Abstract
Due to the continued influx of North Korean defectors into South Korea, not only the children they gave birth to in North Korea but also those whom they gave birth to during their stay in a third country are entering South Korea. In addition, since North Korean defectors who settled down in South Korea are living in South Korea as giving birth to children, their children are becoming more diversified to the extent that they are divided into those who come from North Korea, those who come from a third country and those who come from South Korea. According to the statistics by the Ministry of Education, as of 2014, the number of North Korean defectors’school-age children who were born in a third country exceeded the number of those who were born in North Korea, and is now well over twice as high. This way, the groups of North Korean defectors’children are diversifying, and the number of them is gradually increasing as well. In addition, not only North Korean defectors’children who were born in North Korea but also those who were born in a third country or South Korea show various emotional and behavioral problems due to their parents’lack of understanding of South Korean educational system, their parents’absence of parenting skills, poor surroundings, and difference in language and culture. Accordingly, the necessity of psychological and emotional supports for them has been constantly mentioned in precedent research. However, different government departments have different official names for these groups, and there is no name for them to be collectively called. Thus, this study uses the term“Youth with a background of defection from North Korea”to call them collectively. In addition, despite the fact that various studies on how to actually help the growing number of youths with a background of defection from North Korea have to be conducted in order to come up with concrete measures to help them settle down in a healthy South Korean society, researches on specific psychological and emotional intervention methods and counseling strategies that suit the characteristics of youths with a background of defection from North Korea, who are born in North Korea, a third country or South Korea is far from sufficient. Based on this point, this study sought to explore the experiences of psychological counselors meeting with youths with a background of defection from North Korea to obtain implications on effective counseling interventions and counseling strategies for youths with a background of defection from North Korea. In order to discuss counseling interventions and strategies for youths with a background of defection from North Korea, in-depth understanding of counseling experiences of the psychological counselors who have been counseling them for long should be preceded. That is because effective counseling strategies and intervention methods are closely connected to the counselors’competence, which is the tool of counseling, after all. Accordingly, this study intended to explore the vivid experiences and meanings of psychological counselors who have long counseled youths with a background of defection from North Korea based on their own competences and characteristics. It sought to analyze the implications of their experiences for counseling youths with a background of defection from North Korea as well. According to these purposes, two study-related puzzles were organized as follow. First, how is the psychology counselor’s counseling for youths with a background of defection from North Korea? Second, what are the implications of their counseling experience in counseling youths with a background of defection from North Korea? To figure them out, this study sought to understand the counseling experiences of psychology counselors helping youths with a background of defection from North Korea by utilizing the narrative inquiry used as an effective way to understand human beings’special experiences and to study experiential knowledge. According to the standard to select the participants, three psychological counselors working in the institutions affiliated to Ministry of Unification, Ministry of Gender Equality and Family and Ministry of Education were selected, and their interviews were conducted for six months from June 2020 to November 2020 along with the analysis and interpretation of the interviews. The results of this study are as follows. First, the participants’experience in the past influenced on their experience at present when they are counseling youths with a background of defection from North Korea based on their competences and expertise. In addition, it was found that their experience in the past guided them work for their current place of work, which is like“planned happenstance”mentioned in the happenstance learning theory. This“planned happenstance”played a decisive role in getting the participants to work at the institutions they are working at now, and was the driving force that helped them to handle their job as a psychological counselor better. In addition, the participants were able to further strengthen the therapeutic relationship through proper self-disclosure with regard to the past experience, and to have a genuine empathy for their clients. The discovery of the participants’experience in counseling youths with a background of defection from North Korea helped understanding how they counselled youths with a background of defection from North Korea effectively as well. The participants counselled their clients considering the couselees’own idiosyncratic characteristics based on the problems they complained rather than focusing only on emic parts of the clients. In addition, they tried to help the clients not lost their social and cultural sensitivities (emic) while utilizing universal intervention (etic). These three factors were interacting in a complex and dynamic way during the counseling process for youths with a background of defection from North Korea. The intervention methods by these participants were combined with the etic approach, which is an ordinary approach, the emic approach, which is a culture-specific approach, and the idiosyncratic approach, which is an approach considering the client’s personal characteristics, and these intervention methods were related to integrated conceptualization that mattered in multi-cultural counseling. The results of analyzing the counseling intervention methods for youths with a background of defection from North Korea by using the analytic framework are as follows. First, in the etic approach, which is a universal approach, the strategies which were also effective when applied to youths with a background of defection from North Korea were “therapeutic relationship and the person-centered approach”and“intervention strategy with regard to PTSD(Post-Traumatic Stress Disorder)”. Next, the strategies where the universal etic approach and the emic approach based on the distinctiveness of being the youth with a background of defection from North Korea were “strategy utilizing psychological tests”and“multi-dimensional family system intervention strategy”and these strategies were characterized by their common application regardless of the native country of youths with a background of defection from North Korea. Lastly, it was shown that the strategy considering the individual uniqueness on the basis of the native country of youths with a background of defection from North Korea utilized the emic approach that took into account the uniqueness and the idiosyncratic approach in an integrated manner. In addition, the emic approach and the idiosyncratic approach were divided according to the birthplace of youths with a background of defection from North Korea. The intervention strategy for youths with a background of defection from North Korea born in North Korea was divided into“the case when they experienced in being separated from their parents in North Korea”, “the case when they were neglected without family or friends in South and North Korea”, “the case when they had no serious injury”, and the intervention strategy for youths with a background of defection from North Korea born in a third country was divided into “the case when they had injury while being separated from their main attachment figure”, “the case when the separation from their main attachment figure continued in a third country and South Korea” and “the case when they were well taken care of and educated in a third country.” Lastly, the intervention strategy for youths with a background of defection from North Korea born in South Korea was divided into “the case when they were neglected though they were not separated from their mother”, “the case when they had a conflict with their mother due to cultural differences between them” and “the case when there was a problem due to pressure caused by their mother’s excessive education fever”. It was confirmed that the participants effectively intervened by differentiating the intervention strategies according to their characteristics. In addition, the participants were making efforts to meet the clients’different needs by utilizing a variety of resources owned by the institutions based on their own competences. When they met the youths with a background of defection from North Korea at the institution where they were working, they played various roles such as advisor, consultant, advocator, facilitator and broker, not just as a counselor or psychotherapist. Since it was more important than anything else to give necessary help to the client in line with his or her stage to settle down in Korean society, the participants were taking on various roles of counselor, crossing the traditional framework of existing psychological counseling depending on the needs of clients. Besides, they were making efforts to improve the environment around the clients rather than just helping the clients in the counseling room. This way, the participants’efforts to help their clients even outside the counseling room without limiting the scope of their intervention to the counseling room and to actively work as a medium of change to improve the environment that hindered potential development of their clients resembled the image of counselor sought in social justice counseling. Furthermore, as exploring the meaning of the participants’experiences in counseling youths with a background of defection from North Korea, it was also found that they were all continuing to develop their competence as multi-cultural counselors. The participants recognized the risk of applying their assumptions and values based on their experience in the past to their clients, continuing to receiving education to enhance understanding of their clients’cultural backgrounds, and analyze and inspect their counseling process with supervision. In addition, they tried to hear from their clients what they needed, constantly thinking about appropriate intervention methods for their clients. When they felt that the institutions they belonged to and the system could not provide what their clients really needed, they ventured to change the system as well. This way, the meaning of the participants’overall experience in counseling youths with a background of defection from North Korea looked into by the narrative inquiry could be seen as the process developing awareness, knowledge and skills important to multi-cultural counseling competences. In addition, the participants’lives as a counselor for youths with a background of defection from North Korea was a cycle of endless experiences living in the present on the basis of the past and planning for the future, which showed that they continued to grow up. This study is meaningful in the sense that it provided an opportunity to examine how the psychological counselors for youths with a background of defection from North Korea in government-affiliated institutes meet with their clients at the counseling site and how they demonstrate their various competences that they had gained from their past experiences during the counseling. In addition, it has a significance in that it attempted to make a detailed analysis of the intervention methods effective for the three groups-youths with a background of defection from North Korea born in North Korea, South Korea and a third country-based on psychological counselors’experience in counseling them. The results of this study on psychological counselors’experience in counseling youths with a background of defection from North Korea is believed to have provided implications for what direction the multi-cultural counseling of South Korea, which is in the transition stage beyond entering a multi-cultural society, should take, as well as counseling for youths with a background of defection from North Korea, which is becoming more complex and diverse. ;북한이탈주민의 지속적인 남한사회로의 유입 증가로 이들이 북한에서 낳은 자녀들뿐만 아니라 탈북 이후 제3국 체류 과정에서 출산한 자녀들도 남한으로 입국하고 있다. 또한 남한에 정착한 북한이탈주민들은 이곳에 정착하여 살면서 자녀를 출산하고 양육하고 있다. 이들을 큰 틀에서 파악하기 위해 구분해 보자면 그들이 북한에서 낳은 자녀들, 제3국 체류 과정에서 낳은 자녀들, 또한 남한에 정착한 후 낳은 자녀들로 구분할 수 있다. 이처럼 북한이탈주민의 자녀들은 북한출생, 제3국 출생, 남한출생으로 나누어질 만큼 점차 다양화 되고 있다. 교육부의 통계에 따르면 2014년을 기점으로 학교에 재학 중인 제3국 출생 북한이탈주민 자녀들의 수는 북한출생 탈북학생의 수를 추월하였고, 현재는 2배를 훨씬 넘어서고 있다. 그리고 북한출생 탈북학생뿐만 아니라 제3국 출생과 남한출생 북한이탈주민 자녀들 역시 부모인 북한이탈주민의 남한의 교육제도에 대한 이해 부족과 양육 기술의 부재, 그리고 열악한 성장 환경과 더불어 언어와 문화적 차이로 인한 어려움 등 여러 이유들로 인해 학교부적응과 함께 다양한 정서·행동 상의 문제들도 역시 보이고 있다. 그렇기 때문에 이들에 대한 심리·정서적 차원의 지원의 필요성이 지속적으로 선행연구들을 통해 지적되어 왔다. 하지만, 현재 이들 각각의 집단을 지칭하는 공식적인 명칭도 정부 부처별로 다르고, 이들을 통칭할 수 있는 명칭조차 없는 상황이다. 그렇기 때문에 본 연구에서는 이들을 통칭하는 명칭으로 탈북배경청소년(Youth with a background of defection from North Korea)이라는 용어를 사용하고자 하였다. 또한 점점 더 그 수가 증가하고 있는 탈북배경청소년들이 보이는 심리·정서적 문제를 해결하기 위한 구체적인 방안들을 마련하기 위해서는, 그와 관련된 다양한 연구들이 선행되어야 한다. 그러나 북한출생, 제3국 출생, 남한출생 탈북배경청소년들의 특성에 맞는 구체적인 심리·정서적 개입방법과 상담전략에 대한 연구들은 턱없이 부족한 실정이라고 할 수 있다. 이러한 점에 착안하여 본 연구는 탈북배경청소년들을 위한 효과적인 상담에 대한 시사점을 얻기 위해 현장에서 탈북배경청소년들을 돕고 있는 심리상담 전문가들의 상담 경험과 그 의미에 대해 탐구하고자 하였다. 탈북배경청소년들을 위한 상담적 개입방안과 전략에 대해 논의하기 위해서는 이들을 오랜 기간 상담해온 심리상담 전문가들의 상담 경험에 대한 깊이 있는 이해가 선행되어야 한다. 탈북배경청소년들을 위한 효과적인 상담전략과 개입방법은 결국 상담의 도구인 상담자의 역량과 밀접한 관련이 있기 때문이다. 그렇기 때문에 본 연구에서는 탈북배경청소년들을 오랜 기간 상담해온 심리상담 전문가들이 각자의 역량과 특성에 따라 어떻게 탈북배경청소년들을 상담하고 있는지에 대한 생생한 경험과 그 의미를 탐구하고자 하였다. 또한 이들의 경험이 탈북배경청소년들을 위한 상담에 주는 시사점은 무엇인지에 대해 분석해 보고자 하였다. 이러한 연구 목적에 따라 본 연구에서는 다음과 같은 두 가지 연구 퍼즐을 구성하였다. 첫째, 심리상담 전문가의 탈북배경청소년 상담 경험은 어떠한가? 둘째, 이들의 상담 경험이 탈북배경청소년들을 위한 상담에 주는 시사점은 무엇인가? 이를 위해 본 연구에서는 인간의 특수한 경험을 이해하고 경험적 지식을 연구하는 데 효과적인 방법으로 사용되고 있는 내러티브 탐구 방법을 활용하여 탈북배경청소년들을 현장에서 돕고 있는 심리상담 전문가들의 상담 경험을 탐구하고자 하였다. 연구 참여자 선정은 이전 선행연구를 통해 탈북배경청소년들과 관련된 정부 부처의 산하 기관들에서 추천 받았던 탈북배경청소년 전문가들 중 심리상담 경험이 풍부하고 통일부, 여성가족부, 교육부 산하 기관에서 일하고 있으며, 본 연구에 참여할 의사가 있는 심리상담 전문가를 각 1명씩 선정하였다. 총 3명이 최종적으로 연구에 참여하게 되었고, 인터뷰 대화는 2020년 6월부터 11월까지 6개월에 걸쳐 진행되었으며 분석과 해석 과정 역시 지속적으로 이루어졌다. 이렇게 이루어진 본 연구의 결과는 다음과 같다. 먼저 연구 참여자들의 과거의 경험들은 연구 참여자들이 각자의 역량과 전문성을 바탕으로 탈북배경청소년들을 상담하고 있는 현재의 경험에 영향을 미치고 있다는 것을 알 수 있었다. 그리고 연구 참여자들의 과거의 경험들은 우연학습이론(happenstance learning theory)에서 말하는‘계획된 우연(planned happenstance)’처럼 연구 참여자들을 현재 일하고 있는 기관으로 이끌었다는 사실도 발견할 수 있었다. 그리고 이러한 ‘계획된 우연’은 이들이 탈북배경청소년 상담자로서의 역할을 더 잘 감당할 수 있게 하는 원동력이 되고 있었다. 또한 연구 참여자들은 과거의 경험에 대한 적절한 자기개방을 통해 치료적 관계를 더욱 공고히 다져갈 수 있었고, 내담자들에 대한 진정한 공감적 이해를 해나갈 수 있었다. 그리고 연구 참여자들의 탈북배경청소년들을 위한 상담경험을 탐구해 가는 과정을 통해 이들이 어떻게 그들을 효과적으로 상담할 수 있었는지에 대해서도 확인할 수 있었다. 연구 참여자들은 탈북배경청소년들의 문화특수적인 부분(Emic)에만 초점을 맞춰서 내담자를 구분하여 개입하기보다는 내담자의 주호소 문제 별로 내담자가 가진 고유한 개인적인 특성(Idiosyncratic)을 고려하여 상담을 하고 있었다. 또한 보편적인(Etic) 개입방법들을 활용하면서도 내담자가 가진 특수한 사회·문화적 요소에 대한 민감성(Emic)을 잃지 않기 위해 노력하였다. 그리고 이 세 가지의 요소는 탈북배경청소년들을 위한 상담과정에서 복잡하고 역동적인 방식으로 상호작용 하고 있었다. 이러한 연구 참여자들의 개입방법은 보편적인 접근인 에틱접근(Etic Approach)과 문화특수적인 접근인 에믹접근(Emic Approach), 그리고 내담자가 가진 고유한 개인적인 특성을 고려한 접근(Idiosyncratic)이 함께 어우러져 있었고, 이러한 개입방법들은 다문화 상담에서 중요시하는 통합적 개념화와 관련되어 있었다. 연구 참여자들의 탈북배경청소년들을 위한 상담적 개입방법을 통합적 개념화의 분석틀을 사용하여 분석해본 결과는 다음과 같다. 먼저, 보편적 접근인 에틱접근(Etic Approach) 중 탈북배경청소년들에게 적용해보았을 때에도 효과적이었던 개입 전략은 ‘치료적 관계와 인간중심 접근’ 그리고 ‘외상 후 스트레스 장애(Post-Traumatic Stress Disorder: PTSD)에 대한 개입전략’이었다. 다음으로, 보편적인 에틱접근(Etic Approach)과 탈북배경청소년이라는 특수성에 기초한 에믹접근(Emic Approach)이 통합적으로 활용되었던 개입 전략은 ‘심리검사를 활용한 전략’과 ‘다차원적인 가족 체계적 개입 전략’이었고, 이러한 전략은 탈북배경청소년들의 출생국가와 무관하게 공통적으로 적용할 수 있었다는 특징이 있었다. 마지막으로 탈북배경청소년들의 출생국가별로 개인의 고유성을 고려한 전략은 문화적 특수성을 고려한 에믹접근(Emic Approach)과 개인적인 고유성(Idiosyncratic)에 대한 접근이 통합적으로 활용되었음을 알 수 있었다. 그리고 이러한 에믹접근(Emic Approach)과 개인적인 고유성(Idiosyncratic)에 대한 접근은 탈북배경청소년들의 출생지별로 나누어졌다. 북한출생 탈북배경청소년들을 위한 개입전략은 ‘북한에서부터 부모님과의 분리를 경험한 경우’, ‘북한과 남한에서 실질적 무연고 상태로 방임된 경우’, ‘큰 외상 경험이 없는 경우’로 나누어졌고, 제3국 출생 탈북배경청소년들을 위한 개입전략은 ‘주 애착대상과의 분리기간 동안 외상 경험에 노출된 경우’, ‘주 애착대상과의 분리가 제3국과 남한에서 계속 되는 경우’, ‘제3국에서 비교적 돌봄과 교육을 잘 받아온 경우’로 나누어졌다. 마지막으로 남한출생 탈북배경청소년들을 위한 개입전략은 ‘어머니와 분리된 적은 없지만 방치된 경우’, ‘어머니와 자녀 사이의 문화차이로 인한 갈등이 있는 경우’, ‘어머니의 과한 교육적 열의로 인한 부담감으로 인해 문제가 발생한 경우’로 나누어졌다. 그리고 각각의 특징에 따라 연구 참여자들은 개입전략들을 차별화 하여 효과적으로 개입하였음을 확인할 수 있었다. 또한 연구 참여자들은 각자가 가진 역량을 바탕으로 자신들이 소속된 기관이 보유한 다양한 자원들을 활용하여 내담자의 여러 필요들을 채워주기 위해 노력하고 있었다. 그리고 이들은 각자가 속한 기관에서 탈북배경청소년들을 만날 때 공통적으로 일반적인 상담자(Counselor)나 심리치료사(Psychotherapist)의 역할을 넘어선 조언자(Advisor), 자문가(Consultant), 옹호자(Advocator), 촉진자(Facilitator), 중개자(Broker) 등의 다양한 역할을 수행하고 있었다. 내담자에게 필요한 것이 무엇인지를 고민하며 그들의 한국 사회 정착 단계에 맞춰서 필요한 도움을 주는 것이 무엇보다도 중요했기 때문에, 연구 참여자들은 모두 내담자의 필요에 따라 심리상담의 전통적인 틀을 넘나들면서 다양한 역할들을 감당하고 있었다. 그리고 이들은 모두 상담실 안에서만 내담자를 돕지 않았고 상담실 밖의, 내담자를 둘러 싼 환경을 개선하기 위한 노력도 병행하고 있었다. 이처럼 개입의 범위를 상담실 내에 한정시키지 않고 상담실 밖에서도 내담자를 돕기 위해 다양한 노력들을 기울이고 있는 모습과, 내담자들의 잠재력 발달을 저해하는 환경 개선을 위한 변화를 위해 연구 참여자들이 적극적으로 노력하고 있다는 점은 사회정의 상담에서 추구하는 상담자의 모습과도 닮아있었다. 그리고 연구 참여자들의 탈북배경청소년들을 상담한 경험에 대한 의미를 탐구하는 과정을 통해 이들은 모두 다문화 상담자로서의 역량을 계속해서 발달시켜가고 있는 과정 중에 있었다는 사실도 확인할 수 있었다. 연구 참여자들은 과거의 경험들을 통해 상담자인 자신이 기존에 갖고 있던 가정과 가치들을 내담자에게 적용하는 것의 위험성에 대해 인식하게 되었다. 또한 계속해서 내담자의 문화적 특성에 대한 이해를 높이기 위한 교육도 받고, 자신의 상담과정을 점검하고 성찰하기 위해 슈퍼비전도 지속적으로 받고 있었다. 그리고 내담자들에게 적절한 개입방법이 무엇인지를 늘 고민하면서 그들에게 더 필요한 것이 무엇인지에 대해서도 끊임없이 내담자로부터 듣기 위해 노력했다. 그리고 자신이 속한 기관과 체계 안에서 내담자들이 진정으로 필요로 하는 것을 제공해 줄 수 없다고 생각이 들 때에는 과감하게 그 체계 역시 변화시키기 위해 노력했다. 이처럼 내러티브 탐구 과정을 통해 살펴본 연구 참여자들의 총체적인 탈북배경청소년들을 위한 상담경험의 의미는 다문화 상담역량에서 중요시하는 인식과 지식 그리고 기술을 발달시켜 가는 과정이었음을 알 수 있었다. 그리고 연구 참여자들의 탈북배경청소년 상담자로서의 삶은 과거를 기초로 현재를 살고 또한 미래를 계획하는 끊임없는 경험의 순환과정이었고, 이를 통해 이들의 탈북배경청소년 상담자로서의 역량은 더 성장해가고 있었고 성숙해져가고 있었다는 것을 알 수 있었다. 본 연구는 탈북배경청소년들을 위한 정부산하 기관의 탈북배경청소년 심리상담 전문가들이 상담 현장에서 어떻게 내담자들을 만나고 있고, 어떻게 그들이 과거의 경험들을 통해 얻게 된 다양한 역량들을 상담현장에서 발휘하고 있는지를 구체적으로 살펴볼 수 있는 기회를 제공하였다는 점에서 의미가 있다. 또한 탈북배경청소년들을 위한 심리상담 전문가들의 상담경험을 바탕으로 북한출생, 제3국 출생, 남한출생 탈북배경청소년들을 위한 각각의 집단별 효과적 개입방법이 무엇이었는지에 대해 구체적인 분석을 시도하였다는 점에서 의의가 있다. 이러한 심리상담 전문가들의 탈북배경청소년들의 상담 경험에 대한 연구결과는 더욱 복잡하고 다양해져가는 탈북배경청소년들을 위한 상담뿐만 아니라 다문화 사회로의 진입을 넘어 전환단계에 놓여있는 한국의 다문화 상담이 어떠한 방향성을 가지고 가야 하는가에 대해서도 시사점을 제공하였다고 생각된다.
