The Unheeded Future Investment

Abstract

The world is changing fast due to continuous developments in science, technology and innovation (STI) and research and experimental development (R&D) which evidently connotes the continuous need for building scientific human resource that can drive this continuous development. Effective engagement of female’s that constitute almost half of the population of the world in this major driving force will also be triple investment for achieving sustainable developments in STI and R&D. Hence, this requires planting a policy and legal shield that can ‘catch up’ and ‘lead’ the continuously changing scientific path and its human resource development aspects by taking into consideration its gender perspective. However, in Ethiopia the gender perspective is weakly assimilated and implanted into the R&D and innovation milieu; and females are underrepresented in R&D careers. Besides, providing a policy and legal shield for guiding women’s career development, solving underrepresentation issues, and ensuring human-security in regards to empowerment in R&D and innovation activities has not been fully achieved, even though, various actions has been undertaken to protect the rights of women in other economic and socio-political aspects through legislations and policies. This research therefore analyzes the effectiveness of the policy and legal shield in guiding the career paths and underrepresentation issues of Ethiopian women researchers and innovators. As well, the paper intends to examine the effectiveness of the established systems and actions in protecting their human-security Vis a Vis empowerment right. Through a thorough study of the primary and the secondary data gathered, this paper argues that the role of policy and legal protection in guiding women’s career development, in solving underrepresentation issues, and ensuring their human-security in regards to empowerment in R&D and innovation activities is neglected; besides the existing policy and legal shield is not-proactive and inefficacious to do so. Yet, legal and policy protection of women researchers and innovators rights require states to undertake gender responsive actions not only to enhance their participation, overcome current challenges and make the protection framework proactive enough to accommodate future challenges but also to protect their human-security and to discharge the responsibility to protect their human-security especially in regards to empowerment.;세계는 과학, 기술, 기술 혁신(STI)과 연구 개발(R&D)의 지속적인 발달로 인해 빠르게 변화하고 있으며, 이는 이러한 지속적인 발전을 이끌 수 있는 과학 인적 자원의 구축 필요성을 분명히 내포하고 있다. 이 주 요 추진력에서 국가 인구의 거의 절반을 차지하는 여성의 효과적인 참여는 STI와 R&D에서 지속 가능한 발전을 이루기 위한 세 배의 투자가 될 것이다. 따라서, 이것은 성별 관점을 고려하여 지속적으로 변화하는 과학 경로와 인적 자원 개발 측면을 '조작'하고 '리딩'할 수 있는 정책과 법적 보호막을 마련할 것을 요구한다. 그러나 에티오피아에서는 성별 관점이 미약하게 동화되고 R&D 환경에 이식되며 혁신 환경에는 여성이 R&D 경력과 활동에서 충분히 대표되지 않는다. 게다가 여성의 진로 개발을 안내하고, 불충분한 묘사 문제를 해결하며, 여성의 R&D 및 혁신 활동에 대한 권한 부여와 관련한 인간의 안전을 보장하기 위한 정책과 법적 보호 장치를 제공하는 것은 비록 다양한 계획들이 충분히 달성되지 않았고, 비록 달성되지 않았다. 국가 및 채택된 국제법과 정책을 통해 다른 경제적 및 사회 정치적인 측면에서 동등한 이익을 보장하는 견해. 따라서 이연구는 에티오피아의 여성연구원 그리고 혁신자들의 진로 안내 및 불충분한 묘사 이슈에 대한 정책과 법적 보호의 효과를 분석합니다. 또한, 이 논문은 인간 안전을 보호하기 위해 확립된 체계 과 조치의 효과를 조사하고자 한다. 본 논문은 수집된 1차적 자료와 2차적 자료에 대한 철저한 연구를 통해 여성의 경력 개발을 이끄는 정책과 법적 보호의 역할을 주장하고, 불충분한 묘사 문제를 해결하고 R&D 및 혁신 활동의 권한 부여와 관련된 인력 보안을 유지하는 것은 무 시됩니다; 게다가 기존 정책과 법적 방패는 적극적이지 않고 비효율적이다. 그러나 여성 연구자와 혁신자의 권리에 대한 법적, 정책적 보호는 각 주들이 참여도를 높이고, 현재의 도전을 극복하며, 미래의 도전을 수용할 수 있을 만큼 충분히 능동적으로 보호프레임워크를 만들고, 또한 그들의 휴먼보안을 이행하도록 요구한다, 특히 권한 부여와 관련하여 인간의 안전을 보호해야 할 책임을 이행해야 한다.
