Underdevelopment in El Salvador

Abstract

이 논문의 목적은 국제 무대에서 기존에 발견되었던 발견된 종속성과 같은논의를 뛰어넘어엘 살바도르의 개발에 영향을 미치는 내부 요인들을 설명하는 것이다. 이 논문은 엘 살바도르의 개발이 그 나라의 의존과 경제적 영향에 의해 둔화되었음을 알고 있지만, 엘 살바도르는 거의 반 세기 동안 저개발 국가들의 사악한 지배와 폭력의 악순환에 잠겨 있다. 1980년대이래로 자행된 권력 남용,인권 침해,공직자들의 수백 만달러 규모의노골적인 도둑질과 같은 문제들이수백건의 살인과 수천건의 범죄와 함께 뒤섞여엘 살바도르에서 저질러 졌다, 이중에 단 10%만 처벌을 받고 있다. 모든 사회 계층에 대한 불신이 만연하고 있으며, 국가 공무원 정책의 승인과 창설은 공무원 측의 재선 기회를 살펴봄으로써 정치 개혁의 과정에서 발생합니다. 심지어 3만명 이상의 폭력 조직원들이 야기하는의 불안정함과 좌절조차도, 저개발 국가들을 지속하는 것과 그 반대와 마찬가지로 완벽한 대조를 이룬다. 이 단계에 이르러, 종속성은 라틴 아메리카 국가들의 저개발을 설명하는 데 타당한 선택이 아니고, 정부가 내부적 거버넌스 실패를 복구해 나가야 한다. 외인성 권력을 그만 탓해야 하며 “저개발 국가가 존재하는 것이 아니라 미흡하게 운영되는 국가들이 존재할 뿐이다.”;The purpose of this thesis is to expound on the internal factors affecting development in El Salvador beyond the usually prescribed discourses, such as dependency, found in the international arena. This paper finds out that development in El Salvador has been slowed down not only by dependence and its economic implications in the country but instead, El Salvador has been locked in a vicious circle of underdevelopment, poor governance and violence for nearly half a century. Constant abuses of power, violations of human rights, and blatant thefts of millions of dollars by public officials have been perpetrated since the 1980s. Even though this study mainly examines the last decade, it found out that the symptoms of poor governance are mingled with the hundreds of murders and thousands of crimes committed each year in El Salvador, of which only ten percent has been punished. Impunity prevails in all social strata, and the approval and creation of national public policies occur in the midst of political proselytizing with a look at reelection opportunities on the part of federal officials. Additionally, the destabilization and flailing of the more than 30,000 gang members are the perfect contrast to perpetuate underdevelopment, bad governance, violence and vice versa. At this stage of the game, the dependence is no longer a viable option for the underdevelopment of the Latin American countries‟ justifications. Governments must begin to heal internal failures especially those on governance and stop blaming to exogenous causes because “there are not underdeveloped countries but under-administered ones "(The Great Encyclopedia of Economy 2017).
