양면게임이론으로 분석한 일본군‘위안부’문제 협상

Abstract

본 논문의 목적은 양면게임이론으로 2015년 12월 28일 일본군‘위안부’문제 해결에 관한 한일외교장관회담(이하 12‧28 합의) 협상 과정을 분석함으로써 협상에 미친 요인을 여러 각도에서 연구하는 데 있다. 로버트 퍼트남의 양면게임이론은 양국 간의 국내적․국제적 요소와 그 상호작용을 동시에 고려하는 국제 협상 이론으로, 국내적으로 받아들여질 수 있는 국제적 합의의 도출 분석을 목적으로 한다. 그러나 12‧28 합의의 경우 미국이 협상의 전 과정에 걸쳐 영향력을 행사함으로써 협상 과정에 심대한 영향을 끼친 바 양면게임이론만으로는 한계가 있다고 판단하였다. 이에 본 연구에서는 김왕식의 패권적 상황하의 양면게임이론을 대안적 분석틀로 확정하고, 사례 분석을 시도하였다. 한국과 일본의 윈셋 크기와 협상력에 미친 여러 요인이 12․28 합의 타결에 어떤 영향을 주었는지, 패권국의 정책 선호에 따른 변화 양상도 분석해야 할 것이다. 1991년 시민단체에 의해 정부가 일본군‘위안부’문제를 인지한 이후부터 2015년 12․28 합의에 이르기까지 양국 정부는 소극적 인정-부정과 적극적 공세를 번복하며 대응하였다. 한일 양국의 시민사회 역시 양국 정부의 입장에 영향을 주고받으며 위안부 문제 해결을 위해 노력해왔다. 12차례의 국장급 협의에서 12․28 합의에 이르는 협상 과정을 대립-조정-타결 단계로 나누어 분석함으로써 미국의 영향력이 협상에 어떤 영향을 주었는지 확인할 수 있을 것이다. 패권 상황하의 양면게임이론으로 협상이 불가능할 것으로 예상되었던 일본군‘위안부’문제의 일본에 다소 유리하게 진행된 이유에 대해 설명할 수 있기를 기대한다. 또한 협상 과정에서 국내적․국제적으로 작용된 힘에 관해 다각도로 분석해 볼 수 있을 것이다.;This paper intends to analyze negotiation process of Korean-Japanese Foreign Ministerial Conference for solving issue on Japanese army ‘comfort women’(hereinafter referred to as ‘12‧28 agreement’), which was held on December 28, 2015, using ‘two-level game theory’, and to study factors affected on negotiation from various point of views. Robert Putnam’s ‘two-level game theory’ is an international negotiation theory to consider both domestic and international factors and their interactions simultaneously, aiming to analyze reaching to international agreement which is domestically acceptable. However, ‘two-level game theory’ is judged to have a certain limit on applying to 12‧28 agreement because USA has exercised a strong leverage through the whole negotiation process, and therefore such negotiation process was significantly influenced. Thereupon, this study determines Kim Wang Sik’s ‘Two-Level Game Theory’ under hegemonic situation as an alternative analytical framework, and attempts a case analysis. It also required to analyze how the Korean and Japanese win-set size and various factors on negotiation power influenced on reaching to 12‧28 agreement, and changing patterns according to hegemony’s policy preference. Since Korean government has recognized issue on "comfort women" originated from Japanese forces by the non-governmental organization in 1991 until reaching to 12‧28 agreement in 2015, both governments has counteracted to repeat passive acceptance-denial and aggressive offensive. Both Korean and Japanese civil societies also have tried to solve ‘Comfort Women’ issue to be affected both governments’ stance each other. By analyzing to divide negotiation process to reach 12‧28 agreement, including 12 director-level consultations, into 3 stages of ‘confrontation-conciliation-settlement’, we can verify how USA’s leverage affected negotiation. ‘Two-Level Game Theory’ under hegemonic situation is expected to provide a clear explanation on why ‘Comfort Women’ issue anticipated to be non-negotiable went somewhat favorably for Japan. Analysis from very different perspectives on forces acting domestically and internationally in the process of negotiation is also available.
