Abstract
세방화시대를 맞아 세계 각국은 지역경쟁력을 높이기 위해 각고의 노력을 기울이고 있다. 이에 글로벌 기업과 선진국에서는 조직의 정체성을 효과적으로 드러내고, 대내외적으로 지역을 활성화시키기 위해 아이덴티티(Identity)를 적극 활용하고 있다. 국내의 경우 1995년 6월 지방자치단체장이 선출된 이후 광역자치단체는 물론이고 기초자치단체들도 경쟁력향상과 차별화를 목적으로 저마다 아이덴티티(Identity)를 만들어 오고 있다. 그러나 차별화된 디자인으로 경쟁력을 갖추어야 할 아이덴티티는 획일화된 디자인으로 지역의 정체성을 나타내지 못할 뿐 아니라, 인지성도 떨어지는 등의 문제점을 나타내고 있다. 또한 광역시와 행정구들 간의 연계성 부족으로 지역의 일체감을 조성하지 못하며, 지역 이미지 상승에도 도움이 되지 못하고 있다. 따라서 본 논문은 광역시자치단체 심벌을 분석하고, 이 같은 문제점을 나타내고 있는 광주광역시를 연구 대상지로 선정하였다. 광주광역시는 비엔날레가 개최되는 문화 예술의 도시이지만 차별성 없는 디자인으로 각 행정구의 다양한 아이덴티티는 광주광역시의 이미지를 모호하게 만들고 있다. 따라서 일관성과 다양성을 표현하는 통합아이덴티티 디자인 전략(Integrated Identity Design of the Strategy)을 통해 문제점을 개선하고자 하였다. 본 논문에서는 다음과 같은 과정으로 연구가 진행되었다. 첫째, 광역시자치단체 아이덴티티의 개념과 역할에 대해 살펴보고 통합아이덴티티의 개념과 통합아이덴티티 디자인 전략의 필요성을 고찰하였다. 또 통합아이덴티티 디자인 전략이 적용된 사례조사를 통해 조형적 특성을 분석하여 디자인 개선을 위한 기본 자료로 활용할 수 있도록 했다. 둘째, 광역시자치단체 심벌의 현황을 파악하고 상징별, 유형별, 색채별로 분류하여 문제점을 제기하였다. 이에 광주광역시를 대상으로 시민 설문조사를 실시하여 심벌의 인지성, 이미지, 연계성의 문제점을 파악하였다. 또한 아이덴티티 담당 공무원 인터뷰를 통해 지역의 정체성과 각 행정구의 특성을 반영한 통합아이덴티티 디자인 전략의 필요성을 확인하였다. 분석결과 아래와 같은 결론이 나왔다. 첫째, 설문에 참여한 시민 125명 중 87명(70%)이 거주하는 행정구의 심벌을 인지하지 못했고, 105명(84%)이 심벌의 컬러 또한 모른다는 결과가 나왔다. 이는 자연환경을 표현한 심벌요소와 광역시자치단체 심벌이 파랑, 초록, 빨강, 주황의 4가지 컬러에서 머무는 한계성 때문에 시민들이 심벌을 인지하는데 영향을 주는 것으로 판단된다. 둘째, 심벌의 이미지 조사 결과 55%가 차별성이 없다, 71%가 이해성이 떨어진다, 62%가 독창성이 부족한 것으로 나타났다. 결과적으로 심벌에 대해 진부함을 느끼는 것으로 분석되었다. 셋째, 광주광역시 심벌이 광주광역시의 이미지를 잘 반영하고 있다고 60%가 답한 반면에 각 행정구의 심벌은 광주광역시의 이미지를 잘 반영하고 있지 않다고 70% 결과가 나왔다. 따라서 지역의 일체감을 조성하지 못하는 것으로 판단된다. 넷째, 광주광역시자치단체의 심벌에 대해 시민들이 느끼는 이미지 형용사 선택 설문에서는 각 행정구가 추구하는 이미지가 심벌에 잘 반영되어 있는 것으로 나타났다. 하지만 행정구의 심벌이 각 행정구의 이미지를 잘 표현하고 있느냐는 질문에 60%가 그렇지 않다고 답했다. 이는 행정구에서 추구하는 이미지와 시민이 인지하는 이미지가 다르기 때문이며 결과적으로 시민과 소통하고 있지 못하는 것으로 판단된다. 다섯째, 각 행정구의 심벌이 광주광역시의 심벌과 연계성이 있냐는 질문에서는 65%가 아니라고 답변했다. 결과적으로 광주광역시와 연계되지 않는 심벌로 인해 지역 이미지 상승에 도움이 되지 않는 걸로 분석되었다. 설문조사를 통해 분석된 문제점을 개선하기위해, 하나의 조직체로써 유대관계가 형성되도록 통합아이덴티티 디자인 전략이 반영된 디자인을 최종안으로 제시하였다. 본 연구는 일관성과 다양성이 내재한 광역시자치단체에 통합아이덴티티 디자인 전략을 제시하는 것에 의의가 있다. 향후 정체성이 모호한 채 획일화 되어가는 광역시자치단체 아이덴티티가 통합아이덴티티 디자인 전략을 통해 지역의 일체감을 조성하고 지역민과 소통이 가능하도록 관심이 확장되길 기대한다. ;Along with glocalization, most of the countries in the world have been trying to enhance the capability of their local communities. Global enterprises and developed countries have been making use of their identities in order to promote and revitalize their localities. In June 1995 Korea elected metropolitan councils and local autonomous entities in the municipalities. The government formed these committees in order to create pictorial symbols that represented the local values of each municipality. However, most of the local communities could not represent their identities because the standardized templates were too restrictive. In addition, organizations could neither identify with the locals nor help build their images mainly because the connection between metropolitan cities and administrative districts did not perform well together. Thus, I have decided to analyze the symbols of each metropolitan council and try to improve the drawbacks targeting Gwang-ju metropolitan city through Integrated Identity Design of Strategy which can improve both procedural consistency and representational diversity in the localities. The study for this thesis has been conducted as following. To begin with, I have researched the conceptualizations and roles of the identities of metropolitan councils and examined the necessity of Integrated Identity Design of Strategy. In addition, I have analyzed formative characteristics through case studies of how they applied Integrated Identity Design of Strategy and made efficient use of it. Next, I have recognized the unique situations of each metropolitan council's identities and raised emerging problems after classifying the representations into a symbol, type and color. I have found drawbacks in awareness, image and the connectivity of identities. Also, the necessity of Integrated Identity Design of Strategy has turned out to be more positive after I have interviewed the officers managing this work field. 125 Gwang-ju metropolitan citizens have answered the questionnaire and I have provided five conclusions from this study. First, 70% of locals were not able to recognize the district's symbol where they are living and 84% do not even understand the use of color in the symbol. It is because the limited color options (green, blue, red and orange) have restricted the expressive power of the symbols and have thus affected how the citizens perceive them. Second, 55% of those surveyed said that all the symbols were too similar with each other and 71% of them said that those symbols were hard to interpret. 62% of them added that the symbols did not sufficiently represent the creative expression of the municipalities. In conclusion, the symbols were too prosaic. Third, 60% of those surveyed answered that the symbol of Gwang-ju metropolitan city represented the city's image, while 70% of them said the symbols for administrative district did not portray the city's image. Thus, I observed that symbols did not generate unification between the locals. Fourth, when the citizens had to choose adjectives for how they felt about Gwang-ju metropolitan council, it turned out that the symbols suited the city's ideal image. However, when they were asked to answer if the symbol represents each district's character effectively 60% of them answered negatively. As a result, the difference between which image each district pursues and which one citizen recognize is different, showing that they did not have a good understanding between the two. Fifth, 65% of people did not agree that each district's symbol resembled the one in Gwang-ju metropolitan city. Now that they do not have connections between the two, it seems that symbols are not able to help enhance the image of the locals. To improve the drawbacks mentioned above, I have suggested Integrated Identity Design of Strategy so that the metropolitan city and administrative district can unify as one organization. In this study, I will aim at presenting Integrated Identity Design of Strategy to metropolitan council where they both contain consistency and diversity and expect identity of metropolitan council to better apprehend with their locals and thus have better connections with the citizens hereafter.
