dc.description.abstractThe purpose of this study is to help gain an in-depth understanding of Youth NEETs by examining the social exclusion experiences that they have encountered in their own words, and to consider the social welfare implications in supporting them. The research question set to achieve this objective asks ‘what kind of social exclusions do Youth NEETs experience?’. Using a qualitative case study approach, the study performed an in-case analysis and a cross-case analysis to evaluate the Youth NEETs’ experiences. The research subjects of this study were 'non-disabled youths aged between 19 and 34 who had not attended school, had not been employed, had not enrolled in private institutes or vocational training courses to further their education or to find a job, and they had not been actively seeking employment; for the past year. A total of eight Youth NEETs were selected from a group of candidates introduced by related organizations in the Seoul area. Data was collected from three individual in-depth interviews for each participant from November 2018 to December 2019. The life experiences and social exclusions suffered by the eight Youth NEETs were analyzed individually, using in-case analysis. The first participant, Kang Na-ri (23 years old, female), became maladjusted in the course of her education from elementary school to university, which led to exclusion from education and relationships, psychological instability and exclusion from the opportunities to form social relationships; which made her homebound. The second participant, Noh Mi-jin (28 years old, female), grew up in a challenging family environment where she suffered both poverty and violence. She experienced repeated failure to obtain a job despite actively seeking employment after graduating from university. This resulted in deep frustration and the abandoning of job-seeking efforts. The third participant, Do Seung-hoon (28 years old, male), suffered domestic abuse and social rejection, including bullying at school. This led to severe depression and isolation from any social relationships. After entering the labor market, he had difficulty keeping a job and experienced exploitation, and now maintains a bare subsistence; relying on benefits. The fourth participant, La Mi-young (34 years old, female), went to Japan to study bakery after graduating from university, but was forced to return to Korea after the 2011 Tōhoku earthquake. External environmental changes threw her career path into disarray, and she is oscillating between working as a contract worker and living as a NEET, unable to settle in the labor market. The fifth participant, Min Hee-jun (29 years old, male), experienced game addiction and social rejection in adolescence. This led to a repeated pattern of maladjustment, causing him to drop out in education, in training and in entering the labor market. The sixth participant, Shin Woo-cheol (28 years old, male), experienced game addiction and bullying at school. He was unable to achieve a basic academic standard, nor was he able to develop relationships. He is continuing to experience failure in entering the labor market. The seventh participant, Lee Young-min (24 years old, male), held a variety of part-time jobs after dropping out of high school. An attempt to start a new joint-business venture ended in failure. He is currently not working and is relying on the help of others to find stable employment. The eighth participant, Jin Bo-ra (22 years old, female), has essentially withdrawn herself due to poor academic achievement and the hangover of the experience of bullying at school over her appearance. She is now unable to even try to get a job, as she believes she lacks the experience and competency of other job seekers. In cross-case analysis, the commonalities and differences in the cases are examined by exploring the meanings and contexts of social exclusion experienced by the participants. The analysis produced 5 main categories, 12 sub categories and 36 meaning units. The five main categories are as follows: the shadow of poverty and marginalization, the exclusion experience in the family and social system that affect the development of participants; being pushed out into the world unprepared, the exclusion experience in the education and training process to prepare for the school-to-society transition; being the expendables in an unstable labor market, the exclusion experience within the labor market; failing on the high threshold of employment, the young people’s experience of being rejected in the job market and falling into the NEET category; and finally, being trapped in a gray zone of isolation, the experience of living as NEETs. The cross-case analysis revealed that the context of Youth NEETs’ social exclusion experience in all cases can be characterized as ‘being trapped in a gray zone of isolation, walled in on all sides by cumulative exclusion’. The analysis shows that the research participants became NEETs as a result of the exclusions they repeatedly experienced before becoming NEETs, and those complex and cumulative exclusions continue to affect their lives while living as NEETs. The major discussions are as follows. First, Youth NEETs are not only suffering on an economic level, such as poverty due to unemployment, but also repeatedly experiencing social exclusion on various levels including family, school, the labor market and social relations in the course of their lives. Second, the research participants’ lives are overshadowed by exclusion experiences of ‘poverty and marginalization’, filled with hardship, family disorganization, violence and conflict. Third, the Youth NEETs are ‘pushed out into the world unprepared’ and consequently have difficulty in finding a footing in the transition to adulthood. Fourth, as a result of the structural problems of the unstable secondary labor market, the Youth NEETs are becoming ‘the expendables in an unstable labor market’ and are unable to successfully settle in the labor market. Fifth, the difficulties of entering the labor market, where Youth NEETs ‘fail on the high threshold of employment’, is the cause of the derailment of the process of school-to-labor market transition. Sixth, young people experiencing NEET status are trapped in ‘a gray zone of isolation, walled in on all sides’. They are experiencing psycho-emotional and physical difficulties which are manifested as a ‘collapsed daily life’, as well as the exclusion from relationships and a support system; leading to a state of self-exclusion. Seventh, the Youth NEETs are not officially recognized as a policy target of the youth policy and support system, and suffer from difficulties caused by the lack of a social support system. Based on the above conclusions, this paper suggests the following theoretical, practical and policy implications in social welfare. The theoretical implications are the need to conceptualize Korean Youth NEETs and to have a full-scale debate aimed at setting the criteria for those NEETs, as well as the need to have in-depth discussions about the complex and multi-layered social exclusion phenomenon experienced by the Youth NEETs identified in the research results. In addition, it is necessary to have in-depth discussions on, and a diversified approach to, the various paths and contexts that lead to the NEET state, and to shift our perspective from being solely focused on the economic aspect when supporting our youths to be independent. The practical implications are the need for developing personalized self-reliance support programs which combine welfare and employment support for Youth NEETs. At the same time, it is necessary to provide decent and protected transitional jobs in the communities, active preventive interventions within the school curriculum and support programs for the re-socialization of Youth NEETs. The policy implications are the need to recognize the vulnerable youths, such as Youth NEETs, as the main targets of social welfare policies and to set up relevant institutional frameworks. In addition, it is necessary to re-establish a delivery system for enabling convergent policies for Youth NEETs, to establish regional integrated employment-welfare self-reliance support systems, to strengthen the social safety net, through such things as youth allowances and employment insurance, and to have a policy for reducing instability experienced by youths in the labor market.;본 연구는 청년니트가 경험하는 사회적 배제 경험을 당사자의 목소리를 통해 확인함으로써 청년니트에 대한 심층적 이해를 돕고, 이들을 지원하기 위한 사회복지적 함의를 제시하는 것을 목적으로 한다. 이러한 연구목적 달성을 위한 연구질문은 ‘청년니트가 경험하는 사회적 배제는 어떠한가? ’이다. 이를 위하여 본 연구는 질적 사례분석방법을 활용하여 사례 내 분석과 사례 간 분석의 방법을 통해 사례를 분석하였다. 본 연구의 연구대상은 ‘지난 1년 간 학교에 재학 하지 않았으며 취업을 하지 않았고 진학이나 취업을 목적으로 학원이나 직업훈련기관 등에 통학하지 않으며, 적극적으로 구직활동을 하지 않는 19세 이상 34세 이하의 비장애 청년’으로 설정하였다. 유관기관의 추천에 의해 모집된 서울지역에 거주하는 청년니트 8명을 최종연구대상으로 선정하여, 2018년 11월부터 2019년 12월까지 개인별 3회의 개별심층 면접조사를 통해 자료를 수집하였다. 사례 내 분석에서는 총 8명의 개별 청년니트의 생애경험과 그 속에서의 사회적 배제경험을 중심으로 분석하였다. 첫번째 사례인 강나리(23세, 여)는 초등학교부터 대학에 이르는 교육과정 전과정에서 학교부적응을 경험하고, 이로인한 교육과 관계의 배제, 심리적 불안정과 사회적 관계형성 기회의 배제를 주로 경험하며 집 안에서의 생활에 매몰되어 있는 특징을 가지고 있다. 두번째 사례인 노미진(28세, 여)은 빈곤과 폭력으로 어려운 가정환경 속에서 성장하였으며 대학졸업 후 적극적 구직노력을 하였지만 반복되는 취업 실패 속에서 심한 좌절감과 구직포기에 이른 사례이다. 세번째 사례인 도승훈(28세, 남)은 학대와 집단따돌림 등 관계의 배제경험으로 인해 심한 우울증을 겪고 사회적 관계를 단절한 사례로, 생계를 위한 노동시장 참여과정에서 잦은 이탈과 부당한 대우를 경험하고 수급비에 의존한 최소한의 생활을 유지하고 있다. 네번째 사례인 라미영(34세, 여)은 대학 졸업 후 일본에서 제과제빵을 배우기 위한 유학을 떠났지만 동일본 지진으로 어쩔 수 없이 한국에 돌아오게 되면서 외부환경변화로 인한 개인의 진로의 혼돈을 경험한 사례로, 계약직 근로와 니트상태를 반복하며 노동시장 내 안착하지 못하고 있다. 다섯번째 사례인 민희준(29세, 남)은 청소년기 게임중독을 경험하였고 관계적 배제를 경험하면서 교육. 훈련. 노동시장 진입과정에서 부적응과 중도탈락을 반복하고 있다. 여섯 번째 사례인 신우철(28세, 남)은 학교생활에서 왕따, 게임중독 등을 경험하며 교육과정에서 기초학습역량과 관계를 원활하게 형성하지 못하였고, 노동시장 진입 단계에서 지속적인 실패를 경험하고 있다. 일곱 번째 사례인 이영민(24세, 남)은 고교 중퇴 이후 다양한 아르바이트를 경험하고 2년전 공동창업을 시도하였으나 실패한 후 현재 일하지 않고 있는 상태로, 안정적인 일을 모색하고자 현재는 주변의 도움을 기다리는 중이다. 여덟 번째 사례인 진보라(22세, 여)는 낮은 학업성취, 외모로 인한 따돌림 등을 경험하며 위축된 상태로, 진로준비 단계에서 자신의 경험과 역량이 부족하다는 생각에 제대로 된 구직을 시도조차 하지 못하고 있는 상태이다. 사례 간 분석에서는 참여자들의 경험과 속에 나타난 사회적 배제의 의미와 맥락을 살펴보면서 사례 간의 공통점과 차이점을 검토하고자 하였다. 분석 결과 5개의 상위범주와 12개의 하위범주, 36개의 의미단위가 도출되었다. 분석된 상위범주는 연구참여자들의 성장과정에 영향을 미친 가족과 사회적 체계에서의 배제 경험을 의미하는 ‘가난과 소외의 그림자’, 학교에서의 사회로의 이행을 준비하는 교육과 훈련 과정에서의 배제 경험을 의미하는 ‘내일을 준비하지 못한 채 세상으로 내몰림’, 노동시장 내에서의 배제 경험을 의미하는 ‘불안정한 노동시장의 소모품이 됨’, 청년들이 취업에 좌절하고 니트로 진입하게 되는 경험을 의미하는 ‘높은 취업의 문턱에 걸려 넘어짐’, 니트 상태에서의 경험과 상태를 의미하는 ‘고립무원의 회색지대에 갇힘’이다. 사례 간 분석 결과를 가로지르는 청년니트의 사회적 배제 경험의 맥락은 ‘누적된 배제로 사방이 막힌 고립무원의 회색지대에 갇힘’으로 분석되었다. 분석결과 연구참여자들은 니트 상태 이전부터 지속적으로 경험해 온 배제로 인해 니트에 이르게 되었고, 니트상태에 머무는 현재에도 그로 인한 누적된 복합적인 배제를 경험하고 있었다. 연구결과에 기반한 주요논의를 종합하면 다음과 같다. 첫째, 청년니트는 실업으로 인한 빈곤 등의 경제적 차원 뿐 아니라 생애과정 속에서 가족, 학교와 노동시장, 사회적 관계라는 다양한 차원에서 사회적 배제를 지속적이고 반복적으로 경험하고 있음을 확인하였다. 둘째, 연구참여자들은 빈곤과 가족해체, 폭력과 갈등으로 채워진 ‘가난과 소외’라는 배제 경험의 그림자와 함께 살아왔다. 셋째, 청년니트는 교육과 훈련과정에서‘내일을 준비하지 못한 채 세상으로 내몰림’을 경험함으로써 성인기로의 이행을 위한 기반 형성에서 어려움을 겪고 있었다. 넷째, 청년니트는 불안정한 2차 노동시장의 구조적 문제로 인해 ‘불안정한 노동시장의 소모품이 되는’경험을 하며 노동시장내 안정적으로 정착하지 못하고 있었다. 다섯째, 청년니트가 학교에서 노동시장으로 이행 과정에서 이탈하는 원인이 되는 ‘높은 취업의 문턱에 걸려 넘어지는’노동시장 진입 과정에서의 어려움을 확인할 수 있었다. 여섯째, 니트 상태를 경험하는 청년들은‘사방이 막힌 고립무원의 회색지대’안에 갇혀 지내고 있었다. 그 속에서 청년들은‘무너진 일상’으로 표면화되는 심리정서적·신체적인 어려움과 관계 및 지지체계에서의 배제를 경험하며, 나아가 스스로를 부정하는 자기 배제를 경험하고 있었다. 일곱째, 청년니트는 청년을 위한 정책과 지원 속에서 정책대상으로 공식적으로 인정받지 못하고 있으며, 사회적 지지체계의 결핍으로 인한 어려움을 호소하고 있었다. 이상의 논의에 기반한 본 연구의 사회복지 이론적, 실천적, 정책적 함의는 다음과 같다. 본 연구의 이론적 함의로는 한국적 청년니트의 개념화와 대상기준에 대한 본격적 논의의 필요성과 함께 연구결과에서 확인된 청년니트에게 나타난 복합적이고 다층적인 사회적 배제 현상에 대한 심층적인 논의의 필요를 제시하였다. 또한 니트 상태로 유입되는 다양한 경로와 맥락에 대한 접근의 다각화, 나아가 청년기의 자립지원에 있어서 경제적 관점에서 벗어난 관점 전환의 필요를 제시하였다. 본 연구의 실천적 함의로는 청년니트를 위한 복지-고용이 통합적으로 연계된 개별 맞춤형 자립지원 프로그램의 개발의 필요성을 제시하였다. 이와함께 양질의 지역사회 내 보호된 경과적 일자리 제공, 청소년기 교육과정 내에서의 적극적인 예방적 개입, 청년니트의 재사회화를 위한 지원프로그램 등의 필요를 제시하였다. 본 연구의 정책적 함의로는 청년니트와 같은 취약계층 청년들을 사회복지 정책의 주요대상으로 인식하고 관련된 제도적 기반을 마련할 필요성을 제시하였다. 이와함께 청년니트에 대한 융합적 정책수립을 위한 전달체계 정비, 지역밀착형 고용-복지 통합적 자립지원시스템 구축과 청년수당, 청년고용보험지원 등 사회적 안전망 강화의 필요, 노동시장 내 청년층이 경험하는 불안정성 감소를 위한 정책의 필요를 제시하였다.-
