Effective Cooperative Policy of South Korean Government and US Government on North Korea

Abstract

Since the Korean War, South Korea and the US have been strong allies. Even though the purpose of the alliance has been the nuclear problem of North Korea after the Cold War Era, North Korean policy of the ROK–US alliance has been fluctuating in accordance with political beliefs and aims of the leadership and with public opinion. This paper tries to generate meaningful relations between North Korean policy of the ROK–US alliance and foreign policy of North Korea by setting North Korean behavior as dependent variables and factors of the ROK–US alliance as independent variables. To do that, the research posits North Korea as a rational actor, and applies the balance of threat theory of Stephen Walt and Randall Schweller’s theory of the revisionist nature of states. The present research chooses five significant decision of North Korea those are either ultimately aggressive or cooperative. By analyzing five events concerning the North Korean policy of the ROK, North Korean policy of the US, and robustness of the ROK–US alliance, this paper seeks a parsimonious explanation of the North Korean foreign policy decision process.;한미동맹은 60 년이 넘는 역사를 가지고 있는 역사상 가장 강력한 강력한 동맹 이다 . 하지만 20 년이 넘도록 북 핵을 동맹의 동맹의 존재 목적으로 설정하여 설정하여 다루어오면서 , 한미동맹의 대북정책은 시기별 시기별 지도부의 정치적 정치적 신념과 여론에 의해 끊임없이 변화해왔다 . 본 연구는 한미동맹의 변화가 북한의 대외정책결정과정에 영향을 미친 다고 가정하고 다섯 개의 가장 두드러진 북한의 결정을 선정하여 선정하여 이를 한국의 대북정책 , 미국의 대북정책 , 한미 동맹의 영향을 독립변수로 설 정하여 종속변수와의 연관성을 도출하려고 시도한다 . 이 과정에서 과정에서 한미 동맹의 강도를 측정하는 이론으로 Stephen Walt의 위협균형이론을 위협균형이론을 사용 하고 Randall Schweller의 이론으로 북한의 행동을 가정하였다 . 이를 통 해 독립변수와 종속변수의 종속변수의 연관관계를 도출하고 도출하고 , 한미 동맹의 대북정책 대북정책 에 거시적 방향성을 제시하였다 .
