Abstract
본 연구는 여성의 억압구조를 유지, 고착시키고 있는 사회경제적 조건의 개혁에 관한 요구의 실현을 위해서는 여성들의 주체적 역량의 기반 확립과 광범한 참여를 유도하는 각종 형태의 자발적 조직이 필요하다는 입장에서 출발한다. 기존의 농촌조직연구들은 기능적인 분류의 수준에 그치고 있고 여성농민에 관련된 연구들은 여성농민의 지위나 역할에 초점을 맞추고 있을 뿐이다. 따라서 본 연구는 전체 농민계급의 일원으로 또 여성으로서 안고 있는 각종의 문제 속에서 자신들의 생활개선 및 복리향상, 증진을 위해 조직 활동을 어떻게 전개해 나가고 있는가를 살펴봄으로써, 지역에 따른 적합한 조직과 여성농민조식의 활성화방안을 모색하는 것이 그 목적이다. 이 연구는 농촌의 여성조직의 변화를 예견하면서 현재상태의 분석을 위해 서로 다른 유형의 네 개 사례를 선택했다. 이들 사례는 네 개 지역에 공통되게 존재하는 기존 '새마을 부녀회'의 현황과 '여성농민회'의 존재여부 및 구체적 성격에 따라 구분되었다. 이를 위해 선정한 연구대상지역으로는 '새마을 부녀회'가 조직된 이래 조직의 변화없이 현재에 이르고 있는 충북 음성군 소이면 A부락, 기존 '새마을 부녀회'라는 달리 여성농민의 자발성에 기초하여 재구성한 충북 괴산군 칠성면 B_1, B_2, B_3의 B부락군(群), '새마을 부녀회'와는 별도로 전국농민회총연맹 산하의 군농민회 하부조직으로 구성되어 있는 전북 정읍군 옹동면 C부락과 전북 남원군 덕과면 D부락 등이며, 각 부락의 이장, 부녀회장, 부녀회 회원 및 여성농민회회원, 기타 마을주민 등과 면접 및 참여관찰을 통해 사례연구하였다. 사례연구에 의해 얻은 결론은 다음과 같다. 부녀회를 통해 여성들이 모일 수 있는 계기를 공식적으로 마련하고 조직 활동의 경험을 갖게 되었다는 점은 일단 긍정적인 의미를 띨 수 있으나 비자생적, 비자발적, 그리고 농민들의 현실에 부합된 문제를 담아내지 못하는 한계로 점차 활동이 해체적 양상을 띨 수밖에 없다. 여성농민조직의 활성화에 있어서 저해요인은 가부장적 질서를 들 수 있고 이러한 질서는 여성농민들의 의식세계에도 내면화되어 있기에 사회활동에 대한 요구와 전통적 지위의 고수라는 모순을 그대로 보여주고 있고, 그로 인해 보다 체계적인 조직활동으로의 발전을 여성 스스로 제한하는 결과를 가져온다. 또한 농업노동에 있어서 여성농민의 참여정도는 과거보다 훨씬 늘어났지만 농기계사용, 농업기술이나 농업관련 전문지식에 대한 여성의 접근이 제한되어 있다. 위의 사례를 통해 여성농민조직에 있어서 고려해야 할 요인은 첫째, 조직의 경험이 없고 마을 내에서의 가부장적 질서가 아직도 온존해 있고 일을 추진할 수 있는 젊은 층이 적은 지역일 경우에는 다른 대체조직을 새로이 만드는 것보다 여성들이 마을 어른들에게 인정을 받고 있는 공식적 모임인 부녀회를 활성화시키는 것이 필요하다. 둘째, 보다 조직의 목표가 구체적이고 구성원의 자발성이 일정정도 확보된 경우에는 조직 속에서 제안된 사업을 지속적으로 실행시켜나갈 수 있는 기회를 제공해야 한다. 셋째, 체계적인 조직이 일단 구성된 경우에는 구체적인 활동을 통해서 조직적 훈련과 그에 대한 경험을 많이 갖게 하는 것이다.;This research is aimed to provide useful information and questions on the organization of women peasantry in terms of the following; 1, the sources of discrepancies among women peasantry in Korean agricultural societies through recognizing the factors defining their respective current situations. 2. the classification of the structures of women peasantry organization so as to eliminate the discrepancies. 3 . the application of developing subjective confrontation among women peasantry with this classification. 4. the extent to which the situation is understood, its degree of importance and the willingness of those involved. The structure of women peasantry is closely classified according to the functions and motives of its organization. The factors that most significantly influence the process of organizing and forming groups will also be examined. In addition, the research will examine how experiences gained through various activities of the organization have an effect on the female peasantry perspective in regards to the future. To fulfill the purposes of this research, four villages are chosen as case studies and direct interviews with female peasants, heads of villages, members of farmers' associations and members of women's clubs. These four cases(villages) help lead to the following conclusions: First, the opportunities hor participation in some kinds of social, public activities, which resulted in various experiences can be positively evaluated. However, the limitation of the unrealistic approach towards farmers' problems - along with involuntary participation causes the respective clubs to be doomed to disorganize. The primary barrier to the development of peasant women's clubs must be patriarchial order in rural communities. The patriarchial order, naturally absorbed by the peasant women, has been the symbol of discrepancy keeping the women out of traditionally male territory. Therefore, the peasant women, themselves, have been restricted to developing systematic group activities, In addition, despite the fact the the degree of participation by peasant women in agricultural labor has increased since long ago, the introduction of farming machines, technology of agriculture and specialized agricultural knowledge has not been presented to women peasants. According the above illustrations, there are three considerations for the betterment of women's clubs in rural communities. First, it is necessary for peasant women's clubs to be approved by the village leaders(especia1ly old people) if the village still maintains the patriarchial order and has few young people. Second, the opportunity should be provided to peasant women in order to persistantly implement limited activities of the organization if the specific goal of the organization and a certain degree of member's spontaneity is given. Third, the systematic training program should be provided to them to gain experiences through specific activities if the systematic structure of the orgnization is established.
