하여 MOU 체결이나 협의체를 구성해야 한다. 또한 주제별로 기록을 제공하는 것이 필요하다. 따라서 기록정보콘텐츠를 이용하여 이용자들의 주제별 접근이 가능하게 하는 것을 제안한다. 더불어 학술 정보 이용자들의 원활한 국회기록 수집과 이용을 위하여 텍스트 분석이 용이한 파일로 기록을 제공하고 대용량 기록을 다운로드할 수 있는 기능이 추가되어야 한다. 셋째, 학술 정보 이용자 맞춤형 서비스를 실시해야 한다. 이용한 기록을 바탕으로 맞춤 추천 서비스나 개인 목록함 등을 제공하며 연구가이드를 제공하여야 한다. 또한 국회기록의 인용과 저작권에 대한 안내도 함께 병행되어야 한다. 본 연구는 공공기록물 중 가장 가치 있다고 평가되는 국회기록을 학술 정보 이용자가 이용했을 때 불러올 수 있는 부가가치에 대하여 주목하였다. 학술 정보 이용자 서비스는 학술 정보 이용자 개인에게도 유용할 수 있지만 기록물관리기관에 기존 이용자와 잠재적 이용자의 이용률을 증가시킬 수 있어 기록물관리기관 스스로의 존재 의의를 가질 수 있게 할 수 있다. 본 연구는 국회기록보존소의 현실적인 상황과 학술 정보 이용자의 요구를 모두 반영함으로써 국회기록보존소의 학술 정보 이용자 서비스 활성화 방안을 제안했다는데 의미를 가진다. 향후 국회기록보존소의 학술 정보 이용자 서비스를 수립하는데 참고자료로 활용될 수 있기를 기대한다.;The National Assembly stores its records as references for its work and evidential data. Moreover, these records represent the opinions of the public, have historical and academic values, and are used for research. When they are utilized for academic purposes, high-quality knowledge is created. The transfer of such knowledge to society creates indirect users who can benefit from it, and repeated transfers of such knowledge improve the intellectual capabilities of society. Nonetheless, using these records for academic purposes other than as public records presents a challenge because most records created by the National Assembly are either partially disclosed or completely unpublished. Accordingly, the purpose of this study is to derive methods for vitalizing the academic user services of the National Assembly Archives that administer the records information services of the National Assembly. For this purpose, this study identified the definitions and types of National Assembly records, and the roles and characteristics of the National Assembly Archives through literature studies. In addition, this study enumerated the concepts and functions of records information services and the definitions and types of academic users and academic user services of public archives. In this study, the scope of the National Assembly records is limited to the records of legislative activities relating to the core functions of the National Assembly. In addition, this study delved into the National Assembly Archives as an authority that manages permanent records and established the rationale and necessity that the National Assembly Archives should provide academic user services. As preceding research, this study researched the Center for Legislative Archives of the United States, an exemplary case of national assembly records information services, and the Parliamentary Archives of the United Kingdom, which has the longest history of the national assembly and the Library of Parliament in Australia and Canada. In addition, this study reviewed the National Assembly Archives’ status on academic user services through its website and identified the matters that must be considered for its academic user services. Following the initial research, this study reviewed the status of the information services of the National Assembly Secretariat, which provides the largest number of information sites among the subsidiary information-service agencies of the National Assembly. In particular, the status of the National Assembly Archives’ records information services was studied. Then, through interviews with working-level officers handling National Assembly Archives services, this study identified its status of service work and the future orientation of its records information services. According to preceding research that interviewed academic users, generalizing the viewpoints of scholars majoring in library and information science and the archival study presents a challenge. With the exception of majoring scholars, this study selected and interviewed eight academic users who have experienced registering studies concerning National Assembly records on the Korea Citation Index (KCI). Based on the interview results, this study identified the academic users’ methods for selecting and utilizing information sources, recognition of the value of the National Assembly and its records, experience of using National Assembly records, and demands for National Assembly records information services. Based on the preceding research, case studies, and interview results, this study proposes the following methods for vitalizing the academic user services of the National Assembly Archives. First, improving the recognition of the National Assembly Archives requires the expansion of the database of original online texts and the conduct of public relations activities. Moreover, academic users believe that the provision of original texts via a website is an essential service for online users. Therefore, if any problem is found in the original-text service, they will not expect any other additional service, lowering their interest in the service. Therefore, the National Assembly Archives should expand the database of original texts. In addition, it is necessary to access the internal communities of academic users to promote the recognition of the National Assembly Archives. The National Assembly Archives must also seek advice and collaborative efforts from academic societies that use National Assembly records frequently. Moreover, institutions should assist universities that conduct research based on National Assembly records. Second, it is necessary to reinforce online services. Because the National Assembly Secretariat started the service of providing National Assembly records earlier than the National Assembly Archives, the former presumably has more accumulated data and can provide high-quality National Assembly records information services utilizing such data. Therefore, the National Assembly Archives should enter into a memorandum of understanding (MOU) or form a conference body with the National Assembly Secretariat to share information. In addition, it is vital to provide records by themes. Accordingly, this study proposes that the National Assembly Archives enable users to access records by themes, utilizing records information content. Furthermore, the National Assembly Archives should provide background information on files that can facilitate the easy analysis of texts and collection and use of National Assembly records. The institution should also add a function that enables downloading of large-volume records. Third and last, it is essential to provide customized services for academic users. Based on personal histories of use, the National Assembly Archives should provide customized and recommended services or personal list boxes, as well as research guides. In addition, the National Assembly should provide guidance on the citation and copyrights of National Assembly records. This study focuses on the added values that can be created when academic users utilize National Assembly records, the most valuable among public records. Academic user services add value to the authorities that manage public records, as these services facilitate an increased utilization rate among existing and potential users. This study is meaningful because it lays the groundwork for vitalizing the academic user services of the National Assembly Archives by presenting both its current status and the demands of its academic users. Moreover, this study shall be used as reference material for the National Assembly Archives to establish its academic user services.
