Abstract
Civil service is the most important Government mechanism which generates policies, rules and laws for the entire country which affects the daily life of the population. Thus, it is critical to make sure that there is an equal representation of men and women at the decision-making positions of civil services. Civil service without equal representation, will create outcomes and decision that are unfair, exclusive, and will inevitably leads to negative consequences and damages to society beyond many years. This study analyses the challenges that are blocking the way of women working in civil service. It aims to find out individual barriers, organizational barriers, and barriers that women face day to day during work. Moreover, this study examines the satisfaction survey for government support in career development. Under the objectives of this study, the research analyzed the 80 civil servants including 60 females and 20 males from different ministries in Myanmar. The respondents have at least 4 years of work experiences and they are from different positions and different ministries. The questionnaire was introduced during the in-depth interviews with the respondents. The result suggests that in trying to achieve the gender equality in the decision-making levels of civil service and to effectively develop a woman’s career in civil service, the government’s support indeed plays a significant role. Additionally, the result shows that women have been derived from the top positions due to their family obligations, responsibilities and lack of higher education. Furthermore, this study gathers information on the day to day challenges that are faced by women at their workplaces and recommend that English training for civil servants, extension days for casual leave, transparent and fair transfers system and government’s support/attentions are needed for women to reduce their obstacles in real life. ;공공 업무는 국민의 일상 생활에 영향을 미치는 국가 전반의 정책, 규칙 및 법률을 제정하는 정부 메커니즘의 가장 중요한 부분이다. 이때 공무원의 의사 결정에 있어서 남성과 여성이 동등하게 의사를 표현할 수 있어야 한다. 동등한 의사 표현이 부재한다면, 공공 업무에 의해 생산된 결과는 평등하지 못할 것이며 이는 수년에 걸쳐 불가피하게 사회적으로 큰 영향과 피해를 끼칠 것이다. 본 연구는 여성 공무원들의 발전을 가로막는 문제들에 대해 분석하고자 한다. 이는 그들의 업무와 관련된 개인적이고 조직적인 장벽 및 일상적인 문제를 찾는 것을 목적으로 한다. 또한, 본 연구에서는 직업 개발에 있어 정부 지원에 대한 설문 조사를 수행했다. 이와 같은 목적 아래 연구자는 미얀마의 서로 다른 부처에 속한 여성 60명과 남성 20명을 포함해 공무원 80명을 분석하였다. 응답자는 최소 4년 이상의 근무 경험을 가지고 있으며 각기 다른 부처에서 다양한 직책을 가지고 있다. 응답자와의 심층 인터뷰에서는 두 가지 설문이 제시되었다. 본 연구에서는 고등 교육의 부족, 가족에 대한 의무와 책임 및 정부 지원의 부족으로 인해 여성이 높은 지위를 얻는 것에 한계가 있어왔다는 것을 보여주고 직장에서 여성이 날마다 겪는 다양한 어려움들이 무엇인지 파악하고자 하였다. 이와 같은 연구 결과를 바탕으로 공무원의 의사 결정에 있어 성평등을 달성하고 여성 공무원의 경력을 효과적으로 개발하기 위한 노력에 정부의 지원이 중요한 역할을 한다는 것을 결론으로 제시한다.
