Analysis of Major Factors Affecting the Success or Failure of International Development Cooperation Projects

Abstract

This study examines factors affecting the success and failure of international development cooperation projects and their underlying causes. The purpose of this study is to improve the effectiveness of international development cooperation projects by uncovering hidden knowledge in unstructured qualitative data, specifically the Implementation Completion and Result Reports issued by the World Bank between January 2011 and June 2020. Despite the importance of international development cooperation projects in the socio-economic development of developing countries, studies have shown that more than half have been judged to have failed. In addition, due to the highly uncertain and complex nature of international development cooperation projects carried out in the varied environments of developing countries, the importance of creating and managing knowledge from previous experiences and applying it to new international development cooperation projects is highlighted in the literature. Therefore, donors have emphasized the role of knowledge accumulation, management, and learning in international development cooperation projects and have begun to emphasize the feedback mechanism within their organizations. Existing studies on the success and failure factors of international development cooperation projects have important limitations. Compared to the scale of international development cooperation projects implemented by donor organizations in developing countries around the world, research on the factors affecting the success and failure of projects is limited to a small number of cases. Even though records on the success and failure of individual international development cooperation projects are maintained by donor organizations, they exist only in the form of “data” and are not systematically converted into a form of “knowledge” that can be learned and incorporated into current and future international development cooperation projects. Therefore, this study applies the combination process of Nonaka and Tekuchi’s Knowledge Creation theory (1995) and examines the factors affecting the success and failure of international development cooperation projects and their underlying causes from previously accumulated data –the World Bank's Implementation and Completion Result Report. Text mining technique was adopted as a methodology, which has shown to be very useful in the analysis of unstructured text. By applying keyword analysis and topic modeling, factors affecting the outcome of the World Bank’s international development cooperation projects were extracted inductively. In addition, a representative report was selected for each extracted topic and the causes of these factors were examined qualitatively to explore the underlying causes. The results show that there are considerable similarities in the factors and underlying causes that affect the success and failure of international development cooperation projects. The findings have shown that the common factors affecting the success and failure of a project are: 1) simple and realistic design, 2) systematic monitoring and evaluation (M&E) approach, 3) policy support from the recipient country, and 4) the capability and cooperation of stakeholders. How these four factors are implemented in an international development cooperation project determines the success or failure of the project. The underlying causes of these factors include: 1) level of commitment and preparation of the recipient country government, 2) flexible project design and adaptive management strategy based on a qualified feasibility study, and 3) competency and cooperation among stakeholders based on shared understanding of the project. Moreover, success of an international development cooperation project depends on sufficient and timely communication throughout the project period, and capacity-building training for recipient countries at the early stage of the project. For the success of future international development cooperation projects, flexible and adaptative management that responds to the varied environments should be implemented throughout the project cycle, with formative assessments of both the preparation level and capability of the recipient. Capacity-building programs should be provided at the early stage of the project to develop the capabilities required by recipient countries. There is need for a regional data collection and management system for international development cooperation projects based on the collaboration among donor organizations. This study shows that by using text mining, which is a relatively new research method in the field of international development, it is possible to generate knowledge and evidence that can enhance the effectiveness of international development cooperation projects. This is meaningful in contributing to the methodological expansion of the field of international development studies. This study examined the very basic as well as critical factors that should be applied when carrying out international development cooperation projects. The dissertation’s findings could help improve the design and implementation of international development cooperation projects. The study, however, has limitations of generalization to other sectors and recipient countries that have not been included in the analysis. Thus, a more detailed analysis of the factors affecting the success and failure of international development cooperation projects, classified by project sector or theme, period, recipient country, is needed in future studies. ;본 연구는 2010년 1월부터 2020년 06월까지 세계은행에서 시행한 2,536개의 국제개발협력사업을 대상으로 국제개발협력사업의 성공과 실패에 영향을 미친 요인을 탐색하고 해당 요인들의 잠재적 원인을 살펴보고자 하였다. 국제개발협력사업은 개발도상국의 발전에 사회경제적 발전에 중요한 역할을 수행하고 있음에도 불구하고 많은 수의 국제개발협력사업의 결과가 실패로 귀결되고 있는 것으로 보고되고 있다. 개발도상국이라는 다변적 환경에서 실시되어 불확실성과 복잡성이 높은 국제개발협력사업의 특성을 고려하더라도 선행연구에 따르면 절반 이상의 국제개발협력사업이 실패하고 있는 것으로 알려져 있다. 이와 같은 사업환경의 불확실성과 높은 실패율로 인하여 국제개발분야의 기존의 경험을 바탕으로 새로운 국제개발협력사업에 실행 시 적용할 수 있는 지식창출 및 관리의 중요성이 더욱 강조되고 있다. 이에 국제기구를 비롯한 여러 공여기관은 조직 내 지식의 축적, 관리 및 학습의 역할을 강조하고 있다. 그럼에도 불구하고 국제개발협력사업의 성공과 실패 요인에 대한 선행 연구는 매우 제한적이다. 수많은 공여기관이 전 세계 개발도상국에 실행하고 있는 국제개발협력사업의 규모에 비하여 사업의 성공과 실패에 영향을 미친 요인과 그 원인에 대한 연구는 소수 사례에 국한되어 이에 대한 종합적인 검토와 연구가 이루어지지 않고 있다. 또한 개별 국제개발협력사업의 성공과 실패에 관한 기록은 각 공여기관별로 축적되어 있음에도 불구하고 ‘데이터’의 형태로만 존재하여 실질적으로 이를 체계화하여 학습할 수 있는 지식의 형태로 변환되지 않고 있다. 따라서 본 연구에서는 Nonaka와 Takeuchi(1995)의 지식창출이론 내 결합화(Combination) 과정을 실행하여 기존에 축적된 명시적 자료, 즉 2010년부터 10년간 발간된 세계은행의 사업 실행 완료 및 결과 보고서 (Implementation Completion and Result Report)로부터 사업의 성공과 실패에 영향을 미친 요인과 그 원인을 파악해보고자 하였다. 이를 위하여 비정형 텍스트 분석에 유용성을 발휘해 온 텍스트 마이닝(Text Mining) 기법을 적용하였다. 특히, 주제어 분석과 토픽모델링 기법을 적용하여 세계은행의 국제개발협력사업의 영향을 미친 요인들을 귀납적 방법으로 추출하였다. 또한, 분석된 요인들의 잠재적 원인을 탐색하기 위하여 추출된 토픽별로 대표 보고서를 선정하여 해당 요인이 발생하게 된 원인을 질적으로 검토하였다. 연구결과에 따르면 사업의 성공과 실패에 영향을 미친 요인과 잠재적 원인은 상호 유사성을 가지고 있다. 사업의 성공과 실패에 영향을 미치는 공통된 요인은 1) 단순하고 현실적인 사업 설계, 2) 체계적인 모니터링 및 평가체계, 3) 수원국의 정책적, 제도적 지원, 4) 이해관계자들의 역량과 협업 여부로 나타났는데 이 네가지 요인이 국제개발협력사업 내 어떻게 구현되는지에 따라 사업의 성공과 실패에 결정되었다. 또한, 이와 같은 요인들의 잠재적 원인으로는 1) 수원국 정보의 준비와 적극적 참여 수준, 2) 면밀한 타당성 조사를 바탕으로 한 유연한 사업 설계와 관리방식, 3) 이해관계자들의 사업 수행 역량과 사업에 대한 이해 수준으로 나타났다. 더불어 국제개발협력사업의 성공을 위해서는 사업 전반에 걸쳐 충분한 커뮤니케이션이 적시에 이루어졌으며 사업 초기 단계의 수원국을 대상으로 한 역량증진 교육의 중요성이 드러났다. 따라서 향후 성공적인 국제개발협력사업을 위해서 사업의 설계 및 관리방식에 있어 변화에 대해 유연하고 빠른 적응방식이 실행될 수 있도록 프로젝트 관리 방법이 개선되어야 하며 사업 수행 전 수원국의 사업에 대한 준비 수준과 역량에 대한 사전 평가 필요성이 제기되었다. 또한, 필요 시 수원국이 갖추어야 하는 역량 개발을 위해 역량 증진 교육이 조기에 제공하고 나아가 공여기관 간 협업을 통해 국제개발협력사업 수행에 필요한 정보 및 데이터 수집 관리 체계의 필요성을 제기하였다. 본 연구는 국제개발분야에 새로운 연구방법인 텍스트 마이닝을 활용함으로써 국제개발협력사업에 효과성을 증진시킬 수 있는 새로운 지식과 증거 산출이 가능함을 보여주었고 국제개발학 분야의 방법론적 확장에 기여하였다. 또한, 국제개발협력 사업 수행 시 사업 분야 혹은 내용에 국한되지 않고 공통적으로 적용되어야 하는 가장 보편적이고 중요한 요인을 도출함으로써 정책적으로는 정책적으로 국제개발협력정책 결정 및 실행에 있어 유용한 증거를 제공하여 효과적 정책 결정 및 방향성 제시에 기여하였으며 실무적으로는 국제개발협력사업의 설계 및 수행 시 개선 되어야하는 점을 구체적으로 제시하였다. 그러나 본 연구에 국제개발협력사업의 분야 혹은 수원국 별로 가지고 있는 특수성은 반영되지 않은 한계점을 가지고 있으므로 향후 사업의 분야별, 특정 시기별, 수원국별 분류를 통해 국제개발협력사업의 성공과 실패에 영향을 미치는 요인에 대해 보다 구체적인 분석과 연구가 요구된다.
