Operationalization of Gender Responsive Budgeting in the Philippines

Abstract

Full compliance of all government agencies to the GAD Budget Policy, the gender responsive budgeting initiative of the Philippines, is a concrete evidence of the State’s commitment in achieving gender equality and women’s empowerment. However, despite its operationalization for almost twenty-two years, full compliance has not been fully achieved. Moreover, even with the agencies’ compliance in terms of the submission of their GAD Plans and Budgets, many do not get approval for endorsement due to the poor quality of the identified programs and projects in achieving gender equality goals. This research therefore analyzes the operationalization of the gender responsive budgeting initiative of the Philippines. It specifically explores the factors that facilitates as well as hinders its operationalization by looking into the political and organizational environment as well as external linkages affecting the gender responsive budgeting initiative. Through a thorough study of the primary and secondary data gathered, this paper argues that although the GAD Budget Policy has been institutionalized by way of legal documents such as laws, memorandum, circulars and office orders, challenges in the implementation remain due to weak institutional mechanisms, the limited capacity of the assigned GAD focal persons and the lack of political commitment by agency’s top level management in advancing gender equality and women’s empowerment.;정부기관이 여성개발 예산을 효과적으로 집행하는 데 있어. 필리핀의 성평등 법안은 여성의 지위와 권익향상 실현에 국가의 전적인 개입이 얼마나 중요한지 구체적으로 보여주는 예이다. 그러나 거의 22년간의 시행기간에도 불구하고 성평등 정책과 예산의 완전한 실현은 아직 요원하기만 하다. 게다가 이들 기관이 성평등 계획과 예산에 의거해 제출한 성평등을 이루기 위한 다수의 프로그램과 프로젝트가 수준미달이라는 이유로 승인을 받지 못하고 있다. 그러한 맥락에서 본 연구는 필리핀의 성평등 예산 법안 집행을 분석하려 한다. 특히 성평등 법안의 예산을 집항하는 데 영향을 끼치는 외적 연결점과 함께 정치적 조직적 환경을 들여다봄으로써 집행을 원활하게 하거나 걸림돌이 되는 요인을 살피고자 한다. 그동안 수집한 1차적 데이터데 2차적 데이터의 면밀한 분석을 통해 본 연구는 여성개발 예산정책이 법률,제안서, 회람 그리고 집행을 비롯한 각종 법적서류를 통해 제도화되었음에도 불구하고 집행기관의 구조적인 취약성, 여성개발 담당인력의 미비한 능력 그리고 성평등과 여성권익향상을 담당한 기관의 최고위 간부들의 미온적인 정치참여로로 인해 어떻게 제한되고 있는지 들여다 볼 것이다.
