Abstract
2001년 9. 11 테러 이후 미국인들은 유례없는 미국본토 테러와 직면하게 됨에 따라, 미국 내 외국인들을 잠재적 테러리스트로 간주하고 애국자 법(Patriot Act)을 실행하여 위험 테러분자의 색출·강제추방을 합법화 했다. 또한 미국시민들은 이민에 대해서도 그 수를 감소시켜야 한다는 부정적 여론이 높아졌다. 그들 자신이 이민자의 후손이고 미국의 건국역사가 이민자의 나라임을 증명함에도 불구하고, 자국 내 안보가 최우선시 됨으로써 반 이민(Anti-Immigrants) 여론이 확산되었다. 미국인들은 반 이민여론의 근거로 이민자들이 일자리 경쟁을 가속화시키고 사회보장금 분담을 더욱 가중시키며, 특히 이민자집단이 미국 사회에 동화되지 않는다고 주장했다. 본 연구는 이민자의 비동화설을 실증적 데이터를 통해 검증한다. 이민자와의 사회통합에 관한 이론으로 동화주의와 다문화주의가 있다. 동화주의는 이민자들이 주류사회로 통합되고 이들의 가치, 이상은 서로 융합된다는 접근이다. 반면, 다문화주의는 주류사회로의 통합이 소수인종의 차별을 야기하고, 민족적 정체성을 잃지 않으면서 다양성이 존중되어야 한다는 시각이다. 하지만 다문화주의는 국가정체성과 사회통합을 저해한다는 비판에 직면했고, 본 논문은 이민자와의 공존을 위한 방법으로 동화를 재조명한다. 여러 사회경제 지표의 시민적·문화적·경제적 동화를 측정한 결과, 다음과 같은 결론을 이끌었다. 첫째, 이민자의 비 동화설이 부분적으로 사실이나, 미국정부의 이민자에 대한 차별적인 연방정책에 그 근본적인 원인이 있다. 왜냐하면 경제적 부수효과를 수반하는 자가율 및 교육지표는 주택담보대출(housing mortgage)과 연방정부 학자금대출(Federal Student Aid)정책으로 합법적 이민자에게 자격을 확대시키지만, 반면 연방 복지프로그램 수혜자격을 시민권자로 상향한 조치와 연방선거 투표권은 오직 시민권자에게 제한하여 자원을 배분한다. 또한 유럽 및 북미 4개국의 시민권 정책과 비교하여 미국은 가장 높은 요구조건과 2배 이상의 행정비용, 50%의 낮은 귀화율을 보이며, 영어구사력 지표에서 이중 언어교육 정책은 이민자녀들의 초등교육에 한해 실시되고, 정작 이민1세대 어른을 위한 언어교육은 미비하여 현재 사적영역에서 ESL 프로그램을 통해 개인적으로 이뤄지는 실정이다. 따라서 미국정부는 이민자의 동화를 위한 소극적 정책지원과 비협조적인 태도를 보인다고 평가된다. 둘째, 이민자의 성공적인 경제동화는 이민국에 부담이 아닌, 인적자본으로서 이들의 노동과 기술은 명백한 경제적 효과를 증진시킨다. 셋째, 미국정부는 시민권을 기준으로 자원을 배분했고, 비 시민에 대한 배제를 강화했다. 넷째, 인종에 따른 동화차이가 발생했으나, 반 이민정서를 비롯한 미국 보수주의자들이 주장하는 불법이민과 히스패닉에 의한 미국의 해체위협이 과장되었고 왜곡이 함축되었음을 밝힌다. 다인종과 다문화에 기반 한 이민을 국가정체성 및 사회통합과 어떻게 부합시킬 지는 한 국가의 발전과 번영에 매우 중요하다. 이민자들이 기회의 땅인 미국을 개척하여 자신의 고유한 문화, 가치, 이상을 녹여내어 새로운 미국문화를 창출해 낸다는 동화주의 관점의 용광로 이론(Melting Pot theory)을 다시 고취시켜야 할 때이다.;Historically US immigrant policies have reinforced the assimilation ideology into American society whenever they face national security crisis. After 9/11, American policy makers had passed the Patriot Act that expels aliens who intend to act against American government. They consider the foreigners to be potential terrorists. According to Gallup Poll, American citizens believe that it should minimize or keep the range of immigrant populations in American society. Although the United States has historically been a nation of immigrants due to the government’s prioritizing the national security, broad consensus has been formed that contains anti-immigration sentiments. They argue that the immigrants cause severe job competitions and use up social service resources and especially do not assimilate into American society. The article examines assimilation of immigrants through empirical data for the primary reason why American citizens do not want migrations. There are two general theories on integration of society with immigrants: assimilation and multiculturalism model. Samuel. P. Huntington insisted that historically America has been a nation of immigration and assimilation, and assimilation has meant Americanization. However, assimilation generated discrimination from races, nationality, and skin colors. That is why multiculturalism attracts widespread interests in many countries recently. Multiculturalism emphasizes diverse races, idea, and cultural heritages. At the same time, it makes national identity, common shares, values and principles of the American creeds unstable. The article sheds lights on the idea of assimilation as theoretical tool. Results of research are following. First, US immigrants were partially incorporated into mainstream society. This is because US government implemented discriminative policy for immigrant’s assimilation. For instance, the government offers Federal Student Aid and housing mortgage based on credit for lawful immigrants including permanent residents and citizens because of economic interests from them, but US distributes the resources regarding the qualification of public assistances and voting right for federal election to only citizens. Moreover, US citizenship policy requires the strictest standards among Canada, German and Norway. Consequently, US government shows uncooperative and passive attitude on policy facilitating assimilation of immigrants. Second, immigrants have been assimilated successfully in economic section. They also bring their labor and skills to the host country, which generate obvious economic benefits, not burdens. Third, US government distributes limited resource to only citizens such as voting right for federal elections and public aid programs. Simultaneously it enforces to exclude non-citizens from them. Forth, it is exaggerated that increasing populations of Hispanic and illegal immigrants are threats to America. It is significant role in national development and prosperity to meet integration of society with diversity of the immigrants. The article argues that it is time to remind of melting pot theory called assimilation model, which is melted everything into American society from immigrants.
