사업추진기간에 따른 행복주택 주거수요 영향관계 분석

Abstract

통계청에 따르면 현재 대학생과 사회초년생의 80%이상은 8.8~10.8 정도 좁은 면적의 공간에서 새로운 사회와의 만남을 시작한다. 그러나 이마저도 높은 월세 및 보증금으로 인하여 경제적인 어려움을 호소하고 있다. 현 정부는 이러한 젊은 세대의 주거문제 해결의 방안으로 행복주택(Happy House)을 제안하였다. 기획재정부와 국토교통부는 오는 2017년까지 전국에 14만 가구의 행복주택 공급을 통해 주거문제를 완화할 예정이다. 행복주택은 현재 대학생의 기숙사 물량부족 및 사회초년생의 높은 월세가격으로 인한 삶의 질 하락 등을 고려하여 공급되는 젊은 층 대상의 주택이다. 정부는 행복주택의 공급에 있어 빠르게 젊은 세대의 주거 안정을 제공하며, 현 정부 시행 정책의 실효성을 검증하기 위한 다양한 정책 및 건설방법을 추진하고 있다. 행복주택공급을 활성화하기 위한 대안으로써 진행되고 있는 것은 모듈러(Modular) 형식의 건설방식이다. 이는 건설공사 기간을 단축시키며 행복주택의 빠른 공급을 통한 지역 경제 활성화 효과 등에 대한 검증을 위하여 가양동, 수서동에 적용 및 공급예정이다. 모듈러 주택과 같은 공기단축 기법의 적용을 바탕으로 주변 지역의 공사 소음으로 인한 피해 감소 및 빠른 주택공급을 통해 서민의 주거안정과 지역사회 발전을 도모할 것이라 예상된다. 본 논문은 정부의 행복주택의 추진에 있어 현황분석을 바탕으로 행복주택 건설 및 공급에 따른 실질적인 영향정도 파악을 수행하였다. 행복주택 공급 관련 영향인과지도 분석을 바탕으로 정책 의사결정지원 시스템 다이내믹스를 구축하여 주택공급에 따른 영향을 분석하였다. 본 연구는 향후 정부의 행복주택의 기획 및 건설에 있어 사업기간 설정 및 공사기법 선택에 관련한 의사결정 지원 및 발전 방향에 활용될 수 있다.;The purpose of the study is to analyse the effect of construction period on housing demand. As residence is one of the most important part of life, this issue is always managed as an issue of the first importance by government. However, most of public housing policies were for low-income class, there was the gray zone that who very needed but couldn't benefit. In 2013, Park Geun-hye administration announced new housing policies toward working-class -especially, university students, newly married couples, new employees and etc-. In particular, this study deal with a policy which named happy house, one of the policies for disadvantaged in housing group. In case of supplying new housing, there are lots of factors influence on stakeholders' needs -government, consumers and community-. Particularly, this study deal with the effect of construction period on the groups relating to happy house. When the construction period increases, the civil complaint because of noise and dust and construction cost will increase. Nevertheless, when the construction period increases, the speed of housing provision will increase and the civil complaint will decrease. Among the factor that measure the actual effectiveness of the construction period on housing demand, this study utilized System Dynamic by VENSIM DSS program. The model designed for analysing is divided into 3 part, space market, development and supply&demand. According to the simulation, it reveals that the construction period has relevant relationship with supplying the demand for dwelling.
