Intelligence Cycle and Intelligence Failure

Abstract

최근 정보실패에 대한 높은 관심과 활발한 논의에도 불구하고, 이에 대한 개념 확립이 부족하다. 또한, 기존 연구는 대부분 역사적 사례를 중심으로 두 사례를 비교분석하거나 한 사례를 중심으로 이에 해당되는 실패요인을 설명하는데 그친다. 본 논문은 미국의 주요 정보실패 사례들을 통합적으로 묶어 정보실패의 유형과 요인에 따른 정보 패러다임의 변화를 분석한다. 본 논문은 국가정보학에서 사용하는 정보순환단계를 기본 틀로 사용한다. 이를 수집, 분석, 보고, 결정으로 구분한 뒤 각 단계에서 정보실패요인을 이에 대입하여 수집과 분석 단계를 기술적 차원, 보고와 결정 단계를 정치적 차원으로 구분한다. 기술적 차원은 일차적으로 자료의 신빙성과 접근의 한계 등 정보를 수집하는 단계, 그리고 충분한 정보를 확보했음에도 분석관의 오류로 인한 분석이 실패한 경우다. 정치적 차원은 수집과 분석을 정확히 이룬 후 보고와 결정 단계에서 발생하는 정보실패를 말한다. 즉, 정보기관이 정보사용자 혹은 정책결정자의 선호에 맞게 분석 보고서를 작성하여 보고하거나, 부처 이기주의로 정보 공유가 활발히 이루지지 않아 발생하는 문제, 혹은 정보기관의 정확한 정보 보고에도 불구하고 정보사용자의 인지적 오류로 인한 정보실패다. 본 논문은 정보실패요인을 기술적 차원과 정치적 차원으로 구분한 후, 다른 변수로 정규전과 비정규전을 대입하여 정보실패 사례들을 분류한다. 본 연구에서 다루는 유형은 정치적 차원에서 실패한 정규전 사례와 기술적 차원에서 실패한 비정규전 사례이다. 이를 통해, 전투수행방식이 주로 정규전에서 비정규전으로 변함과 동시에 정보실패요인도 정치적 차원에서 기술적 차원으로 변화하고 있음을 분석하였다. 이는 급격히 변하는 현대사회의 다양한 요소들로 인해 정보 패러다임도 변한다는 것을 유추할 수 있다. 이러한 맥락에서 본 연구는 정보실패의 변화를 분석하여 정보 패러다임에 변화를 찾는 데 의미가 있다.;The purpose of this study is to analyze changes in intelligence paradigm by looking at American major intelligence failure cases. Numerous studies were made to define intelligence, intelligence failure and its relation. However, definition of intelligence and intelligence failure is still controversial in that the range and types of intelligence gradually change over time. Considering the fact that most scholars agree in the inevitable trait of intelligence failure and also the changes in intelligence paradigm, this thesis analyzes the causes of intelligence failure in intelligence cycle and adopt major intelligence failure cases into the types of failure. First, this thesis reviews intelligence cycle and reframe it into four steps; collection, analysis, presentation, and decision. Then, the causes of intelligence failure are reviewed in each steps of the intelligence cycle which makes two levels of intelligence failure; technical level and political level. Failure in technical level is the failure in collection and analysis step, while failure in political level is the failure in presentation and decision step. With two broad levels of intelligence failure, the cases are divided by the types of warfare; regular or irregular warfare. From the analyzed cases in the framework, two types, out of four, were critical in intelligence changes. Several decades ago, when war between two or more countries were the most means of conflict, intelligence failure occurred in political level. On the other hand, as terror and other irregular warfare replaced the regular warfare, surprise attacks of intelligence failure caused in technical level. To conclude, this study points out the change in intelligence paradigm by analyzing the causes and types of intelligence failure and its major cases.
