대학도서관의 연구데이터관리서비스 개발 방안에 관한 연구

Abstract

This thesis aims to develop Research Data Management Service at Seoul National University Library. RDM services frequently employed in academic library in United States and European countries. RDM services is the result from the demand of funding agency, which requires DMP as a part of funding application. However, it is hard to find out RDM services in academic libraries in South Korea. Also, researcher survey or interview which would be the base of RDM services in academic library are rarely conducted to assessing RDM needs. Therefore, this study was plan to present RDM services at academic library in South Korea by appreciating of researcher's practice in managing research data and their service needs. Based on the results, this study aims to expand the role of Seoul National University Library by proactively planning RDM service. This study consists of the literature research, case studies of academic li-brary in US and UK. To develop RDM services, this research takes qualitative interview method approach, by using in-depth structured interviews as the primary research method. More specifically, first, as a literature research, definition and elements of RDM services are examined. Also, RDM services framework and service lev-els are identified. Second, this study examined the RDM services currently offered by US and UK. As focusing on the service elements that driven by literature review and previous research papers, this study examined the way RDM services are delivered. Third, structured interviews were conducted between October 10th and Oc-tober 30th 2018, also between February 18th and March 8th 2019. Interviewers asked 11 questions and interviews occurred typically 30 to 60 minutes in duration. The interview questionnaires were taken from preceding researches and case studies and some of the questions are modified to better suit the context of South Korea. Finally, this study identifies the range of RDM services and suggests service approach. Based on the interview, the followings were suggested as feasible RDM services for Seoul National University Library. First, the interview results showed that most of the researchers recognize data deposit requirement of some journal publisher, but they rarely know about the existence of DMP. Therefore, library could help to fulfil the obligation by informing possible funding agencies’ requirement and demand of journal publishers by creating RDM guide web page. Also, most of the researchers agreed the necessity of managing research data, but they pointed out the ab-sence of service providers. As considering this point, library can offer teach-ing session to make good data management protocols and metadata description for researcher. In this case, library would introduce new services or deliver service using embedded librarian's model or lead the professionals to hold special workshop in library who are in affiliated with university departments or in campus research institutes. Likewise, data management seminar from knowledge expertise could be one of the possible ways of data management education service. Second, as expertise consulting services, RDM policy of university and uni-versity library should be formulated in collaborating with on campus organi-zation in advance to offer researcher advisory services. Therefore, person-alized services should be provided in accordance with RDM service policy. However, using existed ‘Research Support’ services of subject librarian in Seoul National University Library, advisory consulting services would be developed gradually. Additionally, supporting services for data analyzing, visualization tools and software should be offered to researchers by providing how to guide and referring to technical support. To the researchers who are confused of concept of ownership of research data and intellectual property rights, library would offer legal services. At this time, collaborating with legal pro-fessionals on campus and Research Office should be preceded beforehand. The last, as curation technique services, university library should develop infrastructure for data repository. By implementing dataset as one of the deposit types to university repository, library could provide data storage for long term access. Also, university repository should adopt universal metadata standard that covers various data formats and encourage to deposit assorted data types for the researchers. As well as building infrastructure for depositing dataset, library should provide clear guideline of deposit process, access, reuse and citing to the researcher, and let them know recognize the importance of these elements. Furthermore, along with funding agency and journal publisher, university should consider the possible incentive for the re-searcher who deposited dataset to facilitate data sharing and reuse. Through this study, academic library can re-engineering its role by offering RDM services based on the needs of researcher and analyzing the practice of data management. For the future, additional comprehensive RDM services studies are necessary that include analyzing researchers need and improve-ment services. Academic library should elaborate to expand their scope of services by providing proactive services like RDM services.;본 연구는 서울대학교의 연구데이터관리서비스 개발 방안을 제시하기 위한 목적으로 수행되었다. 해외 대학도서관의 경우 연구비지원기관의 의무조항으로 인해 연구데이터관리서비스를 제공하기 시작하였으며 현재 많은 대학도서관에서 관련된 서비스를 제공하고 있다. 그러나 국내 대학도서관에서는 연구데이터관리서비스가 제공되고 있지 않으며, 대학 소속 연구자들을 대상으로 한 연구데이터관리서비스에 대한 요구 분석을 바탕으로 서비스 개발을 논의한 연구는 부족한 상황이다. 따라서 본 연구에서는 해외 대학도서관 사례 조사와 서울대학교 소속 연구자들을 대상으로 한 인터뷰를 통해 연구데이터의 관리 현황을 알아보았으며 연구데이터관리서비스에 대한 요구사항을 조사하였다. 이를 바탕으로 서울대학교 도서관의 연구데이터관리서비스 개발 방안을 제안하였다. 본 연구를 위해 문헌조사, 선행연구 조사, 해외 대학도서관의 연구데이터관리서비스 사례 조사를 실시하였으며, 대학 소속 연구자들을 대상으로 인터뷰를 수행함으로써 연구자의 연구데이터 관리 현황과 서비스 요구를 파악하였다 이를 위한 세부 연구 방법은 다음과 같다. 첫째, 문헌조사 및 선행연구를 통해 연구데이터관리서비스의 정의와 제공 요소를 알아보고, 연구데이터관리서비스 제공 수준을 정리하였다. 둘째, 현재 연구데이터관리서비스를 제공 중인 해외 대학도서관의 서비스 제공 사례를 살펴보았다. 문헌조사 및 선행연구를 통해 도출된 연구데이터관리서비스 요소를 중심으로 하여 각 요소의 서비스 제공 여부와 제공 방법을 살펴보았다. 셋째, 서울대학교 소속의 교수, 박사후 연구원, 대학원생 등 18명의 연구자들을 대상으로 구조화된 형식의 인터뷰를 진행하였다. 인터뷰는 11개의 항목으로 구성되었으며 30~60분이 소요되었다. 인터뷰 일정으로 1차로 2018년 10월 10일부터 30일 사이에 13명의 인터뷰를 수행하였고, 2차로 2019년 2월 18일부터 3월 8일 사이에 5명의 인터뷰를 수행하였다. 넷째, 조사 결과를 분석하여 연구자들의 연구데이터관리 및 공유와 이용, 서비스에 대한 요구를 확인하였으며 해외 사례를 종합하여 연구데이터관리서비스 요소를 도출하고, 개발 방안을 제안하였다. 이를 바탕으로 제시한 서울대학교 연구데이터관리서비스 개발 방안은 다음과 같다. 첫째, 교육 서비스 항목으로, DMP에 대한 안내 및 저널의 데이터 기탁 관련 의무사항에 대해 정리하여 안내하는 서비스를 제공할 수 있다. 다수의 인터뷰 참여자가 저널의 데이터 기탁 요구를 인지하고 있었으며 이로 인해 일부 어려움을 겪은 경우도 있었다. 따라서 저널의 요구사항 및 추후 예상되는 연구비지원기관의 의무사항에 대해 안내하며 대학도서관을 통해 관련 서비스를 제공받을 수 있음을 알릴 필요가 있다. 또한 데이터 관리의 필요성에 대해 도서관 가이드 페이지를 통해 안내하고 다양한 종류의 데이터 관리 방법을 소개하며 관련 교육을 실시하여야 한다. 데이터 공유와 재이용에 대한 인식 향상 교육 역시 수행하여야 하며 특히 인터뷰 참여자들이 우려하는 데이터 공유의 부정적 측면을 최소화하는 방법에 대한 내용을 교육에 반영하는 것이 필요하다. 이 때에 내재화된 사서 서비스를 통해 기존 교육과 함께 전달하는 방안과 외부 전문가를 초청하여 강의를 진행하는 방안을 고려해볼 수 있다. 둘째, 전문 컨설팅 서비스를 제공하기에 앞서, 전문 인력 양성을 위한 사서 동료 교육이 장기적으로 수행되어야 하며 학내의 유관 부서와 협업하여 연구데이터 관련 규정을 신설해야 할 것이다. 이러한 장기적 계획을 바탕에 두고 규정에 따라 개인화된 서비스를 기획 및 제공해야 한다. 이와 더불어 현재 대학에서 제공하고 있는 데이터 분석 프로그램에 대하여 간단한 이용 방법 교육을 실시할 수 있으며 데이터 분석을 위한 무료 자원에 대한 안내를 진행함으로써 연구자의 데이터 이용을 보조해야 한다. 인터뷰 결과 데이터의 소유권 및 라이선스와 지적재산권 분야에 대한 정확한 지식과 연구 전 규정의 합의가 부족한 것으로 나타났고 대학도서관에서 해당 영역에 대한 조언을 제공하는 서비스를 계획할 필요가 있다. 라이선스 상담의 경우, 전문적인 영역이므로 학내의 연구처 및 법무팀과의 협의가 필요하며 관련 법 조항에 대한 자문 안내 서비스를 관련 기관과 협조하여 제공해야할 것이다. 셋째, 연구데이터의 수집을 위한 큐레이션 기술 서비스로 이를 위해서는 데이터의 장기 보존을 위한 인프라 구축이 이루어져야 한다. 기존의 기관 리포지터리의 역할을 확대하여 데이터를 수집 공유할 수 있도록 장기적인 계획을 통해 해당 서비스를 제공해야 하며 다양한 유형의 데이터에 적용될 수 있는 메타데이터 요소를 활용하여야 한다. 또한 데이터의 수집과 이용 활성화를 위해 연구자들을 대상으로 하여 데이터 리포지터리 관련 교육과 안내가 제공되어야 할 것이다. 본 연구는 서울대학교 소속 연구자들의 연구데이터의 관리, 공유 현황 및 인식과 해외 대학도서관의 사례조사를 바탕으로 서울대학교 도서관의 연구데이터관리서비스 개발 방안을 제안함으로써 새로운 서비스 제공을 통한 대학도서관 역할의 확장 가능성을 논의하였다. 향후 지속적인 관련 연구를 통해 대학도서관의 역할을 재정립하고 서비스를 다각화할 수 있도록 노력해야 할 것이다.
