정책 휴리스틱 효과

Abstract

본 연구의 목적은 그동안 꾸준히 보수 교육감만을 뽑아온 지역에서 어떻게, 왜 진보 교육감이 당선될 수 있었는지 2014년 교육감 선거에서 유권자의 투표 행태를 분석하는 것에 있다. 교육감 선거는 비정당인 선거이다. 따라서 정당 정보는 없지만, 유권자들은 언론 보도나 후보자의 캠페인을 통해 후보자의 이념 성향을 최소한의 정보로서 알 수 있다. 그동안 정당 선호를 기반으로 투표를 해온 경험과 정당 선호와 이념의 상관성이 높다는 점을 감안하면, 교육감 선거에서도 이념에 일치하는 투표 행태가 보여질 것이라는 것이 기존 통념이다. 하지만 2014년 교육감 선거 결과는 기존 통념만으로 설명되기에 부족한 측면이 있다. 첫 번째 가설에서 후보자의 이념 정보 외에 정책 및 공약이 후보자 판단 근거가 될 수 있는 가능성을 통해 정책을 가장 중요하게 생각하는 유권자들과 진보 교육감 지지 사이의 상관관계를 검증하고자 한다. 무상 급식 정책과 학생 안전 정책을 통해 진보 교육감이 당선될 수 있었던 요인을 파악할 것이다. 또한 진보 교육감의 무상 프레임이 저소득층으로부터 지지를 받을 수 있는 기반이 될 수 있다는 점에서 소득과 진보 교육감 지지 사이에 상관성이 있다는 것을 밝힐 것이다. 주요 선거에서 보여진 저소득층이 보수 정당인 새누리당을 지지하는 계급배반투표 현상과 달리, 특정 이슈가 중심이 되는 선거에서는 자신의 이익에 부합하여 투표하는 계급 정합적 투표가 발생한다는 관점에서 가설 검증의 의미가 있다.;The purpose of this study is to analyze voting behaviors in the 2014 non-partisan superintendent election in Korea in terms of heuristics. In particular, this study focuses on voter choices in specific areas where progressive superintendents were elected in 2014 despite their long-standing preference for conservative superintendents. Previous studies on the relevant issue tend to focus on the relationship between party-heuristic and voter choices. However, this study demonstrates that voters who considered policies and pledges the most important factor were in favor of the progressive superintendents. Such correlation is explained by examining a free school meal policy and a student safety pledge of the progressive superintendents. They had issue-ownership on the free school meal and made the student safety pledges a top priority compared to conservative superintendents after the Sewol ferry disaster, which killed over 300 students.
