dc.description.abstractWork-family balance becomes more serious problems these days. Male-breadwinner model has no longer prevailed in reality, however, perception on family is still based on male-breadwinner model, which is combined with gender regime. Therefore women who are regarded as having major care responsibility within a family have trouble in solving work-family conflict. This study has a purpose to closely examine these work-family balance issue from perspective on women's social right. Social rights are defined as “from the right to a modicum of economic welfare and security to the right to share to the full in the social heritage and to live the life of a civilized being according to the standards prevailing in the society”by Marshall(1950). The concept of social rights are based on (male) paid worker from that time. A welfare state which is developed based on the idea of social rights treat women's social rights differently from men's. That is women's social rights are not equally guaranteed as men's. Women has burden of care responsibility within a family, and this makes women hard to access labor market. In addition, women's welfare entitlements are indirectly guaranteed and this was because most of welfare policies are linked to labor market. Women are covered within welfare state not as a laborer-citizen but as a wife of male-laborer or a rearer of their children. As women are more into a labor market, which is one of the new social risks, it has caused work-family balance problem to women because women's responsibility as a carer within a family still remains. In addition to this general gender inequality in social rights, this study examines class differences among women. As neoliberalism deepened, internal differences among paid workers expand, and internal differences among women expand as well. In this address, this study focuses on work-family conflicts, where women’s social right problems are clearly exposed, and examines differences of both difficulties in work-family balance and perception on social rights according to women’s class. Accordingly, two parts of the major analyses, difficulties of work-family balance and perception on a social right, are carried, and there are summaries of primary findings below. Firstly, a study finds that there are class differences in‘difficulties of work-family balance’. The group that has most favorable environment to work-family balance is middle class or middle class-nonstandard employment group. They have relatively abundant raising resources around them, such as high income that enable them to purchase family services, or maternity benefits that company provides. On the other hand, the group that has most unfavorable environment to work-family balance is working class or working class-nonstandard employment group. They have working conditions such as longer working hours, no paid leave or inflexibility of using paid leave. This analysis shows that substantial differences are existing according to class cleavage regarding difficulties of work-family balance. However, this finding does not necessarily mean that middle class or middle class-nonstandard employment group practice work-family balance satisfactorily. Recognizing this cleavage of women’s class on difficulties of work-family balance can be the groundwork toward universal social rights for women. Secondly, there is a lack of class cleavage among women on ‘perception on social rights concerning work-family balance’. It can be interpreted that class consciousness matching with class interest has not been developed yet even though there is a cleavage of material differences on difficulties of work-family balance. This discrepancy between actual difficulties of work-family conflicts and perception on social rights is because individual woman does not recognize work-family conflict as a structural problem, but as an individual problem. Also, this lack of systematic consciousness on women’s social rights could be caused by absence of political initiatives that reflect class cleavage regarding work-family conflict. Lastly, inconsistency of class differences in welfare attitude - citizens’ demanding on government but evading their responsibilities - which is constantly argued by previous researches, is not a peculiar characteristic of Koreans, but is a surface manifestation caused by a lack of experiences on using welfare services and of discourses on citizen’s responsibility to society due to underdevelopment of Korean welfare system. This analysis shows clear self-interested attitude about citizen’s responsibility to a society, specifically an analysis about intention to burden more tax for expansion of childcare service. Having a child or not influences intention to burden more tax for expansion of childcare service. This could be an evidence that if citizens could expect tangible benefits, they would willingly perform their responsibilities as a benefit in return such as burden more tax. This could be a hopeful signal that if welfare state expands and consequently citizen’s experiences on welfare benefit expand, inconsistency on welfare attitude could be diminished. This study examines women’s work-family conflict from a perspective of social rights, and also analyzes differences within women instead of regarding women as a single variable. As discussions on class differences within women has not been much cumulated so far, this paper may have significances on using strict class classification of women according to a class theory and on exploring internal cleavage within women. In addition, by adopting a perception on social rights that is a concept one step further from welfare attitude, this study may contribute to understand women and their work-family balance issue from more various angles. This may have an exploratory meaning for solving work-family balance problems. Finally, this study may contribute to understand that current social situation that seems to be hard to solve work-family balance issue. According to findings, this is because of the discrepancy between self-interest and a lack of consciousness on social rights regarding work-family balance.;근래 일·가족 양립의 문제가 점차 더 심각해지고 있다. 실제로 남성생계부양자 모델이 유지되지 않는데 반해 가족에 관한 인식은 젠더레짐과 결합한 남자생계부양자 모델에 기반함에 따라 가족 내에서의 돌봄 전담자로서 여성의 일과 가족 갈등은 해소되지 않고 있다. 본 연구는 이와 같은 일·가족 양립의 문제를 여성의 사회권이라는 관점에서 바라보고자 한다. 사회권은 마샬(Marshall 1950)에 의해“어느 정도의 경제적 복지를 누릴 권리에서부터 사회적 유산을 완전하게 향유하고 사회 전반에 퍼져있는 수준에 맞는 문명화된 삶을 살 권리”라고 정의된다. 이 사회적 시민권은 당시 (남성)노동자를 기본으로 상정하였다. 사회적 시민권에 기반한 복지국가의 발전은 따라서 여성의 사회권과 남성의 사회권을 다르게 취급하였으며, 여성의 사회권은 남성의 사회권과 동등하게 보장되지 않고 있다. 여성은 여성의 가족 내에서의 돌봄 책임으로 인하여 사회권의 자격조건이 되는 유급노동에의 접근이 남성과 동등하게 보장될 수 없었으며, 유급노동과 연동된 복지제도에서도 부차적으로 간주된다. 따라서 여성의 노동시장 진출이라는 사회적 변화는 여성에게 지워진 돌봄노동이 덜어지지 않은 채로 여성의 일·가족 양립 문제를 발생시키게 된다. 이와 같은 전반적인 여성 사회권의 불평등에 더하여 본 연구에서는 여성 내부의 계급적 차이를 살펴보고자 하였다. 신자유주의의 심화와 함께 노동자 내부의 이질성이 확대되었으며, 이에 따라 여성 내부의 이질성 역시도 심화되었다. 따라서 본 연구는 여성들의 사회권 문제가 가장 극명하게 드러나는 지점인 일·가족 양립 문제에서, 여성 내부의 계급에 따른 일·가족 양립 어려움과 일·가족 양립에 관한 사회권 의식의 균열에 대해 살펴보고자 하였다. 따라서 크게 두 가지의 분석, 일·가족 양립의 어려움과 일·가족 양립에 관한 사회권 의식에 관한 분석이 진행되었으며, 그 결과는 아래와 같다. 첫째, ‘일·가족 양립 어려움’에서 계급적 차이가 나타난다는 것이다. 가장 호의적인 일·가족 양립 환경을 가진 중간계급 혹은 중간계급-정규직 집단과 가장 어려운 일·가정 양립 환경을 가지고 있는 노동자계급 혹은 노동자계급-비정규직 집단으로 일·가족 양립 어려움의 차이가 드러났다. 가장 호의적인 환경을 가진 중간계급 혹은 중간계급-정규직 집단이라고 해서 이들이 일과 가족을 원활하고 만족스럽게 수행하고 있다는 의미는 아니다. 이들 집단은 상대적으로 활용할 수 있는 자원의 풍부함과 휴일의 존재, 휴일의 유동적 사용, 모성보호 혜택 등의 노동조건을 가지고 있으며, 이와 같은 점이 이들의 일·가족 갈등을 상대적으로 수월하게 만든다. 반면 가구소득 등과 같이 활용할 수 있는 양육자원이 적은 것과 장시간 노동, 휴일의 부재와 유동적 사용의 어려움 등 노동시장에서의 부족한 혜택은 이들 노동자계급 혹은 노동자계급-비정규직 집단의 일·가족 양립을 상대적으로 더욱 어렵게 만든다. 따라서 이러한 일·가족 양립의 어려움의 균열을 인지하는 것은 보편적인 여성의 사회권을 위한 기초 작업이 될 것이다. 둘째, ‘일·가족 양립 관련 사회권 의식’에서 계급적 균열이 부재하다는 것이다. 현재 일·가족 양립 어려움이 계급 집단에 따라 존재함에도 불구하고 계급 이익에 걸맞는 계급의식의 형성이 이루어지지 않았다는 결과로 해석할 수 있다. 이와 같은 조직적 의식의 부재는 여성 당사자가 일·가족 양립 어려움 문제를 구조적 문제로서 인식하는 대신 개인이 해결해야 할 문제로서 인식하기 때문으로 추측해볼 수도 있으며, 이해관계의 균열을 반영하지 못한 정치 집단의 이니셔티브 부재에서 기인하였다고 짐작해볼 수도 있다. 셋째, 복지태도와 관련된 선행연구에서 꾸준히 지적되어왔던 복지태도의 비일관성이 구체적인 복지경험과 시민책무 담론의 부재로 인한 것이라는 추측이다. 특히 시민책무에 관한 분석에서 일반적인 시민책무의 존재여부에 대한 분석보다 구체적인 책무 행위인 추가 세금 부담 의향에 관한 분석에서 더 명확한 자기이해적 태도를 보여주었다. 미성년 자녀가 있는 경우 추가 세금 부담을 할 의향을 보여주었는데, 이는 구체적인 복지 수혜가 예상되는 경우 이와 같은 복지 혜택에 대한 의무도 충분히 수행할 의사를 보여준다. 따라서 선행연구들에서 계속 지적되어왔던 정부에의 복지 요구와 복지와 관련된 책임회피의 비일관적 복지태도는 실은 실제적인 복지수혜 경험의 부재와 정부책임에 치중되어 일반적인 시민책무의 담론이 부재한 현실을 반영한 것이라 해석할 수 있다. 따라서 복지국가의 확대와 그에 따른 수혜 경험의 확산은 이와 같은 비일관적 복지태도의 경향을 감소시킬 수 있을 것이다. 본 연구는 일·가족 양립의 문제를 여성의 사회권이라는 측면에서 바라보았으며, 또한 여성을 단일한 하나의 변수로 상정하는 대신 이들 사이에 존재하는 차이에 대해 알아보고자 하였다. 여성 내부의 계급적 차이에 대해 기존의 논의가 많이 누적되지 않았으며, 계급 이론에 기초한 보다 엄밀한 계급적 정의를 사용하여 여성 내부의 균열에 대한 탐색을 시도하였다는 점에서 의의를 갖는다. 또한 기존 복지태도라는 측면에서 한 단계 더 나아가 사회권 의식이라는 다층적 개념을 도입하여 여성과 일·가족 양립 문제를 다각도로 바라보고자 시도하였다. 따라서 현재 심각하게 대두되고 있는 일·가족 양립의 문제 해결을 위한 다각도의 지형 탐색이라는 점에서 의의가 있다. 마지막으로 본 연구는 일·가족 양립 문제가 여성의 계급적 지위에 따라 차이가 현존하고 있으나, 이와 같은 실존하는 균열을 반영할 만한 조직적인 의식의 부재는 일·가족 양립 문제 해결이 요원해 보이는 현재 상황의 원인임을 밝혀낸 데에 의의가 있다.-
