Concentration and Dispersion of Resources – CDoR Model

Abstract

사회복지의 형태인 ‘조건부 현금 지급제(Conditional Cash Transfer, 이하 CCT)’는 취약한 생활환경에 처한 개인들이나 가족에게 경제적 지원을 하는 제도다. 이때 지원을 받은 사람들은 특정한 의무를 이행하도록 되어있다. 이 프로그램은 지난 30년동안 개발도상국인 라틴 아메리카에서 특히 빠르게 확산되었다. 이 프로그램의 목적은 빈곤을 감소시키고, 인적자원을 발전시키려는 의도와 연결되어 있다. 각각의 프로그램이 만들어진 후, 의도적이든 아니든, 주로 정책 대상이 되었다. 이 분야와 관련된 많은 연구에 따르면 대부분은 단기간에 긍정적인 효과가 나타난다고 평가한다. 그러나 CCT가 끼치는 영향에 대한 연구와 관련된 정보가 현저히 부족하다. 본 연구는 CCT 프로그램이 어느 정도의 단기간 효과와 중기간 효과에 적응되어 있는지 밝히고자 한다. 또한 장기적으로는 어떠한 효과를 이끌어 내는지 밝히고 이에 따라 어떠한 방향으로 정책이 진행되고 있는지도 함께 밝히고자 한다. 그리고 에콰도르 맥락에서 CCT 프로그램을 진행한 대표적인 사례 중 하나인 조아퀸 갈레고스 라라 보너스(Joaquin Gallegos Lara Bonus, 이하 JGLB)의 사례를 분석하였다. 본 연구는 복잡하고 다양한 요소가 주어진 상황에서 CCT 프로그램을 평가하고 재 디자인을 제안하기 위해 자원의 집중과 분산 모델(Concentration and Dispersion of Resources Model, CDoR)을 개선하였다. 이러한 분석을 통해서 해당 연구 결과는 경제적 자원, 인적자원, 기술자원 등 가능한 자원을 어떻게 배분할 것인가에 대하여 제안한다. JGBL의 사례에서 자원들은 주로 행정관리활동에 집중되었다. 이런 활동은 주로 통합 기준을 입증하거나 돌봄 제공자들이 조건들을 준수하는 지를 입증하는 일들이다. CDoR에 의거해서 JGLB를 평가하고 재 디자인 하는 것은 장애를 갖고 있는 본인이나 그의 가족들의 삶의 조건을 향상시키는 데에 도움이 될 것이다. ;Conditional Cash Transfers - CCT, as a form of social assistance, provide financial aid to individuals or families in vulnerable situations, who are expected to fulfil certain behavioral conditions. This kind of t programs has shown rapid growth, especially in developing countries, and particularly in Latina America during the last 30 years. The goals of these programs are usually related to reducing poverty and promoting human capital development. Since the designing of each program, women are usually highly represented as a target population or in the fulfilment of the conditionalities. A vast quantity of studies has been done in the field, most of which have shown positive short term results. However, there is a significant lack of information about the impact of CCT programs. This research establishes what extend CCT programs are oriented to short and midterm results in place long-term outcomes and the determinants of that orientation. It also analyzes the case of Joaquin Gallegos Lara Bonus - JGLB as one of the most representative cases of CCT programs in the Ecuadorian context. Given the complexity and the diversity of the factors involved, this research developed the Concentration and Dispersion of Resources Model – CDoR, as a proposal for the evaluation and the redesign of the CCT programs. Through the analysis, results suggest that CCT programs allocate most of the available resources (economic, human, and technological resources), to elements different than the long term outcomes. In the case of JGBL, resources are mainly focused on administrative activities. These activities mainly include verification of inclusion criteria and compliance with conditionalities by caregivers. Evaluating and eventually redesigning JGLB according to CDoR Model may favor the improvement of the living conditions of persons with severe disabilities and their families in Ecuador.
