지자체 환경교육 프로그램 현황 및 개선 방안

Abstract

This research investigates the environmental education programs in Suwon, the leading city in environmental education among the local governments. We analyzed the programs and offer improvements in using the government standards for environmental education. We performed a survey on the status and actual conditions of the environmental education programs operated by Suwon. We then analyzed the survey within the framework of the national level of environmental education standards. Subjects, facilities, and school levels of Suwon’s system of the environmental education were examined in large and intermediate scales. Results from the analysis of national standard of environmental education system in the large scale showed the highest frequency in the areas with environmental problems, while in contrast the sustainable developing areas had lowest frequency. Although school at different levels define guidance and learning differently, it is not yet being applied. In particular, environmental problems including noise and vibration, toxic chemicals, and sustainable development have been barely addressed. It is crucial that the department for environment education should not only manage the function, performance and outcomes in environmental education, but also be responsible for the right of environmental education from the initial to the final stage. Therefore we strongly propose the development of environment educational programs that contain a variety of contents which are easily accessible and facilitates a professional workforce which is adequately supported. Organizations that engage in environmental education are encouraged to develop specialized environmental education programs that are related to the education of environment change, accidents and disasters also providing integrated curriculums and free semester systems. An education service system that strengthens environment competence, ability, and practice should be provided.;본 연구는 지자체 중 선도적으로 환경교육을 추진하고 있는 수원시를 중심으로 2016년에 추진하고 있는 환경교육 프로그램 현황을 조사하고 국가 수준 환경교육 기준으로 프로그램을 분석하여 그 결과를 토대로 개선방안을 제시하였다. 연구 결과 국가 수준 환경교육 기준 내용 체계의 대영역 중에서 환경문제 영역이 가장 높은 빈도를 보이는 반면 지속가능발전 영역은 빈도가 가장 낮았고 학교급별로 강조하여 지도할 부분이 구분되었으나 실제로는 반영되지 못하고 있었으며, 특히 환경문제중의 소음과 진동, 유해화학물질, 지속가능발전의 국제협력 부분은 거의 다루어지고 있지 않았다. 환경교육이 국가 수준의 환경교육 영역별로 적절하게 운영되기 위해서는 환경교육 전담부서는 각 부서에서 추진하고 있는 환경교육의 운영이나 이행여부 등의 성과만을 관리하는 것이 아니라 환경교육 계획 초기 단계부터 마무리할 때까지 관리할 필요가 있음을 시사한다. 이 분석 결과를 토대로 지자체는 지역 특성에 맞는 환경교육 프로그램 및 다양한 환경교육 프로그램 콘텐츠를 개발하여 누구나 환경교육을 쉽게 받을 수 있게 하고, 전문 인력을 양성하여 그에 맞는 지원을 확대하며, 더불어 환경교육을 실시하고 있는 단체들이 특화된 환경교육 프로그램을 개발하도록 적극적인 지원을 한다. 또한 통합형 교과, 자유학기제 시행 등 교육 과정 및 교육 환경 변화에 맞는 환경교육 프로그램 제공해야 하며 환경 사고 및 재난에 대한 사전 예방을 위한 환경교육 프로그램을 실시하도록 하며 아울러 환경 역량 및 실천을 강화하기 위한 체계적 교육 서비스 제공해야 하는 등의 개선방안을 제시한다.
