EXAMINING YOUTH EMPLOYMENT POLICIES IN CAMEROON FROM PERSPECTIVES OF INTERNATIONAL STANDARDS

Abstract

청년 실업은 매우 심각하여 세계 대부분의 국가에 영향을 끼쳤다. 연구 대상 국가인 카메룬 역시 청년 실업이 큰 사회 문제로 대두되었다. 특히, 청년 실업의 영향은 카메룬의 청년 고용 정책을 국제 표준의 관점에서 검토할 필요성이 요구되었다. 이 연구의 목적은 국제기구, 특히 국제 노동기구 (International Labour Organization)의 기준을 통해 카메룬의 청년 고용 정책이 청년 실업 문제를 해결하는 데 얼마나 도움이 되었는지를 설명하는 데에 있다. 따라서 본 연구는 카메룬에서의 청년 고용 정책과 ILO의 청년 고용 정책의 비교사회복지정책 분석하였다. 분석결과, 카메룬 정부가 국제기구의 기준을 따르는 것을 목표로 삼은 것은 사실이지만 카메룬 고용 정책의 효율성과 이행률에 있어 ILO 기준과 비교할 때 카메룬 정부는 노동 시장 경제. 국제 표준에 따른 노동 시장은 품위 있고 생산적인 노동 조건, 동등한 권리 행사 기회, 시민에게 창업 기회 창출 기회, 교육, 인턴쉽, 도제 및 직업 훈련을 통해 청년에게 제공되는 근로자의 기술 훈련 및 개선 능력을 향상시키고자 하였다. 하지만 카메룬의 지배 구조는 부패한 지도자에 의해 주도되어 왔으며, 대부분 청년 실업을 해결하기 위한 고용 정책을 창출하기 위해 할당 된 기금은 적절하게 사용되지 않았거나 관리가 잘못되었다는 것을 도출할 수 있었다. 따라서 본 연구의 결과는 카메룬 정부는 천연 자원이 풍부하여 정부가 잘 관리한다면 청년 고용 정책을 통해 청년 실업 문제를 해결할 수 있음을 시사한다. 또한 카메룬 청소년 고용 정책이 효과적으로 이행되기 위해서는 ILO 및 기타 국제기구가 청년 노동 시장 정책의 조항을 위반하지 않도록 감시기구를 배치 할 수 있어야 한다.;Youth unemployment has become so rampart that it has affected most countries in the world and Cameroon which is my country of study is no exception to this social problem that has affected the society particularly the youthful population. The effects of youth unemployment have provoked my zeal for the topic examining youth employment policies in Cameroon from the perspectives of international standard. The aim of this study is see how effective and efficient youth employment policies in Cameroon via the standards of international organization particularly International Labor Organization has helped to solve the problems of youth unemployment in Cameroon through its policies. This study also explores a comparative approach of youth employment policies in Cameroon to that of ILO. It is true that Cameroon has aimed to follow the standards of the international organization but when comparing the effectiveness and implementation rate of Cameroon employment policies to that of the ILO standard then we realize that Cameroon is lacking in terms of respecting and implementing the ILO standards for labor market economy. The labor market by the international standard has advocated for decent and productive working conditions, equal working right opportunities, entrepreneurial chances be created to its citizens, training and improving skills of workers be offered to youths either through education, internship, apprenticeship, and vocational training. The governing system in Cameroon has been dominated by corrupt leaders, most often funds allocated for the purpose of creating employment policies to solve youth unemployment are not appropriately used or mismanage. Cameroon is very rich with natural resources that if the government manages its well it will solve the problem of youth unemployment through its youth employment policies. For Cameroon youth employment policies to be effectively implemented the ILO and other international bodies could be able to place a monitoring mechanism on them, just so that they will not violate the terms of the youth labor market policies.
