학생인권조례 논쟁을 통해 본 교육계의 보수와 진보 간 갈등양상

Abstract

This study aims to examine how the conflict between conservatism and progressivism is exhibited in educational circles by analyzing the frames of articles in Chosun Ilbo and The Hankyoreh dealing with the disputes over the student rights ordinance. Furthermore, this study also aims to suggest the future direction for it in order to solve the problems related with education policy triggering that conflict. The subjects of this paper are 93 Chosun Ilbo’s articles and 71 The Hankyoreh’s articles written from October 5th, 2010 to April 25th, 2012 when the disputes over the student rights ordinance were most actively done. These articles were analyzed in terms of their frames for both forms and contents. According to the results of analyzing the frames drawn from the articles about the disputes over the student rights ordinance, about their formal frames, the topic-oriented frame formed a considerably larger part than in advanced researches. In addition, their contents frames were drawn as the political conflict frame, governmental control frame, reformation and improvement frame, order frame, and the human rights frame, and among these, the political conflict frame formed the biggest part. Considering the results, we can see that the disputes raised in educational circles are fairly related with political or social circumstances. According to the results of analyzing the difference in the frames of conservatism and progressivism through Chosun Ilbo and The Hankyoreh, each camp judges the value with the criterion of ideology instead of focusing on the essential contents of education policy. In order to solve the problem freed from the macroscopic ideological disputes regarding educational policy, it is needed to realize practical interaction in the actual field of education. And the political world should realize the fact that the disputes related with educational policy may end up having direct influences on the society and teachers and students inside schools and do its best to make schools not an arena of political competition but a field where political measures are implemented and researches are conducted. Also, this study provides the ground for follow-up studies that can narrow the gap in the disputes between conservatism and progressivism in educational circles and integrate them afterwards.;본 연구는 학생인권조례 논쟁이 나타나는 조선일보와 한겨레 기사의 프레임 분석을 통해 교육계의 보수와 진보간의 갈등이 어떻게 드러나는지 확인하고, 더 나아가 갈등이 나타나는 교육 정책 문제를 해결하기 위해서 나아가야 할 방향성을 제시하고자 하였다. 연구 대상은 학생인권조례 논쟁이 가장 활발했던, 2010년 10월 5일에서 2012년 4월 25일 동안의 조선일보 기사 93건, 한겨레 기사 71건이다. 이들 기사를 대상으로 형식적 프레임과 내용적 프레임으로 나누어 분석을 실시하였다. 분석의 결과, 학생인권조례 논쟁과 관련된 기사 분석으로 도출되는 프레임은 형식적 프레임의 경우 주제 중심적 프레임의 비중이 선행 연구에 비해 상당히 높게 나타났다. 또한 내용적 프레임은 정책 갈등 프레임, 정부 통제 프레임, 개혁 및 개선 프레임, 질서 프레임, 인권 프레임으로 도출되었으며 이 중 정책 갈등 프레임이 가장 높은 비중을 차지하고 있었다. 이러한 연구 결과로 보았을 때 교육계에서 일어나는 논쟁이 상당부분 정치적, 사회적인 상황과 연관되어 이루어짐을 알 수 있었다. 또한 조선일보와 한겨레를 통해 보수와 진보의 프레임의 차이를 분석한 결과 각 진영이 교육 정책의 본질적인 내용에 집중하기 보다는 이념이라는 잣대에 의해 그 가치를 판단하고 있었다. 교육 정책이 이러한 거시적 이념 논쟁에서 벗어나 문제를 해결해 나가기 위해서는 교육 현장에서 이루어지는 실제적 상호작용에 집중하여야 할 것이다. 그리고 정계는 교육 정책과 관련된 논쟁들이 그 결과로 인해 사회, 학교 내부의 교사와 학생에게 직접적인 영향을 미칠 수 있다는 점을 인식하고 학교라는 공간이 정치권의 각축장이 아닌, 정책 대안과 연구가 이루어지는 공간의 대상으로 거듭나도록 노력해야 할 것임을 제안한다. 그리고 앞으로 교육계에서 보수와 진보 논쟁들 간의 간격을 좁히고 이를 통합하기 위한 후속연구들이 진행되는데 토대를 제공하고자 한다.
