Abstract
본 연구는 신라의 감찰 기능을 담당한 각 관부의 설치배경과 구조, 특징을 드러내고자 한 것이다. 신라에서 감찰 기능을 수행하는 관부는 중앙행정관부 소속의 사정부, 지방관직에 속하는 외사정, 내성 관하에 속하는 내사정전으로 이루어져 있다. 사정부는 진흥왕 5년(544)에 처음으로 卿 2명이 설치되었다. 이는 진흥왕대 본격적으로 중앙 관제가 분화, 팽창하는 상황에 대응된 것이었다. 이후 태종 무열왕 6년(659)에 령이 설치되면서 관부가 완비된다. 사정부가 태종 무열왕 시기에 부서로서 완비되는 배경은 전쟁으로 인한 국가적 긴장의 강화이다. 이 시기에는 왕을 중심으로 하여 국가의 기강을 바로잡는 것이 중요했기 때문이다. 외사정은 문무왕 13년(673)에 설치된 지방감찰관으로, 해당 지방 단위에 따라 2명, 1명씩 설치되었던 당의 지방감찰관인 錄事參軍事와 主簿를 본따 설치된 것으로 보았다. 외사정 설치 배경은 문무왕대 나당 전쟁의 과정에서 새롭게 편입된 지역에 대해 조세, 역역, 율령의 적용이 중요해진 상황과 관련이 있다. 외사정은 지방에 상주하면서 이를 담당하는 촌주, 재지세력을 감찰하는 관리로 설치되었다. 내사정전은 경덕왕 5년(746)에 설치된 내성 산하의 감찰관부이다. 내사정전의 설치 배경은 8세기 신라와 중국·일본과의 교류가 활발해짐에 따라 왕실 관부가 증치되면서, 이들을 관리하기 위해 설치된 것이었다. 신라의 司正 기구들은 당과 고려의 제도와의 비교를 통해 그 특징을 분석할 수 있었다. 먼저 당 어사대와 신라 사정부를 비교하였다. 사정부에는 감찰업무에 관해 실질적인 사무를 담당했을 것으로 생각되는 史가 상당히 많은 점을 파악할 수 있었다. 또한 佐 관직의 존재를 통해 사정부는 관리의 감찰 뿐 아니라 관련된 형정을 이방부와 협의하여 담당했을 것으로 보았다. 외사정은 당과 고려의 녹사참군사와 비교되었다. 외사정은 설치 양상은 당과 유사했으나, 지방관의 기능은 고려와 유사했음을 확인하였다. 내사정전은 신라 특유의 감찰기구로, 당과 고려의 궁내 감찰기구와 비교되었다. 내사정전의 감찰의 범위는 당의 궁관보다는 더 넓었을 것으로 생각된다. 신라 사정 기구와 고려 제도의 연결성은 다음과 같다. 다만, 신라의 사정부는 경덕왕대 숙정대로 개칭되었고, 고려 초에 사헌대가 존재했다는 것으로 보아 제도의 연결성을 짐작해볼 수 있다. 외사정의 경우, 신라 하대에 녹사참군의 존재가 확인되므로, 연결성을 짐작해볼 수 있다. 내사정전은 고려 내봉성으로 이어지며, 8세기 신라 상황에 따라 설치된 감찰 관부이다.;ABSTRACT The purpose of this study was to explore the background of establishiment, structures, and characteristics of each government office in charge of the inspection function in Silla(新羅). In Silla, government office that performed the inspection function consisted of Sa-jeong-bu(司正府) affiliated with the central administrative office, Oe-sa-jeong(外司正) affiliated with the local administrative office, and Nae-sa-jeong-jeon(內司正典) affiliated with the inner-city office. As for Sa-jeong-bu, two Gyeong(卿) were installed for the first time In the 5th year of King Jin-heung(眞興王) (544). Sa-jeong-bu corresponded to the differentiation and expansion of the central control system in earnest in the King Jin-heung. Afterwards, the installation of Ryeong(令) in the 6th year of King Tae-jong Mu-yeol(太宗 武烈王) (659) completed the installation of government office. The background of the completion of government office as a department in the period of King Tae-jong Mu-yeol was the acceleration of the national tensions caused by the war; it was important to tighten discipline of the nation under the command of the king. Oe-sa-jeong was a local inspection office installed in the 13th year of King Mun-mu(文武王) (673), which was considered to follow the structure of Nok-sa-cham-gun-sa(錄事參軍事) and jubu(主簿), the local inspection office of Tang, with one or two persons were arranged according to the local unit. The background of establishing Oe-sa-jeong was related to the situation where the application of taxes, military obligations, and ordinances became important for the newly incorporated areas in the process of the Na-dang war in the period of King Mun-mu, Therefore, It was installed as village-head living in the local area and supervisors to inspect the local power. Nae-sa-jeong-jeon was the inspection office affiliated with the inner-city office installed in the 5th year of King Kyeong-deok(景德王) (746). The background for establishing Nae-sa-jeong-jeon was to manage the growth of the loyal office in accordance of the increased trades among Silla, China, and Japan in the 8th century. The characteristics of the Sa-jeong(司正) institutions of Silla were compared to the systems of Tang and Go-ryeo. First, Eo-sa-dae in Tang and Sa-jeong-bu in Silla were compared. It is understood that Sa-jeong-bu had a substantial number 史 who presumably were responsible for practical office works of the inspection task. Also, the existence of the Jwa(佐) position demonstrated that Sa-jeong-bu was in charge of the penal administration after consultation with Yi-bang-bu(理方府) as well as the inspection of officials. Oe-sa-jeong was compared with Nok-sa-cham-gun-sa in Tang and Go-ryeo. Its establishment was similar to Tang, while its function was similar to Go-ryeo. Nae-sa-jeong-jeon was the inspection institution unique to Silla, which was compared with the loyal inspection institution in Tang and Go-ryeo. Although it had a particularly similar structure to the inspection institution belonging to the Tang palace, it had more diverse functions. The relevance between the Sa-jeong institution in Silla and the Go-ryeo system is as follows. Nevertheless, given that Sa-jeong-bu in Silla was renamed as Suk-jeong-dae in the period of King Kyeong-deok and that Sa-heon-jae existed in the early Go-ryeo Dynasty implies the relevance of these systems. The confirmation of the presence of Nok-sa-cahm-gun in the late Silla Dynasty reveals its relevance. Nae-sa-jeong-jeon was develop into Nae-bong-sung in Go-ryeo, and It is an inspection official who was established due to the Silla situation in the 8th century.
