보험개발원의 기관형성과정 분석

Abstract

Instituion Building concept has been widespread recently in developing countries. However, Institution Building Model has not matured enough to allow us a rigorous testing of causality between variables, and it does not explain dynamic process of organizational growth. In many cases of developing countries, however, innovational organizations taken charge of national development or subsectoral developments have been appearing. Then, Institution Building Model must be subject to modification In accordance with the relevant time arid space environment. Therefore, the purposes of this thesis are (1) to find out its characteristics and troubles in building process of Korea Insurance Development Institute, (2) to present the effective developmental direct ion. In order to achieve these goals, here, I have (1) revised Instituion Building Model, (2) compared the variation in variables according to three sub-periods. And the influential variables wi11 be adopted such Esman's variables as leadership, doctrine, resources, program, internal structure, enabling linkages, functional linkages, normative linkages, and diffused linkages. Korea Insurance Development Institute was founded in 1989, aand four years elapsed while it grew the existing state of things. For discussing the institutionalization of KIDI, the stage of analysis graded three. 1. The starting period of organization The notable variables and its characteristics influenced institutionalization are enabling linkages strong support. 2. The second period of organization This period comes under the period of searching internal value. 3 The third period of organization Institutionality is not a few, and this period comes under the leading period.;기관형성이론은 1970년대에 성장중심의 발전을 추구하던 개발도상국에서 발전유도의 수단으로 널리 사용되었다. 여전히 발전을 담당하고 설립되는 조직들이 많아 한국의 경우에는 자주 사용되는 분석방법이다. 그러나 각 기관이 담당하고 있는 쇄신의 성격에 따라, 그리고 시간적-공간적 요소들의 상황적 성격에 맞게 수정할 필요가 생긴다. 이러한 필요를 보험개발원이라는 보험관련연구를 담당하는 기관을 사례로 들어 설명하고 발전방향을 제시하고자 한다. 이러한 목적을 달성하기 위해 첫째, 기관형성의 내용과 과정을 동태적 관점에서 분석하기 위한 모형을 정립하고, 둘째, 그 타당성을 보험개발원의 형성과정을 중심으로 검토한다. 그리고 어떠한 변수의 변화가 보험개발원의 성장에 도움을 주었는가를 알아보고자 한다. 본 연구는 에스만의 기관형성이론을 변용하여 수정모형을 작성하고 보험개발원의 설립초기부터 현재까지를 3기로 나누어 각 변수를 내적변수와 외적변수로 나누어 적용시켜 분석한다. 보험개발원의 기관형성과정 분석은 주위 환경의 변화가 사회제도 내에 있는 기관에게 얼마나 영향을 미치는가를 파악하고 이것이 기관의 성장, 발전의 정도화에 대해 어느 정도 관계가 있는가 알아보고자 하였다. 결론적으로 위의 관점에서 연구는 기관의 발전을 위해서는 무엇보다도 기관의 설립 목적 내지 구현 이념을 기관의 존립보다도 중시해야 기관과 제도권내에서 가치를 높일 수 있다는 것이다.
