The first Monte di Pietà was built in the 15th century when the usury grew in popularity which had long been regarded as a mortal sin. The Monte di Pietà is an institutional pawnbroker which accepts deposits from government or individuals and lends money at a low interest rate of approximately 5 percent to the poor who need money. Since the first establishment of Monte di Pietà in Perugia in 1462, the Monte di Pietà had spread out throughout Italy, then it had been distributed to France, Spain, and Mexico, etc., and some are still in operation today. The Monte di Pietà is an important institution that reflects the contemporary society. The Monte di Pietà was a charitable institution trying to solve the problem of poverty, and a financial institution that received money and usury. In addition, it was a religious institution in the way that Franciscan Order took the lead in its establishment, and it was approved by the Council. Above all, in terms that the Monte di Pietà, which received usury, had spread out throughout Italy and operated, the Monte di Pietà shows how people perceived usury. Florence, among many regions, was an exceptional case that experienced the difficulty of establishing the Monte di Pietà. In particular, it is noteworthy that changes of perception about usury appeared in the process of establishment. There were two attempts at establishing the Monte di Pietà in Florence in 1473 and 1488. All attempts, however, failed because of the usury of Monte di Pietà. Since the perception about usury of the Dominican order gradually changed, and all of the failure factors were resolved, Monte di Pietà in Florence could be finally built in 1495. The goal of this research is to trace the changes of mentality(Mentalités) about usury. In the western European society of the Middle Ages, usury should not be exchanged. The usury was illegal because it meant buying and selling time that only God can have. Also, the usury should not be granted to the same people based on the Bible. However, as usury transaction increased due to the commercial revolution of the 11th and 12th centuries, the church tried to convict the usury. From the 13th century, the church gradually started to compromise with the reality, subdivided the usury and partially justified it. In 1515, the Council officially approved the Monte di Pietà and the usury received by the Monte di Pietà was recognized as legitimate. In other words, the church, which regarded all types of usury as a mortal sin, gradually gave shape to the usury and recognized the necessity of it. This research investigates the change of mentality about usury through Monte di Pietà. However, considering the mentality changes slowly as structure or geography does in history, it is hard to see that the perception about usury had changed at once because of the Monte di Pietà. The change of mentality about usury has come gradually, and the process of establishing the Monte di Pietà in Florence is an important case that shows such change.-
