Abstract
기술의 발달과 꾸준한 세계화에 따라, 개발도상국들은 새로운 기술을 활용하고 지구촌 국가의 일원이 되기 위해 자국의 경제 성장과 발전에 대한 길을 다시 생각하게 되었다. 이러한 노력들은 가나와 같은 개발도상국들이 많은 자본의 필요성 때문에 외국의 직접 투자(FDI)와 같은 형태의 외국인 투자자들에게 손을 뻗게 하였다. 국가 통계에 따르면 가나에 대한 외국인 직접 투자는 최근 몇 년 간 상당히 증가하였다. 그러나, 투자 국가에 대한 외국인 직접 투자에 대한 평가는 나누어져 있다. 비평가들은 외국인 직접투자가 광산업의 환경 악화 등과 관련하여 투자 국가에 대해 착취적이고 불리하다고 여기는 반면, 외국인 직접 투자를 옹호하는 사람들은 외국인 직접 투자가 경제 활동에 대한 필수 자본을 제공할 뿐만 아니라 고용 생산과 기술 발달에 대한 글을 제공한다는 확신을 갖고 있다. 본 논문에서는 외국인 직접 투자(FDI)가 이제까지 알려진 역효과에도 불구하고 경제 개발을 촉진시킨다는 입장이다. 본 연구는 가나에 있는 두 개의 다국적 회사인 Newmont Ghana Gold Limited and Standard Chartered Bank Ghana Limited의 2009년 광산 분야와 금융 분야에서의 거시 경제적 효과(고용 생산과 GDP에 대한 기여)에 대해 살펴본다. 특히 공식적 비공식적 분야에 있어서의 고용효과와 여성들의 발언권의 부여하게된 분야에 대해서도 살펴보았다. 본 연구는 가나의 광산 분야와 금융 분야에서 외국인 직접 투자가 공식적 비공식적 분야에서 상당한 고용 효과를 유발하였음을 발견하였다. 광산 분야와 금융분야는 자본의 이동뿐만 아니라 수출과 세수, 그리고 특허 사용료에 대한 기여를 통해 가나의 무역수지에 주요한 기여를 하였다. 본 연구의 또 하나의 중요한 점은 그들 회사의 지대한 영향력을 확인하기 위해 다국적 회사들(MNCs)의 사회 경제적 효과가 직접적, 간접적, 그리고 그로 인한 인도 효과를 산정해야 한다는 것이다. 또한 본 연구가 발견한 것은 이 두 회사에서의 외국인 직접 투자가 의사 결정구조에서 여성들에게 의사 결정에 관한 발언권을 부여하였다는 것이다.;With the advancement of technology and the steady progress of globalization, developing countries have been compelled to rethink the paths for their countries‟ economic growth and development, so as to tap into new technologies and also become part of the “global village”. These efforts have led developing countries like Ghana to reach out to foreign investors for much needed capital in the form of Foreign Direct Investment. National data indicate that FDI inflows to Ghana have increased considerably in recent years. However, the decision on the impacts of FDI on host countries is divided right down the middle. Critics consider FDI as exploitative and detrimental to the development of the host country, especially in relation to environmental degradation in mining, while proponents are of the conviction that FDI, in addition to providing vital capital for economic activity, also serves as an avenue for employment generation and a route to technological improvement. It is thus this paper‟s argument that FDI promotes development despite perceived adverse effects. The study examines the macro-economic impacts (employment generation and contribution to the GDP) of two Multinational Corporations (MNCs) in Ghana: Newmont Ghana Gold Limited and Standard Chartered Bank Ghana Limited; in the mining and banking sectors respectively, for the 2009 financial year. The study finds that not only does FDI in the mining and banking sectors of Ghana generate a significant number of employment; both in the formal and informal sectors, but also gives women a voice in decision-making. Mining and banking also add important value to the balance of trade of Ghana through contributions in exports, taxes and royalties as well as in capital mobilization. Another highlight of the study is that, the socio-economic impacts of the activities of MNCs have to be computed over three rounds of direct, indirect and induced impacts to ascertain the full import of their enormity.
