Challenges of Green Growth

Abstract

Recently, developing countries as well as developed countries are advocating green growth as the path to achieve economic growth environmentally sustainable. This thesis investigates challenges of green growth with regard to its feasibility. The study shows that green industrial policy is an indispensable tool for realizing green growth but it entails risks of government failure and trade restrictions on account of its inherent features. Green growth calls for industrial policies to correct market failure, i.e. environmental externalities and to foster national competitiveness for economic development. In other words, government intervention is strongly needed, at least in the early stages of green growth or in the short term, for promoting structural transformation and accelerating technology innovation. However, government policy to support certain companies in selective green industrial sectors may fail to achieve its goals or be subject to trade sanctions. This thesis is to conduct empirical analysis of those risks by examining China’s green growth path and outcomes at the national and international levels. China is now placing great importance on structural reform and moving towards green growth in order to deal with economic slowdown and environmental issues proactively. Accordingly, the Chinese government has specified the Strategic Emerging Industries and deployed a wide variety of policies to support those targeted industries. Some progress has been made in that Chinese products of renewable energy sectors became cost competitive in the world considerably in the short term. However, they gave rise to excess capacity in solar PV and wind power sectors, which led to price wars, low profit margins and the consequent poor qualities. This involves government failure in that top-down approaches resulted in inefficient allocation of resources by making companies rely on rent-seeking rather than developing new technologies. Moreover, green industrial policies in China have impact on the global market with price slump, which increases trade tensions with trading partners. China was accused of sector-targeted subsidy programs through WTO dispute settlement and domestic trade remedies. In particular, local content subsidies for domestic green industries were in outright violation of the SCM Agreement as protectionist measures. To sum up, green industrial policies are more likely to be inconsistent with multilateral trade rules. Thus, outcomes of Chinese green growth path present the risks of green industrial policy which may impede green growth.;녹색성장은 최근 선진국뿐만 아니라 개도국에서도 지속 가능한 친환경 경제성장 패러다임으로서 주목 받고 있다. 본 연구는 이러한 녹색성장의 실현을 가로막는 장애요인을 분석하였다. 그 결과 녹색산업정책은 녹색성장을 추진하기 위한 긴요한 정책수단이지만, 내재적 특성으로 인해 정부실패 및 무역규제를 초래할 수 있음을 보여주었다. 정부는 부정적 외부효과인 환경오염 즉 시장실패를 해결하고 동시에 자국의 경제를 성장시키기 위하여 다양한 산업정책을 도입한다. 다시 말해 기존의 산업 구조를 재편하고 국가의 신성장동력이 될 기술을 혁신하기 위해서는 최소 초기단계에 혹은 단기적으로는 정부의 개입이 강력히 요구된다. 그러나 정부가 주도하여 녹색산업을 계획적으로 선정하고 관련 특정기업을 집중 육성하는 것이 오히려 효율적인 자원의 배분을 저해하거나 국제무역규범의 제재를 받을 수도 있다. 본 연구는 중국 녹색성장의 방향과 정책 결과 및 파급효과를 분석함으로써 위와 같은 리스크를 실증적으로 밝히고자 한다. 중국은 최근 대두되는 성장 둔화와 환경 문제를 해결하기 위해 제 12차 5개년 계획을 기점으로 기존의 성장방식을 수정하고, 새로운 국가발전전략으로서 녹색성장을 표방하고 있다. 이에 따라 중국정부는 7대 전략산업을 지정하고 보조금을 포함한 각종 지원책을 집행함으로써 중국기업들이 비교적 단기간에 신재생에너지 분야에서 세계적 가격경쟁력을 확보하는 데 일조하였다. 하지만 중국정부가 적극 육성해 온 풍력발전, 태양광발전 산업 등은 공급과잉을 초래하여 제조업체들의 과당경쟁과 수익악화, 그로 인한 품질저하를 유발하였다. 이는 하향식 접근의 정부개입이 자원을 비효율적으로 배분하고, 기업들이 신기술개발보다 무분별한 보조금에 의존하게 만들었다는 점에서 정부실패를 의미한다. 한편 중국의 녹색산업정책은 세계시장에도 영향을 미쳐 가격급락과 경쟁기업의 고사 등으로 인해 녹색산업 분야의 무역 긴장을 고조시키고 있다. 특히 자국 산업의 경쟁력을 높이기 위해 국내기업에게 우선적으로 보조금을 지급하는 보호주의 정책은 WTO 보조금 분쟁을 불러 일으켰다. 또한 정부가 녹색분야의 기업을 선별하여 특혜를 주는 것은 특정성을 띤다는 점에서 무역분쟁의 소지가 다분하다. 즉, 녹색산업정책은 국제무역규범과 상충하는 부분이 다소 존재하고 있음을 보여준다. 따라서 국가가 녹색성장 목표를 성공적으로 달성하기 위해서는 정부실패 및 무역규제 리스크를 관리하는 것이 주요 과제가 된다.
