EU and Chinese Development Cooperation with Africa

Abstract

European Union (EU) concerns have risen in recent years that China’s increasing development cooperation with African countries introduces competitive pressures to EU development policy on the continent, especially as the EU faces challenges of funding and reforming its own development cooperation policies. Though both the EU and China’s development cooperation policies share the overarching altruistic goals of poverty reduction and development for African nations, the two actors tackle these issues with historically, ideologically, and methodologically different approaches. EU policymakers may be troubled by the fact that China’s assistance to Africa is generally aligned with the country’s own economic interests rather than wholly concerned with recipient nations’ sustainable development. They hold two major concerns that China 1) does not contribute to progress toward more effective development cooperation practices, and 2) clashes with the EU goal of disseminating norms such as good governance, democracy and human rights to African nations. This second concern is important to the EU for three reasons. These aspects are problematic for three reasons. Firstly, the EU views these norms as tools essential for ensuring development effectiveness. Secondly, the EU views good governance, democracy and human rights as universal values that all people have the right to access. Thirdly, these norms are central to the EU’s self-image as an international normative power and provider of global public goods, propagating them as strategic tools in strengthening its “soft power” abroad. This paper will explore the extent and dynamics of these perceived conflicts between the EU and Chinese development policy in Africa. In doing so, it will outline Chinese and EU assistance to the continent, analyzing criticisms of their respective policies, also reviewing the EU’s bilateral relations with both China and Africa on development issues. It will then explore several policy options that the EU could take to address concerns of competition and possible negative influence that China may have on the African development landscape. It will conclude by examining the EU’s recently favoured but so far unsuccessful approach of pursuing EU-China-Africa trilateral development cooperation as a means of moving beyond conflict with China on development issues toward a more complimentary mode of engagement.
