지역문화진흥을 위한 문화지구의 활성화 방안에 대한 연구

Abstract

본 연구의 목적은 우리나라 문화지구 지정 및 운영의 올바른 주체는 누구인지, 지정된 문화지구의 효율적 관리 방안은 무엇인지 조사하고 이를 토대로 문화지구의 활성화 방안에 대한 정책적 개선점을 찾으려는 것이다. 따라서 문화지구란 무엇인지 개념을 알아보고, 문화지구 지정 제도 및 효과를 이해하고, 우리나라보다 먼저 문화지구를 지정하고 관리한 미국·영국·일본 사례 조사를 통하여 효과적이고 체계적인 문화지구 활성화 방안을 마련할 수 있는 시사점을 도출할 것이다. 우리나라는 2000년 7월 서울시 도시계획조례의 제정과 2001년 1월 「문화예술진흥법」의 개정을 통해 문화 예술적 특성을 유지·발전시키고 새롭게 문화 환경을 조성하려는 방안으로 ‘문화지구’가 도입되었으며, 지역 간의 문화 격차를 해소하고 지역별로 특색 있는 고유문화를 발전시킴으로써 지역주민의 삶의 질을 향상하고자 2014년 7월「지역문화진흥법」이 시행되었다. ‘문화지구’에 대한 효과적인 연구 결과 도출을 위해, 국외의 문화지구 사례 조사를 통하여 효과적이고 체계적인 문화지구 활성화 방안을 마련할 수 있는 시사점을 도출한 후, 우리나라의 인사동을 포함한 5곳의 문화지구 현황과 「지역문화진흥법」의 시행으로 변화되는 추진체계를 분석하여 문제점과 개선방안을 정리하고, 향후 문화지구의 활성화 방안을 제시하는 것으로 연구의 범위를 제한하였고, 연구 목적을 달성하기 위하여 문화지구의 본질과 관련 이론을 검토하고 관련 법률의 내용을 분석하였다. 한편, 국내 문화지구의 현황과 문제점을 알아보기 위하여 추진체계 및 이와 관련된 법·제도를 중심으로 살펴보았으나, 이를 총체적으로 다루기에는 한계가 있어 보다 핵심적이고 이슈화 될 수 있는 문제점들을 다루고자 그 범위를 제한하였다. 이 외에 국내의 문화지구에 대하여 정부간행물 및 지방자치단체의 외부 평가에 대한 문헌을 참고하여 현황을 파악하였다. 문화지구의 활성화를 위해 정책 추진과정에서 나타나는 문제점 및 개선방안을 도출하기 위해 실증적 연구를 바탕으로 문화지구의 이해관계자(stakeholder)의 심층 인터뷰를 통해 종합 분석을 하여 이를 통해 문화지구의 활성화 방안에 대하여 정책적으로 접근하고자 하였다. 연구 결과 다음과 같은 시사점을 도출 할 수 있었는데, 각 문화지구는 공통적으로 현실과 동떨어진 운영에 대한 지원, 문화지구의 거점 공간의 부족, 문화지구 내 규제 수단의 부재, 문화지구 관리·운영을 위한 전문인력 및 기관의 부재, 마지막으로 문화지구 운영을 위한 재원 조성이 어렵다는 점이다. 이에 대한 개선방안으로는 관리 주체 간들의 효율적인 운영 체계가 확립, 현실성 있는 지원, 문화지구 활성화를 통한 진흥 기금으로 요약할 수 있었다. 이러한 결과는 향후 문화지구의 정책을 수립하는데 있어서 정책요인, 경험 요인을 고려하여 구체적인 실천 전략을 제시하고 효과적인 정책 지원을 이끌어 냄으로 이를 바탕으로 문화지구 활성화에 기여 할 수 있는 필요한 기초 자료로 사용될 수 있을 것이다. 앞으로 체계적인 연구를 위해 더욱 필요한 점은 지역 문화진흥을 위한 문화지구의 활성화 방안에 대한 대안책 제시로 그치는 것이 아니라, 본격적이고 실질적인 정책 제안과 구체적으로 다루지 못했던 각국의 문화지구 관리 기구를 비교·분석하고 이를 통해 얻을 수 있는 다양한 관점의 활성화 방안을 연구해야 할 것이다.;This research was purposed to investigate who is the right entity for designating and operation of cultural district in Korea and what are the effective method for controlling the cultural district, and to find the political points to be improved in the activation method for cultural district based on this investigation. Accordingly, the concept of what cultural districts are will be observed, system and effects of designating cultural districts will be understood, and cases of US·UK·Japan in which cultural districts were designated and managed prior to Korea will be examined, in order to draw implications for preparation of plans to effectively and systematically activate cultural districts. In Korea, through the enactment of Seoul Urban Planning Municipal Ordinance in July, 2000 and the revision of 「Culture and Arts Promotion Act」 in January, 2001, ‘cultural districts’ have been introduced as measures to maintain·develop artistic particularities of cultures as well as to create new cultural environments. The Law for Regional Culture Promotion was implemented to enhance the life quality of the Regional residents by dissolving the cultural differences among the districts and developing the characterized own culture of each region in July 2014. To draw effective research results on ‘cultural districts’, implications for preparation of plans to effectively and systematically activate cultural districts have been drawn through studying cases of overseas cultural districts, problems and plans for improvements were organized through analyzing status of five cultural districts including Insa-dong of Korea as well as analyzing the promotion system being modified due to execution of 「Regional Culture Promotion Act」, the scope of research was limited to proposing plans to activate future cultural districts, and to achieve the purpose of this research, the essence of cultural districts as well as relevant theories were reviewed and details of relevant laws were analyzed. On the other hand, to find out status and problems of Korea’s cultural districts, the promotion system and relevant laws·systems were mainly examined. However, the scope of such examination was limited in order to concentrate on problems that are more essential and capable of being politicized since there seemed to be limits in managing such examination in a collective aspect. Official publications as well as literatures focusing on external evaluations on local governments were used as references to measure status of Korea’s cultural districts. The activation methods for the cultural districts were approached politically through the comprehensive analysis via the in-depth interviews with the stakeholder of the cultural districts based on the empirical studies to derive the problems arisen from implementing the policies for activating the cultural districts and the methods for improving. The following implications were derived from the research; each cultural districts had common problems of non-realistic operation, lacking the foothold of cultural district, non-existence of the regulative tools inside the cultural district, shortage of professional experts and institutions for controlling·operating the cultural district, and finally the financial difficulty for operating the cultural districts. The plan for improvement of such problems can be summarized as establishment of efficient operating system among main agents for management, realistic support and promotion fund through activation of cultural districts. These results can be used for basic data to suggest the specific implementing strategy and to contribute to the activation of the cultural district based on the effective political support in consideration of the political and empirical factors for the policies of the cultural district in the future. The further requirements for the systematic study are not only to suggest the alternative methods, but the activation methods in multi-sided respects shall be studied also through suggesting the regular and practical polices and analyzing. comparing the institutions for managing the cultural districts in each country which had not be handled specifically.
