dc.description.abstract본 연구는 북한의 3대 정권이 계속해서 ‘영웅’을 배출하는 것을 보고, 영웅이 북한 사회주의체제 지속과 연관성이 있을 것이라는 문제의식에서 출발하였다. 북한에서 사회주의를 건설, 유지하고 위기극복을 도모할 때마다 내세웠던 ‘영웅정치’를 북한정권이 행하는 통치전략의 하나로 규정했다. 북한 사회주의체제를 작동시키는 메커니즘을 영웅정치로 보고 분단 이후 오늘날까지 북한역사에 나타난 영웅의 활약과 영웅정치 분석을 연구목표로 설정하였다. 결국 ‘영웅’을 중심으로 북한사회 형성과 변화를 살펴봄으로써, 70여 년 동안 북한체제를 지탱해온 주체와 동력을 밝히는 연구였다. 먼저 북한 전 시대를 관통하는 영웅정치 작동 메커니즘은 ‘시대의 요구 - 영웅 만들기 - 영웅신화 만들기 - 영웅 따라 배우기’ 방식이었다. 이 방식을 북한 영웅정치를 분석하는 틀로 삼아 김일성시대부터 현재의 김정은시대까지 역사적으로 추적하였다. 또한 시대별 영웅의 역할과 어떤 유형의 영웅이 시대를 대표하는지, 영웅의 특징은 무엇인지를 탐색했다. 다음으로 전 시대에 걸쳐 인민을 자발적으로 동원하기 위한 동의기제로 영웅정치를 지속한 원리는 인민이 북한혁명과 건설의 주체라는 점이었다. 북한정권은 정치·경제·사회적 필요에 따라 영웅을 탄생시키고, 영웅의 모범을 전체 사회에 확산하기 위해 다양한 방식의 동의기제를 활용해 영웅이 영웅을 낳는 메커니즘을 작동시켰다. 북한의 ‘영웅 만들기’는 정권의 정치, 경제, 사회적 필요에 따라 이루어졌다. 지도자의 현지지도와 대중의 대중운동을 연계시키고, 시대별 영웅주의를 담론화하여 시대적 요구에 걸맞은 대중만이 영웅으로 탄생했다. 북한당국은 만들어진 영웅을 신화화하는 영웅화 작업을 추진하였다. 영웅을 ‘기념’과 ‘상징’으로 재탄생시켰으며, 다양한 선전선동, 학교교육, 성인교육을 통해 영웅신화를 만들고 대중의 일상에 영웅을 접합시켜 나갔다. 더 나아가 영웅이 받는 각종 보상과 특별대우를 부각하거나 영웅과 수령의 인격적 관계를 드러내는 것을 통해 영웅숭배 작업을 실시하였다. 마지막으로 숭배된 영웅을 북한사회 전체로 확산시키기 위해 영웅 따라 배우기 운동을 전개하고, 체제수호와 정권유지를 위한 중요한 국면에 ‘영웅대회’를 비롯한 각종 대회를 개최하여 영웅을 총궐기시켜 당면한 위기를 극복하고 있다. 김일성시대는 전쟁시기 영웅칭호를 제도화하고, 각종 대중운동을 펼치며 영웅정치를 발전시켰다. 이 시대 영웅은 북한정권과 주민 모두에게 중요한 가치를 지녔으며, 영웅은 새로운 사회 인간의 전형으로, 전 사회가 따라 배워야 할 모범이었다. 특히 전쟁영웅은 국가의 주인은 어떤 삶을 살아야 하는지를 안내하는 상징적 존재였다. 북한경제를 사회주의 경제로 전변하는데 앞장섰던 생산혁신영웅은 모든 근로자의 본보기로 북한주민이 사회주의 건설에 자발적으로 참여하는데 기여했다. 공산주의 인간의 모델로 이를 확산시킨 인간개조영웅도 이 시대를 대표했던 영웅이다. 이처럼 김일성시대 영웅의 긍정적 경험은 북한에서 영웅정치를 정착시키고 발전시킨 요인이었다. 김정일시대는 강성대국을 목표로 선군정치를 펼치며 군인영웅을 모범으로 내세우고 혁명적 군인정신을 담론화하며 전 주민의 영웅화를 강조했다. 사회주의권 몰락과 심각한 경제난이라는 총체적 위기 속에서 수령결사옹위영웅을 앞세워 김정일을 중심으로 전 사회를 단결시키고자 했다. 과거 영웅을 적극적으로 호명하고 우리시대 영웅, 선군시대 영웅을 계속해서 만들어내며 체제를 수호하였다. 대량 아사자 발생으로 인구가 감소하자 모성영웅을 배출하여 공동체사회를 유지하고자 했다. 가장 시급한 식량문제와 전기문제 해결을 위해 국가기획과 집중지원으로 영웅을 만들어 확산시켜 나갔다. 하지만 배급제 붕괴, 자원부족, 시장을 통한 생계문제 해결 등의 문제로 인해 대중운동을 통한 영웅의 확산은 이루어지지 못했다. 군대를 중심으로 제한적 동원만 이루어졌고, 이것은 영웅의 사회적 가치를 감소시킨 결과를 가져왔다. 김정은시대는 강성국가건설과 인민생활향상을 목표로 내세우고 천리마시대와 1970년대처럼 많은 영웅을 배출하며 활발한 영웅정치를 펼치고 있다. 1970년대 중반부터 지속된 경제침체와 국제사회로부터 고립은 김정은정권에게 큰 위기이다. 이러한 위기상황에서 체제를 수호하고 정권을 유지하기 위해서는 인민대중 속에서 지지와 동원을 확보해야 하기 때문에 대중영웅을 내세운 영웅정치는 통치전략으로 중요하다. 따라서 핵·미사일영웅, 체육영웅, 건설영웅을 탄생시키며 영웅열풍을 이어가고 있다. 하지만 북한주민의 삶이 국가적 의존에서 벗어나 개인적 차원으로 옮겨갔기 때문에, 인민대중에게 영웅은 더 이상 존경하는 대상도 도전하고 싶은 모범이 아닌 것이다. 이와 같이 시대별 영웅정치를 추적하며 북한 영웅정치의 몇 가지 특징을 발견하였다. 첫째, 혁명주체로서 영웅은 북한 초기에는 아래로부터 자발적 동인에 의해 탄생하였다. 대중독재 특성상 대중영웅 탄생이 대중의 자발적 선택일 수 있으며, 노동자, 농민을 영웅으로 만든 것은 꼭 권력의지나 기획으로만 볼 수 없기 때문이다. 하지만 북한에서 수령·후계체제가 확립되면서 영웅은 위로부터 기획과 지도로 만들어지며 영웅정치가 변질되기 시작했다. 영웅을 지도자의 은혜 아래 놓이게 하면서 보답으로 충성을 바치는 영웅을 지도자를 중심으로 단결하게 했다. 영웅의 국가에 대한 충성은 점차 당과 수령에 대한 충성으로, 다시 수령에 대한 충성으로 굴절되었다. 결국 북한에서 수령체제를 확립하고 3대 세습이 이루어지면서 영웅은 자발적 선택보다 북한정권의 통치전략 안에서 선택된 동의나 강제된 동의를 했던 측면이 크다고 볼 수 있다. 둘째, 영웅과 인민대중의 관계도 변화하고 있다. 전쟁영웅, 천리마시대 영웅은 북한주민의 사랑과 존경을 받았던 것으로 볼 수 있다. 북한정권에게 위기가 커질수록 영웅의 가치와 영웅정치의 필요성은 더욱 중요해졌다. 반면 아래로부터 자발적으로 탄생하지 못하고 북한정권에 의해 만들어지면서 영웅의 사회적 가치는 감소하고 있다. 셋째, 시대의 변화에 따라 영웅의 자격조건이 달라지고 있다. 수령제가 확립되기 전까지 영웅은 국가에 대한 사랑과 인민에 대한 헌신이 중요했다. 하지만 수령체제 확립 후 영웅의 조건은 수령에 대한 충실성으로 규정되었다. 체제붕괴 위기에 처했던 김정일시대는 충성심을 극대화한 수령결사옹위, 수령을 위해 목숨을 바칠 것을 요구하였다. 영웅의 자질도 경제부흥기에는 생산혁신, 경제침체기부터는 자력갱생이었다가 과학기술중시정책을 강조하면서 과학기술 지식과 능력을 갖추고 활용하는 사람으로 변화하고 있다. 결론적으로 북한은 북한식 사회주의를 건설하고 유지하는 과정에서 영웅정치를 제도화하고 지속하고 있음이 드러났다. 국가에 대한 주인의식과 공동체의식, 최고지도자에 대한 영웅의 충성심이 북한주민의 이탈과 강력한 저항을 막으면서, 위기를 극복하며 체제와 정권을 유지하고 있다. 물론 북한주민의 체제와 지도자에 대한 지지 및 동의는 김정일시대 이후 약해졌으며, 영웅에 대한 북한주민의 선망도 크게 줄었다. 앞으로 김정은정권이 어떤 선택을 하든 영웅정치는 지속할 것으로 보인다. 계획경제를 고수한다면 믿을 것이 인민밖에 없기 때문에 영웅정치를 지속할 것이다. 대다수 인민이 혁명의 열정이 사라지고 개인과 가족의 삶을 추구하고 있어 애국심과 충성심으로 무장한 영웅의 역할이 더 중요해졌다. 특히 청년영웅과 과학영웅의 역할은 앞으로 더욱 유용할 것으로 보인다. 반면 시장경제를 선택한다면 그것을 발전시키기 위해 앞장서 모범을 창출하는 새로운 유형의 영웅이 등장할 것이다.;This study was set off by questioning the connection between the continuity of the Socialist system and the ‘hero’ narrative throughout three reigning generations of North Korea as the country continued to generate certain ‘heroes.’ The ‘Hero Politics’ is a ruling strategy which the North Korean regime put forth to build and maintain the Socialist system. The North Korean Socialist system functions through the mechanism of the ‘Hero Politics.’ This goal of this study is to observe the activities of the ‘heroes’ in the North Korean history since the birth of its state and analyze the ‘Hero Politics.’ Ultimately, this study came to find out the main agent and the motivity behind the seventy-year long regime of North Korea by looking at the formation and change in the North Korean society centered around the ‘hero’ narrative. First off, the mechanism of ‘Hero Politics’ all throughout generations was in the order of ‘Demand from the Era – Making of a Hero – Mythizing of a Hero – Learning from Imitating the Hero Model.’ The research has historically traced this narrative frame of ‘Hero Politics’ from the age of Kim Il-Sung to the Kim Jong-Un era. Also, the research explored the different types and characteristics of ‘heroes’ for each regime. The research found out that the motion mechanism behind the continuity of ‘Hero Politics’ to make people voluntarily mobilize were the people of North Korea were the main agents of the revolution and the building of North Korea. The North Korean regime gave birth to specific types of ‘heroes’ for each age’s political, economic or social needs and used various motion mechanism to expand the exemplary model of a ‘hero’ throughout society, thereby for a ‘hero’ to birth another ‘hero’ amongst the people. The ‘Hero-Making’ worked to fulfill the need of the whichever current regime’s political, economic and social need. The ‘Hero-Making’ linked the leader of the country and the mass movement of the people, create discourse of a ‘hero’ according to each period and only the people who would fit the specific detail of a ‘hero’ model would be deemed a ‘hero.’ The North Korean regime would then also promote mythicization of the ready-made ‘heroes’ as well. This would be done through commemorating and symbolizing the ‘heroes’ who would also appear in textbooks, propaganda and education. The mythicized ‘hero’ narrative was like such, joint with the North Korean people’s daily lives. Furthermore, the regime would emphasize and promote the various privileges and compensations that these ‘heroes’ are getting to the public or would relate a certain characteristic trait that links the ‘heroes’ and the leader of the regime for the people to worship this kind of a ‘hero.’ Lastly, the worshipped ‘hero’ is expanded throughout the North Korean society as a model to be imitated and the regime will conduct contests such as a ‘Hero Contest’ to overcome different crises at the time to maintain and protect itself. The designation of a ‘hero’ during wartime was developed in the age of Kim Il-Sung, and the ‘Hero Politics’ was developed through various mass movements. In this era, a ‘hero’ held an important value for all North Koreans as a model for a new type of a Socialist citizen that all people should imitate and follow. The wartime ‘heroes’ were especially symbolic to teach people about how to conduct one’s life as an ‘owner’ of one’s own free country. The ‘Production Innovating Hero’ who led the way in making the North Korean economy into a Socialist one were all workers’ model and their narrative contributed to make North Koreans voluntarily mobilize in building the socialist economy at the time. ‘Remodeling Hero’ who expanded the model to strive for as the ideal ‘Communist man’ were also one of the leading representative of the ‘Hero Politics.’ Such positive experience within the Kim Il-Sung era fixated and developed the ‘Hero Politics’ in North Korea. The Kim Jong-Il era put forth the ‘military first’ policy for building of a strong and prosperous state as the regime goal and required all North Koreans to become ‘heroes’ themselves with a mind like that of a revolutionary solider. Witnessing the fall of socialism along with extreme economic crisis, the Kim Jong-Il regime put forth ‘Guarding the Leader Association Hero’ as a model, which had the entire society to mobilize around Kim Jong-Il at the core. The regime actively promoted the past ‘heroes’ and created new types according to the ‘military first’ policy to protect the system. The regime has also expanded and promoted this new type of ‘hero’ to solve the direst crises of famine and electricity causing the rapid downsizing of the population. However, the collapse of food distribution capacity, lack of resource and birth of underground markets made it difficult for the ‘Hero Politics’ to expand further. The regime was only able to perform limited mobilization with the military at the core and this eventually led the devaluing of the status of a ‘hero’ in the North Korean society. Kim Jong-Un set forth the construction of a strong and prosperous nation and enhancing the people’s aspect of life the goal of his regime. Kim Jong-Un’s regime is practicing the ‘Hero Politics’ actively by again mass producing ‘heroes’ like from the old times of ‘Cheonlima’ age and the 1970’s. The economic depression and the exclusion from other states which started from 1970’s are two biggest threats to Kim Jong-Un. At this time and age, it is important for the regime to have the ‘hero’ narrative as a ruling strategy so to mobilize people and earn their trust in order to maintain and continue the regime. Therefore, North Korea is continuing its ‘hero-craze’ as new types of heroes such as ‘Nuclear Missile Hero’, ‘Physical Hero’, ‘Building Hero’ are born. However, since the lives of the people have become to be dependent no longer on the state but rather themselves, such ‘heroes’ are no longer a respected model for the people to aspire to be anymore. As the above, the research found few characteristics of the North Korean ‘Hero Politics’ by observing and tracing the heroes of each eras. First, in the early days of North Korea, such ‘heroes’ were born voluntarily in a ‘bottom to top’ way as the main agents of revolution. It is possible that the birth of a public hero was a voluntary choice for the people for at the time, it was a people-ruled dictatorship. Therefore, the governing regime was not solely responsible for creating such ‘heroes’ who were workers and farmers as a strategy. However, as North Korea adopted the ‘Supreme Leader-Successor System,’ the ‘Hero Politics’ began to mutilate into a ‘top to bottom’ strategy. As the narrative set the ‘hero’ beneath the mercy of the political leader, to which the hero would swear his loyalty out of gratitude, the regime made the narrative of a ‘hero’ to be centered around the political leader. The loyalty of the ‘hero’ to his state eventually became a dire loyalty to the leader and the political party. Therefore, throughout the three generations of the Kim regime, the ‘hero’ narrative was changed from a voluntary decision to a ruling strategy through coercion or a forced agreement from the people. Second, the relationship between the public and the ‘hero’ has and is changing. The ‘heroes’ of wartimes and ‘Cheonlima’ age definitely gained the respect from the North Koreans. The value of ‘heroes’ and the importance of a ‘Hero Politics’ grew ever strong as the regime faced bigger crises. At the same time, meanwhile the ‘bottom to top’ voluntary birth of a ‘hero’ from the people have decreased and the ‘hero’ status was devalued. Third, the conditions to qualify as a ‘hero’ changed as the regime held different leaders. Until the establishment of a ‘Suryong(Supreme Leader) System’ the love and devotion for a state of a ‘hero’ was important. However, after the establishment, the conditions for a ‘hero’ was limited to his loyalty to the great leader. The qualifications for a ‘hero’ continued to change, as during the economic revival age was the production innovation while during an economic depression it was self-rehabilitation, and currently, as the regime emphasizes scientific technology policies, the narrative of a ‘hero’ has changed to someone who possesses the ability and the knowledge for such scientific technology. In conclusion, the research found out that North Korea has continuously institutionalized the ‘Hero Politics’ during the process of it building and maintaining the North Korean style of a socialist state. The research discovered that the mindset of ownership and collectivisms towards one’s state, along with the loyalty towards the great leader as a ‘hero’ themselves, were what kept the North Koreans within their state, delivering them from any rebellions and overcoming crises while maintaining the regime and the system. Of course, the support of the North Koreans towards their regime and leader during Kim Jong-Il era has weakened, and the aspiration to be a ‘hero’ has decreased. Yet, there is a prospect that the ‘Hero Politics’ will continue to thrive regardless of what decision the Kim Jong-Un regime will make in North Korea. If they insist on the planned economy, the only trusted agent would be the public, which means that the regime must continue its ‘Hero Politics.’ In this age, as the revolutionary passion for most people has vanished and many are striving for the betterment of everyone’s benefits, the ‘Hero Politics’ will become ever more useful as it guards itself closely with patriotism and loyalty. On the other hand, if the regime chooses the market economy, it would also require a new type of a ‘hero’ as the exemplary model.-
