Abstract
이 논문은 북한 과학기술 분야의 성별성에 주목하여 지식의 구성과정과 내용의 시대별 양상을 읽어내고 그 원인을 분석하는 데 목적을 두었다. 문헌분석과 심층면담을 통해 과학기술인 사회의 지식생산 구조‧관행, 과학기술인이 생산해 낸 지식이 각각 시대에 따라 어떠한 성별적 양상을 지녔는지 분석하였다. 이러한 분석을 통해 해방 이후부터 2019년 오늘날에 이르기까지 북한 과학기술 분야에서 성불평등을 실천하고 또 지식으로 만들어내는 데 기여한 주요 동력을 밝히고자 했다. 이 논문에서 주목한 북한 과학기술 분야의 시대별 지식구성 양상을 살펴보면 다음과 같다. 첫째, 해방 직후부터 1960년대까지의 북한 과학기술 분야는 이후시기와 달리 진학, 직종, 직급 등 여성의 활동 전반에 대한 제한이 비교적 약했던 것으로 나타난다. 북한당국이 과학기술 부문의 체제를 확립해나가는 초기 상황이었고 또한 과학기술인력이 시급했기 때문에 여성의 과학기술 분야 진입을 크게 제한하지 않았다. 당시 진학이나 배치, 승진에 있어 여성을 심각하게 차별했던 양상은 드러나지 않는다. 다만 초기부터 국방부문은 여성 과소대표성과 성별 직급분리가 뚜렷했던 것으로 나타난다. 북한당국이 과학기술을 국방부문과 일반부문으로 이원화하는 가운데 국방과학원에도 여성 연구사가 있었지만 그 규모가 1-2명 수준이었다. 여성이 남성과 동일한 사회적 기여를 실천함으로써 동등한 권리를 누릴 수 있다는 ‘동등의무 동등권리’ 주장이 등장한 가운데 여성 신체에 대한 ‘봉건적 인습’을 계도하고 성별고정관념, 미신적 믿음을 제거하기 위한 의학지식이 나타났다. 물론 여성을 모성과 동일시했고 사회적 노동력 확보 차원에서 북한당국이 여성 건강에 주목했다는 점에서는 한계가 있다. 그러나 여성이 자기 건강을 스스로 관리할 수 있도록 상세한 지식을 알려주는 측면도 존재했다. 둘째, 1970년대부터 1990년대 북한 사회 전반에서 발생한 정치적·경제적 충격은 과학기술계의 침체를 불러왔고 여성 과학기술인의 지위도 상당히 하락하였다. 갑산파 사건 이후 김일성은 과학기술인의 사상교양을 강조하고 이들을 강하게 통제하기 시작했다. 북한 사회 전역이 경직해가는 가운데 이전의 ‘동등의무 동등권리’기조도 사라졌다. 이 과정에서 여성 과학기술인은 좌천을 당하거나 “가족의 품으로” 돌아가야 했고 북한당국은 여성에게 더 이상 유학이나 해외견학의 기회를 제공하지 않았다. 또한 이 시기에는 여성 과학기술인의 업적을 알려주는 기록도 존재하지 않는다. 1980년대 초반부터 2세대 여성 과학기술인이 등장했으나 1980년대 후반부터 북한 경제가 급속하게 하락하면서 이들은 내적 동인을 점차 잃어갔다. 배급제가 작동을 멈추면서 직장에 반드시 출근해야 하는 세대주 남성을 대신하여 기혼 여성 과학기술인은 대부분 자신의 전문 분야에서 이탈했고 기존의 경력과 관련이 없는 비공식 부문에서 장사를 시작하였다. 이 시기에는 『조선녀성』 지면에서 여성의학지식이 아예 사라져 버렸다. 반면 여성의 성과 신체를 남성적 시선에서 서술하거나 통제 대상으로 인식하는 양상이 의학전문서적에서 나타나기 시작했다. 북한당국이 1980년대 후반부터 출산억제정책을 개진하면서 위생선전도서 일부에서 여성의 피임과 인공중절을 다루기도 했으나 그 내용이 여성의 재생산권을 확보하는 방식으로 서술한 것은 아니었다. 셋째, 2000년 이후 북한 과학기술 부문은 정책, 관행, 지식 등 다양한 측면에서 북한 70여년 역사상 가장 불평등한 성별 권력관계를 나타낸다. 김정일의 선군논리가 과학기술 중시기조와 중첩하면서 성별직종분리가 뚜렷해졌다. 북한당국은 “선군=국방우선=남성, 나라살림 및 인민생활=후방=여성” 방식의 이분법적 논리 구조를 통해 우선순위가 높고 특혜를 제공하는 부문에 남성을 배치하였다. 성별직급분리와 여성에 대한 상대적 저평가 현상 또한 더욱 또렷해진 것으로 나타난다. 과학기술인의 관행 또한 여성을 주변화시키는 방식으로 전개되어 나갔다. 고난의 행군 이후 북한 사회 전반에서 뇌물 관행이 심화되는 가운데 과학기술계 내부의 남성중심성이 더욱 강해졌다. 각종 거래행위는 권력과 자본을 가진 상급자 남성을 중심으로 이루어졌고 음주, 음담패설 등 남성 중심의 “끼리끼리” 문화 양식은 그 기반이 되었다. 물론 이런 상황에 따른 필요와 공급능력은 대부분 남성의 전유물이었고 이미 일․가정 양립과 낮은 직급에 지친 여성에게는 의미가 없는 일이었다. ‘선군’을 출산장려와 결부시켜 “총폭탄, 충성동, 효자동”자녀를 많이 낳아 인민군대로 기르라는 논리가 당시 여성의학지식에 나타난 지배적 경향이다. 또한 여성의 신체에 폭력적인 내용을 정당화시키거나 전혀 그 효과성을 입증할 수 없는 문제적 방법으로 지식을 구성하는 양상이 나타난다. 특히 북한당국이 고려의학의 우수성과 “주체성”을 강력하게 주장하고 여성의학 전공자가 아닌 남성의학자와 고려의학자가 여성의학지식을 생산하도록 허용하면서 문제적 지식이 쏟아져 나왔다. 다만 2010년대 들어 IT, 국방과학, 기계 등 예전에는 여성의 존재를 잘 부각시키지 않던 부문에서 여성 과학기술인을 찾아 그 활약을 보도하거나 여성이 원사 직위를 받는 일도 나타난다. 1990년대 중반부터 시작한 여성 과학기술인의 과학기술계 이탈 현상이 2000년대 들어 심화했고 북한당국 입장에서 과학기술인재 수급이 절실하기 때문에 일정 부분 태도의 변화를 보여줄 수밖에 없는 상황으로 보인다. 3세대 여성 과학기술인이 구성한 지식의 내용은 차별적 언급을 최대한 배제하면서 성차를 서술하거나 여성의 관점에서 중요한 현실적 문제를 다룬다는 점에서 다소 긍정적 변화를 보여주기도 한다. 그러나 여전히 의학논문 전반에서 인체의 기준을 남성에 한정하고 성차에 따라 기전과 효과가 달라지는 현실을 간과하는 방식은 크게 변하지 않았다. 시대별 변화양상을 종합해보면 지식이 과학기술인 사회의 산물이라는 점에서 해방 이후부터 2019년 오늘날에 이르기까지 과학기술인 사회와 과학기술지식이라는 두 가지 요소는 궤를 같이 해왔던 것으로 나타난다. 북한 과학기술 분야는 지난 70여 년간 성불평등을 수행하고 또 다시 북한 사회 전반의 성불평등을 심화시키는 데 기여해 왔다는 점도 드러난다. 이처럼 오랜 기간 과학기술 분야에서 성불평등 현상을 지속해온 동력을 살펴보면 다음과 같다. 첫째, 1974년 “당의 유일사상체계 확립의 10대 원칙” 등장과 김일성의 독재체제 확립을 기점으로 과학기술부문에서 학술적 자유로움은 사라졌다. 선행연구에 대한 비판이나 문제제기가 어려워졌고 연구 주제도 마음대로 선정할 수 없게 되었다. “교시”를 인용하고 그에 나타난 논지에 맞게 연구를 수행하는 것이 과학기술인 활동의 절대적 규범으로 자리잡기 시작했다. 완성한 논문은 반드시 국가과학기술위원회와 동료평가를 거쳐야 하고 매주 비판시간에 각자의 연구 상황과 일상을 상호 비판하고 보고하도록 제도화함으로써 북한당국이 제시한 경로 이외의 방식으로 지식을 생산하는 일은 사실상 불가능해졌다. 보다 성평등한 내용의 지식을 만들고자 하는 과학기술인이 존재해도 그 관점을 지식생산에 반영할 수 없는 것이 오늘날 북한 과학기술영역의 현실이다. 둘째, 1960년대 초반부터 지속해 온 북한당국의 국방우선기조는 근본적으로 여성을 배제하고 과학기술부문의 남성성을 강화하는 논리 위에서 만들어졌다. 북한당국은 과학기술영역을 성별이분법적 시각에서 양분하고 우선영역을 남성에게, 차선영역을 여성에게 할당하는 것을 정책의 기본 원리로 삼아왔다. 과학기술활동은 고도의 숙련과 전문성을 요구하고 직업을 유지하는 데 많은 노력을 필요로 하기 때문에 자기 시간과 여력을 확보하는 것이 매우 중요하다. 그러나 북한당국은 과학기술 여성 과학기술인에게 우선순위가 낮은 부문을 맡겨두고 아무런 지원정책도 없이 이들이 자체적으로 일․가정을 양립하도록 방치해 왔다. 반면 남성 과학기술인에게는 우선순위가 높은 부문을 할당하고 24시간 내내 전투에 대비하는 “전사”로서 연구에 매진하도록 한다. 남성에게는 약간의 특혜와 명예를 부여하고 그가 속한 가정의 여성에게는 남성 과학기술인을 위한 각종 지원 의무를 전가한다. 과학기술인의 일․가정양립을 지원하거나 개선하려는 북한당국의 의지는 전혀 나타나지 않으며 오히려 성별노동분업 구조를 이용하는 태도를 드러내고 있을 따름이다. 셋째, 북한 사회에서 시장화가 만연해진 2000년 이후 소수 남성이 지식생산을 독점하는 현상이 더욱 또렷해지고 있다. 북한 과학기술 부문 자체가 남성 상급자 중심의 집단연구체제를 기본으로 하기 때문에 여성의 지위를 열악하게 하는 구조를 지닌다. 여기에 더해 과학기술인 사회에서 남성 중심의 권력과 전문성을 거래하는 일종의 시장이 강고하게 만들어졌다. 음담패설과 성매매 등을 매개로 삼는 남성 간의 학술적, 경제적 거래 행위가 빈번해지면서 여성 과학기술인의 지위는 더욱 열악해졌고 여성 관점을 지식생산에 반영하는 일을 사실상 불가능해졌다. 남성은 과학기술영역 내에서 높은 직급과 이권이 많은 영역으로 이동하는 반면 여성은 과학기술영역 내에서 낮은 직급에 머물거나 과학기술계를 아예 이탈해버리는 방식으로 행위전략이 다르게 구성되는 점도 지식생산 권력의 소수 남성 독점화 현상에 기여하였다. 넷째, 의학지식은 북한 과학기술인 사회 내부를 넘어 북한 사회 전반의 성불평등에도 적극 개입해 왔다. 피임과 같은 재생산 지식을 제대로 여성에게 전수하지 않은 상태에서 의료제도가 무너지고 장마당을 중심으로 새로운 의료시장이 등장하면서 여성은 남성, 자본 주도의 의료시장에서도 완벽한 타자로 존재하게 되었다. 의학지식이 성불평등에 기여하는 효과를 생각해보면 과학기술 부문은 지식을 생산한다는 점에서 그 자체로 성불평등을 재생산하는 강력한 기제를 지니고 있는 셈이다. 앞서 서술한 네 가지 요인의 등장시점은 각각 다르나 1970년을 기점으로 성불평등을 강화하는 방식으로 작동한다는 점에서 공통점을 지닌다. 또한 각각의 측면은 기본적으로 ‘독재체제와 남성지배권력의 동시 강화’ 목적 아래 서로 협력관계를 이루어왔다. 목표를 달성하기 위해 북한당국은 지식생산 과정을 차등화, 성별화, 독점화하였고 이 작업에 과학기술계 내부의 남성권력 또한 적극 기여하였다. 네 가지 요인이 중첩하여 작동했던 까닭에 북한 과학기술 분야는 이처럼 오랜 기간 성불평등한 현상을 지속하여 빚어낼 수 있었다. ;The study aimed to read the historical aspects of the knowledge-building process and contents by paying attention to the gender of the North Korea's Sciences-Technology-Engineering-Mathematics(STEM) sector and analyze the causes of the gender-inequal knowledge composition.. The patterns of changes from period to period analyzed by this study are as follows: First, from the moment of liberation to the 1960s, North Korea's STEM society emerged as the weakest period in the North Korea's about 70-year history of gender equality. During this period, the society-wide "male and female equal" theory developed the argument that women could enjoy the same rights by practicing the same social contribution as men. In the midst of this, the number of first-generation female scientists could have increased gradually. While the North Korean government has divided STEM into the ministry's literature and general sectors, there were female researchers at the Agency for Defense Development, but only about one or two female researchers, indicating that the ministry had clearly underrepresented women and separated gender positions since the beginning. During this period, gender power relations within the scientific community existed in a less unequal manner than at any later time, but women's achievements were not as much spotlighted as men. In the case of women's medical knowledge, knowledge has been created in a way to eliminate the "punitive convention" of women's bodies. Of course, there are limitations to the fact that women were identified with motherhood and that contraception knowledge did not appear, but women's medical knowledge did not basically force fertility or infringe on women's health rights as it was in later years. There is also talk that teaches women basic knowledge so that they can maintain and care for their own health as social workers. Second, from the 1970s to the 1990s, the overall North Korean STEM sector experienced a downturn and the status of female scientists fell substantially. After the Kapsan incident, in which some scientists were purged, Kim Il-sung emphasized the ideological sophistication of scientists and began to take strong control of them. Within the group of scientists, women had to be demoted or returned to their families' territory, and North Korean authorities no longer provided women with opportunities to study abroad or study. Also, there is no record of the achievements of female scientists at this time. At the same time, gender equality deepened as the same sex symbol that appeared during the previous period disappeared. Since the early 1980s, however, the second generation of female scientists with clear will and confidence emerged, but since the late 1980s, the second generation has gradually lost its inner drivers as the North Korea's economy rapidly declined. As the rationing system stopped working, the majority of married female scientists left the STEM sector on behalf of men who must go to work. Unlike men who moved to sectors where profits were generated and related to their own expertise, women had no choice but to choose an informal sector that had nothing to do with their own expertise. During this period, women's medical knowledge disappeared from the realm of "Joseon Nyeosung." However, 10 books on obstetrics and gynecology, which have been collecting women's medicine since 1985, began to be compiled, and North Korean authorities began to introduce birth control policies in the late 1980s, dealing with women's contraception and artificial abortions in parts of sanitary propaganda books. However, knowledge was constructed not in the way of securing women's re-production rights, but in the way of controlling women's bodies and sex and manipulating them from male-centered perspectives. Third, since 2000, the North Korean authorities' STEM policies, the social structure and practices of STEM, and women's medical knowledge all represent the most unequal gender power relationship in the country's 70-year history. With the emergence of Kim Jong Il's military-first logic, the North Korean authorities have established the dichotomous logic structure of "military=top priority=men's sector, country-living and people's lives=low priority=women's sector" Regardless of their major sector, female scientists have begun to focus on "rearward" positions, such as the National Academy of Sciences' bio-department, National Bacterial Storage and Light Industry Science Institute. It appears that third-generation female scientists experience not only gender division and gender division but also low-evaluation phenomena. The practice of technologists has also developed in a way that marginalizes women. The male-centeredness within the STEM circles has been strengthened amid deepening bribery practices across North Korean society following the march of hardship. Various trading practices were centered around upper-ranking men with power and capital, and cultural styles among men, such as drinking and lewd rumors, were the basis. Of course, that need and supply capacity were largely male-dominated and meaningless for women already exhausted by family compatibility and low-level positions. These factors combined to make it clear that there is a few male monopoly of knowledge-producing power. Under the North Korean STEM community, where men are more easily recognized for their achievements and enjoy many benefits and interests, the action strategy has been divided by finding higher positions and interests in the STEM sector, while women are forced to stay in lower positions and leave mainly for markets outside the STEM sector. Given the overall situation, the logic that the military should combine "military first" with "preferred soldiers" to produce many "gun bombs kids, loyalty kids, and kids of filial piety for Kim Jong Il" and raise them as "people's army" is the prevailing trend in women's medical knowledge at the time. Knowledge was also constructed in a problematic way that could justify violent content on a woman's body or prove its effectiveness at all. In particular, problematic knowledge was generated when the North Korean authorities allowed male Goryeo medical doctors, not female medical majors, to produce female medical knowledge under the claim that the Goryeo medicine is “Juche medicine." In the 2010s, however, female scientists visited IT, National Defense, science and machinery sectors that did not highlight women's existence in the past and reported their achievements, or women were given the position of master. The exodus of female scientists and engineers from the mid-1990s has intensified in the 2000s, and North Korean authorities are desperately trying to supply and demand STEM talent, forcing them to change their attitude in a certain way. The content of the knowledge formed by these third-generation female researchers shows positive changes while having the limitations mentioned above. Even in the same physical institution or disease, the effect of different sexes is described in detail, but some patients try to exclude discriminatory references as much as possible. As such, the gender of North Korea's STEM sector had a certain impact on the structure and practices of the society of scientists and engineers, as well as the knowledge produced by scientists. In addition, gender inequality has been aggravated and maintained in a way that reverses over the past 70 years despite the initial "male and female" direction. Looking at the power that has been able to maintain gender equality for a long time, here is the following. First, the academic freedom in the STEM sector disappeared with the advent of the "10 Principles of Establishing the Party's One Ideological System" in 1974 and the establishment of Kim Il-sung's dictatorship. It has become difficult to criticize or raise questions about prior research, and research subjects cannot be selected at will, and completed papers must go through peer evaluations with the National Science and Technology Commission. Moreover, it is almost impossible to produce knowledge in a way other than the path suggested by the North Korean authorities by having them criticize and report their research situation at critical times each week. Even if there are scientists who want to create knowledge of equal content, the reality of North Korea's STEM sector cannot be reflected in the production of knowledge. Second, the National Defense preference, which has continued since the early 1960s, was built on the logic of fundamentally excluding women and strengthening the masculinity of the STEM sector. The North Korean authorities have used dividing the STEM areas from a gender division perspective and assigning priority areas to men and women as basic principles of STEM policy. Securing self-time and leisure is very important because STEM activities require a high degree of proficiency and expertise and require a lot of effort to keep a job. However, the North Korean authorities are showing no willingness to improve gender equality in the STEM sector, and instead utilize the gender division structure. Women scientists and engineers leave low-priority sectors and let them adopt their own families without any support policies. Male scientists, on the other hand, are allocating high-priority sectors to require them to concentrate on their research as "warriors" who prepare themselves for combat around the clock. Third, North Korea's STEM shows a practice of structurally debilitating women's status, based on a collective research system centered on male superiors. Since 2000, when marketization became widespread in North Korean society, knowledge-producing power has grown even bigger, while the monopolistic phenomenon centered on a handful of men is becoming more apparent. That's because a kind of market has been formed in a STEM society. However, it is much harder for women to challenge such screening than for men, as academic and economic power is largely based on middle-aged senior men. The position of female scientists has become very narrow, given that bribery practices among men are used as a medium for gossiping and prostitution. Above all, both scientists and government officials with the status and expertise to provide for bribes are men. Already in an atmosphere of structural exclusion, women do not even have the desire to get a degree or a better position through bribes. Another factor deepening the monopolization of the minority male population of knowledge-producing power is the gender composition of the action strategy of STEM. Since women's low-level positions have long been structured, women also struggle in the reality of family compatibility rather than yearning for higher positions. Men, on the other hand, want to make various achievements to move to a better job or rise to a higher position, and make their own positions by offering bribes. As strategies have become more gender-oriented, the power to produce knowledge has become more and more male-dominated. Fourth, North Korean STEM works in a way that does not produce knowledge that is essential to creating distorted knowledge from an aesthetic point of view or to improve women's health or life. It also defines gender roles for women based on physical gender differences or women's physical characteristics. The process of creating STEM in a way that constitutes knowledge of STEM based on gender content or produces no part of it at all makes women's status poor again in society as a whole. Considering the effect of medical knowledge contributing to gender inequality, the STEM sector has a powerful mechanism to reproduce the phenomenon of gender inequality in itself, given that it produces knowledge. Each of these four factors has been introduced differently, but since 1970, it has been on a constant strengthening trend. In addition, each aspect of scientific technology's knowledge production structure, the placement policy of scientists, the practice of scientists and engineers, and the social contribution of STEM have been cooperative with each other, basically with the aim of maintaining dictatorship and gender inequality. In conclusion, North Korea maintain power at the same time, dictatorship and male domination is STEM have operated in the direction to achieve the goal of strengthening. In order to achieve the goal, the North Korean authorities differentiated, gender-based and monopolized the knowledge production process, and the male power within the STEM circles actively contributed to it. Through these principles, the phenomenon of gender inequality in the North Korea's STEM sector has long maintained its hold.
