Abstract
East Asian countries have seen profound economic growth. Despite significant differences between the sub-regions of Northeast and Southeast Asia, there has been a generalized perception of East Asian development as strong state-led economies with emphasis given to industrial urban-based growth. The East Asian region has also been recognized for its equitable growth that lifted a large number of the population out of poverty. This growth in rural areas has most often been credited to Northeast Asian land reform policies and overall agricultural investment for a Green Revolution by East Asian states. Studies on rural development programs within the region have been fairly diverse with case-specific perspectives, rather than in accordance with a unified conceptualization of what it means to have successful rural development. This thesis attempts to address that gap by evaluating two cases, one from each sub-region, namely the Saemaul Undong of South Korea from Northeast Asia and the Federal Land Development Authority (FELDA) of Malaysia from Southeast Asia. The Saemaul Undong of South Korea was a social mobilization campaign meant to encourage nationwide participation in rural development projects. On the other hand, Malaysia utilized FELDA, a large-scale land development program, aimed at creating a plantation-style smallholder community by ‘settling’ undeveloped jungle land. Despite these differences, both the Saemaul Undong of South Korea and FELDA of Malaysia has also received significant attention for their success. The problem, however, is that ‘success’ in the study of rural development programs has mostly been a subjective endeavor. Thus this thesis aims to determine the degree to which the Saemaul Undong and FELDA can be considered successful. It will assess the programs’ governance structure, implementation process, and outcome through three approaches within the contemporary discourse of development: 1) the neoliberal approach, as this is the favored development paradigm of the West and international development institutions such as the World Bank and the International Monetary Fund (IMF), 2) the developmental state approach, as it is the dominant understanding of development for East Asia, and 3) the human-centered approach, which has increasingly become the norm when discussing development. What this study reveals is that the significant divergence in underlying conditions resulted in different administrative structures and implementation process being shaped and utilized for the Saemaul Undong and FELDA. Nevertheless, they do share similar conceptualizations of measurements of success and good governance practices from all three perspectives, as well as weaknesses and challenges. Therefore these strength and weaknesses allow this thesis to identify an East Asian conceptualization of successful rural development based on an emphasis on government capacity, grassroots participation, a shared mentality for national development and an emphasis on building human capital. Similarly, the East Asian rural communities continue to face challenges of increasing debt, high rates of outmigration and an inability to remain sustainable without government support.;지난 날 동아시아 국가들은 고도의 경제 성장을 이루었다. 동북아시아와 동남아시아 간 큰 차이에 불구하고, 동아시아의 개발은 전반적으로 강력한 국가주도의 도시산업 위주의 경제 성장이라는 인식이 보편적이었다. 특히 동아시아 지역의 경제성장은 평등하게 이루어져 상당한 수의 인구를 빈곤에서 벗어나게 했다고 인정 받는다. 많은 연구에서 이러한 농촌지역의 성장동력을 주로 동북아시아 토지개혁정책과 동아시아의 녹색혁명(Green Revolution)에서 찾았다. 그러나 농촌 개발 프로그램에 대한 연구는 대부분 성공한 농촌 개발이란 무엇인지 공통되게 개념화하기보다는 단편적인 사례에 집중하여 많이 이루어져왔다. 따라서 본 논문은 동북아시아 사례로 대한민국의 새마을 운동과 동남아시아의 사례로 말레이시아의 Federal Land Development Authority(FELDA)를 분석하여 이 문제를 다루고자 한다. 한국의 새마을 운동은 사회동원캠페인으로 농촌개발사업에 국가적인 참여를 유도하는 것이 목적이었던 반면, 말레이시아는 FELDA를 통해 미개발 밀림지역을 ‘정리’하여 대농장 형태의 소규모 자작농 공동체를 형성하는 식의 대규모 토지개발사업을 진행하였다. 이 두 사례 간의 차이에도 불구하고 한국 새마을 운동과 말레이시아 FELDA의 성공은 각광을 받았다. 다만, 과연 농촌개발사업에 관련한 연구에서 ‘성공’의 규정은 주관적으로만 시도되었다. 따라서 본 논문은 새마을 운동과 FELDA가 어느 정도로 성공하였는지 분석하고자 한다. 그 방법으로 각 사업의 거버넌스 구조, 이행 과정 및 결과를 현 개발 담론 중, 1) 신자유주의 접근법, 신자유주의 접근법은 서방의 개발패러다임으로써 세계 개발기구중 하나인 IMF에서도 쓰이는 패러다임이며2) 개발주의 접근법, 동아시아에서도 주된 개발 패러다임이다 및 3) 인간중심 접근법, 개발 패러다임의 논의에서 갈수록 규범으로 받아들여지고 있다. 이 3 가지 방법으로 접근한다. 그리고, 본 연구가 새마을운동과 FELDA간의 관리구조의 체계와 이행 체계의 차이점들을 분석하였다. 본 논문은 기저의 조건들이 각기 다르다 하더라도, 3가지 접근법 모두 성공과 좋은 거버넌스(good governance)의 척도에 대하여 비슷한 개념을 공유하며, 또한 비슷한 약점과 한계를 지니고 있음을 보이고자 한다. 따라서, 본 논문에서 공통의 강점과 한계를 다루어 이를 통해 정부역량, 대중 참여 국가개발에 대한 집단사고 및 인적 자본 구축에 주안을 두는 동아시아에서 성공적 농촌개발을 개념화 하고자 한다. 이와 비슷하게 동아시아의 농촌지역은 부채 증가, 인구유출, 정부지원에 대한 높은 의존도라는 공통의 문제를 여전히 안고 있다.
