도시안전디자인 환경설계 시스템구축을 위한 CPTED 적용방안 디자인개발 연구

Abstract

최근 해마다 증가하는 각종 강력범죄는 도시민들을 위험한 범죄환경에 그대로 노출시켜 누구든지 범행의 대상이 될 수 있다는 범죄 공포심을 가중시키고 있다. 이에 따라 국외 CPTED 가이드라인을 인용하는 등의 원론적 수준에 방법예방에 대한 정책을 도입하고 있으나, 국내 환경에 적합한 구체적인 방안 제시는 이루어지지 못하는 한계에 부딪혀 많은 어려움을 겪고 있다. 이에 본 연구는 다음과 같은 목적으로 연구를 진행하였다. 첫째, 국내의 환경 및 실정에 적합한 한국 형 CPTED 가이드라인을 제시하여 지역 커뮤니티와 도시친화적인 범죄예방 방안모색 둘째, 국내·외 제도 및 실태와 국내 범죄환경에 대한 조사 및 분석을 통하여 국내 실정에 맞는 CPTED 전략을 도출 셋째, 향후 우리나라 도시 개발사업에 적용할 수 있는 CPTED 가이드라인 개발 방향 제시 넷째, 최근 대전광역시에서 신도시로 개발된 노은 1지구를 중심으로 실태조사를 실시하고 대상지에 적용할 수 있는 가이드라인 개발방향을 도출하여 향후 전국 지자체에서 활용할 수 있는 토대마련 이와 같은 연구 목표를 바탕으로 실직적인 지역사회 안전 강화실현을 위한 CPTED 기반의 가이드라인을 마련하여 대상지인 대전광역시 노은 1지구 적용으로 성공사례를 분석하였다. 또한 안전한 지역커뮤니티 조성 및 도시민과 환경의 도시친화적인 조화를 고려한 CPTED 기반의 환경 디자인 시스템을 마련하여 시너지 효과를 창출 할 수 있는 방안을 모색하였다. 이러한 기준을 바탕으로 대상 공간 특성에 적합한 구체적인 CPTED 가이드라인 및 환경 디자인 방안을 제시하고 궁극적으로 삶의 질을 향상시키는 종합적인 범죄예방 전략을 제시하였다. 본 연구를 진행함에 있어 CPTED 개념을 바람직하게 적용하기 위해, 대상지의 범죄현황 및 공간에 대한 충분한 설문조사와 환경 분석을 진행하고 체크리스트로 검증과 설문조사 등을 통해 얻은 대상지 특성을 적합한 CPTED 환경디자인 가이드라인을 구체적으로 구상 및 계획하여 진행하였다. 연구 대상지인 대전광역시 노은 1지구에 대하여 주거용지 안에 단독주택용지 및 공동주택용지, 교육시설용지, 상업·업무용지, 공공시설용지 등 총 5가지로 분류하였다. 이와 같은 공간분류에 따라 ‘환경설계를 통한 범죄예방(CPTED)’ 전략을 도입하고 시각적 위압감을 감소시키고 도시와의 조화를 고려한 환경디자인적 요소를 접목함으로써, 보다 안전하고 한국적인 환경과 맥락에 맞는 CPTED 가이드라인 및 합리적인 범죄통제전략을 구축하였다. 결과적으로 본 연구에서 제시한 연구 목적에 따른 CPTED 적용은 자연적 감시를 강화하고, 자연적 접근을 통제함은 물론, 영역성을 강화하여 외부로부터 침입, 파손, 방화 등의 위험으로부터 효과적인 분리 역할을 달성하였다. 조명, 색채, 사인, 공간디자인 등 환경디자인 CPTED 가이드라인을 구축하였다. 하지만 이와 같은 시설 및 방범기능을 강화함에 있어 무엇보다 중요한 것은 도시민들이 자연스럽게 CPTED에 대하여 인식하고 활용 할 수 있도록 하며, 활용성 증대와 유지·보수 등의 관리시스템을 구축하여야 할 것이다. CPTED는 도시환경으로부터 범죄예방과 더욱 쾌적한 도시환경에서 도시민이 안전함을 느끼면서 질 높은 생활을 영위함에 그 목적이 있다. 도시의 안전은 모든 도시경관 개선 및 도시의 활력을 불어옴으로써 도시의 브랜드를 한층 높여줄 수 있는 요소로 자리매김할 것을 기대한다.;Recently various violent crimes have increased every year, and urban residents have been nakedly exposed to dangerous crime environment, which has intensified crime fear that anyone can be a crime victim. Accordingly, referring foreign CPTED guidelines, crime prevention policies are being introduced in the principle level. However, specific plans appropriate to domestic environment have not been successfully proposed and faced great difficulties. To address such difficulties, this study was conducted with objectives as follows. First, to seek community and urban friendly crime prevention plans by proposing Korean type CPTED guidelines appropriate to Korean environment and situations. Second, to derive CPTED strategies for domestic situations by survey and analysis on domestic and international systems and status as well as domestic crime environment. Third, to propose CPTED guideline development directions applicable to further urban development projects in Korea. Fourth, to prepare foundation for every local government to use in the future by fact finding survey on Noeun District 1, the new town recently developed in Daejon Metropolican City as well as by deriving guideline development directions applicable to the target area. Based on such study objectives, CPTED base guidelines were developed to strengthen and realize the community safety practically, and applied to the target area, Noeun District 1, Daejon Metropolitan City. This study analyzed this success case. In addition, the environmental design system based on CPTED were developed considering safe community building and urban friendly harmony between urban residents and environment, and this study explored synergy effect creating methods. Based on such guidelines, this study proposed specific CPTED guidelines and environmental design methods suitable of target spatial characteristics as well as total crime prevention strategies for ultimate enhancement of quality of life. To apply CPTED concept preferably in performing this study, questionnaire surveys and environmental analysis were fully held for crime status and spaces within the target area, and with target area characteristics acquired by checklist validation and questionnaire surveys, suitable CPTED environmental design guidelines were specifically designed, planned and implemented. The study area, Noeun District 1, Daejon Metropolitan City were classified into 5 sites of the single house site and the apartment house site within the residential site, the education facility site, the commercial and office site and the public facility site. By introducing ‘crime prevention through environmental design (CPTED)’ strategies in accordance with such spatial classification and grafting visual coercion reduced and urban balance considered environmental design factors, implemented were CPTED guidelines and reasonable crime control strategies more safe and in line with Korean environment. By conclusion, CPTED application under study objectives proposed in this study strengthened natural surveillance and controlled natural access as well as strengthened territoriality, and in turn, achieved the effective separation role from external intrusion, damage and arson risks. This study implemented environmental design CPTED guidelines for lighting, color, signs and spatial design. However, in strengthening such facility protection and crime prevention functions, the most important thing would be that urban residents get aware of CPTED naturally and able to utilize as well as the management system is to be implemented for increased utilization and maintenance. The purpose of CPTED is that urban residents feel safe and carry on high quality of lives by crime prevention from urban environment and under more pleasant urban environment. As improving every urban landscape and bringing urban vitality, urban safety is expected to be position as the factor raising urban brand a lot more.
