Abstract
본 논문은 고이즈미 준이치로(小泉純一郞) 정권 하에서 일어난 자민당 파벌의 주류 재편 현상에 주목하여 그 원인이 되는 고이즈미 수상의 정치개혁 전략에 대해 살펴보고 있다. 다나카(田中)파-다케시타(竹下)파를 계승한 하시모토(橋本)파는 약 30여 년간 자민당을 지배하며 당내 최대 파벌의 지위를 고수해왔다. 그러나 고이즈미 정권에 들어서 그 규모가 급격히 축소되며 당내 서열 1순위의 지위를 모리(森)파에 내어주게 된다. 파벌 회장의 사망이나 퇴임 혹은 후계자를 둘러싼 내부 갈등을 거치면서도 그 지위를 지켜온 하시모토파의 세력이 급속하게 축소된 원인은 무엇인가. 그 배경에는 고이즈미 수상의 정치 개혁이 자리 잡고 있다. 고이즈미 수상이 추구한 개혁은 정책 변경 혹은 정책 전환을 목적으로 한다. 기존에 일본을 지탱하던 정책 노선의 수정을 의미하는 것이다. 따라서 고이즈미 정권은 정치 개혁을 위해 기존의 정책 결정 메커니즘의 변경을 필요로 했다. 이는 곧 하시모토파가 지배하던 자민당의 정책 결정 지배구조의 수정을 의미하는 것이기도 하다. ‘고이즈미식 개혁’을 추진하는데 있어 이념적․정책적 성향이 상반된 하시모토파의 배제가 불가피했던 것이다. 따라서 고이즈미 수상은 두 가지 정치개혁 전략을 취하게 된다. 본 연구는 고이즈미 수상의 정치 개혁을 위한 전략으로 정치결정 메커니즘 변경 전략과 정치의제 단일화 전략을 제시하고 있다. 첫째, 정책 결정 과정에 있어 기존의 파벌 역학을 배제함으로써 정권의 개혁 내용과 방향을 관철시켰다. 기존의 정책 결정과 내각 및 자민당 지도부의 인선은 당내 파벌 간의 의견교환과 협의과정을 거쳐 이루어졌다. 또한 파벌간 균형 분배(proportional factional representation) 원칙이 적용되어 파벌별 규모에 따른 안배가 고려되었다. 그러나 고이즈미 수상은 기존의 원칙을 무시하고 정권이 추구하는 개혁을 뒷받침 할 수 있는 인사 기용 방식을 추구하였다. 특히 하시모토파를 배제하고 자신이 속한 모리파나 개혁 인사들을 대거 기용하였다. 그 결과 고이즈미 내각에서 당내 최대파벌이 과소 대표되거나, 비주류 파벌이 과대 대표되는 현상이 나타났다. 결국 제44회 중의원선거 직후 단행된 개각에서는 당내 파벌의 서열이 변동한 가운데 초파벌적인 개혁인사 중심의 기용이 두드러졌다. 둘째, 우정사업의 개혁으로 정치의제를 단일화하여 정국을 ‘개혁 對 반개혁’ 구도로 이끌었고, 이를 통해 정권이 추구하는 개혁에 대한 국민의 관심과 지지를 이끌어냈다. 다시 말해서 고이즈미는 우정사업의 민영화라는 단일한 이슈를 개혁 과제의 전면에 내세워, 개혁이라는 정치적 이슈에 국민이 보다 쉽게 접근할 수 있도록 하였다. 또한 우정사업 민영화에 반대하는 세력을 반개혁 세력으로 규정함으로써 개혁에 대한 국민의 지지를 유도했다. 우정공사의 민영화의 추진 이면에는 당내 최대파벌인 하시모토파에 대한 견제라는 정치적 의도가 내재되어 있다. 과거 우정사업은 자민당의 선거기반임과 동시에 하시모토파의 최대 정치적 기반이자 자금 통로였다. 따라서 우정사업의 민영화를 반대하는 하시모토파를 반개혁세력으로 규정하여 고이즈미 정권의 개혁에 대한 지지를 이끌어내는 데 성공할 수 있었다. 이처럼 고이즈미 수상은 집권기 전반에 걸쳐 하시모토파를 견제하는 방식으로 정치 개혁을 추진해왔다. 그 결과 자민당의 지배적 세력이었던 하시모토파는 제44회 중의원선거(2005년 9월 11일)를 기점으로 세력이 급격히 축소되고, 고이즈미가 속한 모리파가 파벌 서열 1위로 떠오른다. 따라서 과거 정책 내용과 정책 결정 과정을 지배하던 자민당 파벌을 해체시키지는 못했지만 고이즈미 자신과 같은 이념과 정책 성향을 지닌 파벌이 주류로 성장함으로써 정권의 개혁 정책에 유리한 여건을 조성하는 데는 성공했다고 볼 수 있다. 고이즈미 수상의 개혁테마가 ‘작은 정부의 실현’이었음에도 불구하고 실제 정부 규모는 오히려 팽창하였다. 고이즈미가 개혁을 정치적 쟁점으로 내세우며 정국을 이끌었지만 그에 비해 성과는 미비한 셈이다. 그러나 신보수주의 정책을 대표하는 공공사업의 민영화 측면에서는 소기의 성과를 달성한 것으로 볼 수 있다. 1980년대에 들어 경기침체로 인한 일본의 재정위기가 심화되면서 고이즈미 정권 이전에도 효율성과 생산성 제고를 위한 공공사업의 민영화 정책이 추진되었다. 하지만 자민당 내부의 반발로 인해 번번이 실패하였으나, 고이즈미 수상은 당 내부의 반대를 전략적으로 극복하며 우정사업을 민영화하는 데에 성공하게 된다. 하지만 고이즈미의 정치개혁은 일본 정당정치의 고질적인 병폐로 지적되던 파벌주의를 완전히 해소하지 못했다는 점에서 한계를 지닌다. 즉 고이즈미의 정치개혁 전략이 자민당 내 지배구조를 변화시키는 데는 성공했지만, 그것이 기존의 파벌시스템을 근본적으로 해체시키지는 못했다. 오히려 당내 민주주의 측면에서 부정적인 효과를 가져 온 것으로 볼 수 있다. 자민당의 파벌주의는 부패의 주된 원인으로 지목되며 비판과 개혁의 대상이 되었지만, 당권 경쟁을 통한 당내 민주화에 기여했다는 측면에서는 긍정적인 기능을 했다고 볼 수 있다. 게다가 다양한 이념적 스펙트럼을 가진 여러 개의 파벌이 자민당이라는 한 정당 내에 공존함으로써 다양한 민의를 반영할 수 있다는 이점을 지니고 있다. 그러나 고이즈미 내각 하에서 보여 지는 것처럼, 파벌 간의 이견(異見)이 무시되고 단일한 이슈로 파벌 입장을 몰아가는 것은 종전의 파벌을 통한 당내 민주화 기능이 저하된 것으로 볼 수 있다. 더군다나 자민당 내의 주류 재편에 의한 모리파의 성장은 일본의 우경화와도 관련이 있어 우리에게도 시사하는 바가 크다. 기시(岸)파-후쿠다(福田)파-모리(森)파로 이어져온 보수방류 파벌은 자민당 내에서 가장 이데올로기성이 높은 집단으로 역사 왜곡 교과서 채택, 총리의 야스쿠니 신사 참배, 평화헌법 개정 등 우익 성향의 정책을 주장해왔다. 고이즈미 정권 하에서 유난히 일본 우경화에 대한 우려와 논란이 잦았던 것도 이러한 맥락에서 이해할 수 있다. 고이즈미 준이치로 총리가 정권을 마감하고 2006년 9월 26일 새로운 아베 신조(安倍晋三) 내각이 출범하였다. 아베 총리 역시 모리파 소속으로 수상이 되기 이전부터 고이즈미의 개혁 과제를 완수해 줄 것으로 기대되었던 인물이다. 따라서 향후 일본의 국가 정책 방향을 가늠하는 데에 있어 자민당 파벌의 조직적 변화에 주목해보는 것도 의미가 있을 것이다.;This study investigates the reorganization of the Liberal Democrats of Japan, leaded by Prime Minister Koizumi Zunichiro, and his political reform strategies. Hashimoto faction that had succeeded Tanaka and Takeshida factions was the first-largest faction, habatz, in the Liberal Democratic Party (LDP) for about 30 years. However, Hashimoto faction lost its power drastically under the Koizumi's regime, handing its top position over Mori faction. Hashimoto faction had kept its top status in the LDP despite numerous unfavorable factors, such as death or retirement of factional leaders and fierce inner coalition for the replacements. But reform strategies of Prime Minister Koizumi, from Mori faction, made Hashimoto faction weakened so drastically. Koizumi's reform was aimed to change the old policies and political system. For that Koizumi tried to modify the basic policy line that had sustained the Japanese political system up to then. In that sense, Koizumi government tried to reform the existing policy-decision mechanism and unavoidably to collapse the present governance structure in the LDP ruled by Hashimoto faction. As Koizumi's reform was against Hashimoto faction's policy line in many ways, he adopted two strategies: modifying the mechanism for policy decisions and unifying the political agenda. First, Koizumi succeeded to fulfill the government reform by excluding mainstream factions from the policy-decision process. Instead of following the LDP’s former decision-making process and inner principles, such as proportional factional representation, he pursued an aggressive resource-grabbing strategy, which rigidly backed up his political reform plan. In that process, he selected many reformists from Mori faction and excluded Hashimoto faction from the personnel decision. As a consequence, the cabinet reshuffle announced right after the 44th election for parliament's lower house was highlighted the hierarchy change in the party. Second, for the unification of a political agenda, Koizumi adopted postal privatization as a part of the government reform plan. This resulted a confrontational structure between "reform VS anti-reform" in the political situation, and it was helpful for him to draw citizens' attention and win support from them. By labeling Hashimoto faction that opposed the postal privatization as anti-reformists, Koizumi successfully won public's support for his political reform plan. As mentioned above, Koizumi had excluded Hashimoto faction throughout his entire tenure. The faction gradually lost its power in the party, and Koizumi's Mori faction eventually ranked first in the LDP after the 44th election for parliament's lower house in September 2005. Though Koizumi failed to dismantle the inherent factional system in the LDP, at least he was able to establish favorable circumstances to execute his reform policies based on the expansion of Mori faction as a mainstream in the LDP. Even though Koizumi insisted that he pursued a 'small government' during his term, actually the government was expanded in a larger scale. Also, the results of his political reform are not significant except for the postal privatization. Before Koizumi's regime, there had been several attempts to privatize public companies in the country to overcome the long-term economic slump, but most of them were not fulfilled due to opposition within the LDP. Koizumi successfully completed the postal privatization, strategically removing objections from other LDP factions. However, Koizumi's political reform has a limit that it could not completely eliminate the chronic malaise of factionalism. Koizumi's reform strategy was successful in reorganizing the governance structure in the party, but it failed to abolish the existing factionalism fundamentally. Rather it caused adverse effects that democracy within the party regressed. Though LDP's age-old factionalism has been criticized as an object of reform, it contributed to democratize the policy-decision system in the party in some aspects, such as the competition for the party's chairmanship. Since a number of factions that have all spectrums of ideology coexisted in a single party, there was the advantage that the LDP could encompass public's diverse views and opinions. However, this positive function of factionalism was somewhat reduced under the Koizumi's regime. The expansion of Mori faction preceded by the reorganization of governance structure in the LDP is closely related to the fact that the country is currently racing fast to the right, so it has great implications for us at this time. There have been many disputes over Koizumi's conservative policies, including his visit to the Yaskuni Shrine, new Japanese textbooks that allegedly distort history, Tokyo's continued claims over the sovereignty of Dokdo and move to modify its "peace constitution." This notes that the biggest outcome of his regime was actually the expansion of his faction that strongly supported his political policies even though Koizumi put "reform" up front throughout his term. After Koizumi's regime, Abe Shinzo took over as new prime minister in September 2006, who is also from Mori faction and expected to complete Koizumi's reform plan. It would be meaningful to note the inner organizational change of the LDP factions in order to gauge the country's future policy direction.
