地方自治團體 區域의 適正性에 關한 硏究

Abstract

現在 民主國家의 地方行政은 自治行政을 그 특질로 하고있으며, 地方自治의 成敗를 가름하는 중요한 요소중의 하나가 地方自治團體의 區域인 것이다. 이는 地方自治團體의 區域이 住民의 行政參與 및 통제의 면에서 뿐만아니라 행정기능과의 관계에서도 매우 중요한 토대가 되고 있기 때문이다. 그러나 現代 産業社會의 발전은 地方自治團體로 하여금 종전과 다른 새로운 行政機能을 담당할 것을 요구하고 있어 종래의 地方自治團體로서는 이 새로운 기능을 효율적으로 처리하지 못하는 실정이다. 이에 地方自治團體 區域에 대한 再調整의 문제가 대두되는 것이다. 地方自治團體 區域을 재편성하는데 있어서 가장 기본적인 문제는 지방자치단체의 크기를 어느정도의 크기로 하는 것이 가장 적당한가 하는 '적정규모'에 관한 것이다. 지방자치단체의 適正規模에 관해서는 많은 學者들 간에 논의가 되어왔고, 自治團體 區域의 適正性에 대한 중요성이 점차 인식되어, 영국, 미국등 유럽제국에서는 區域에 대한 實際的인 개편작업이 오래전부터 있었던 것이다. 그러나 우리나라에서는 현실적으로 區域의 많은 문제점이 노출되고 있음에도 불구하고 自治團體 區域에 대한 重要性은 크게 논의되지 않고 있는 실정이다. 그러므로 본 연구에서는 地方自治團體의 適正規模에 관한 여러 論議중 A.C. Millspaugh의 기준이 우리나라의 제여건에 가장 부합된다고 판단하여, 이 기준을 사용하여 우리나라 自治團體 區域의 適正性을 진단해 보고자 한다. 따라서 측정 가능한 변수로 往復圈, 自主財源, 投資的 經費, 行政量, 統率範圍를 선정하여 京畿道內 市 區域에 적용하여 各 市의 변수별 상황을 구체적으로 分析함으로써 , 우리나라 自治團體 區城 問題의 중요성을 재인식 시키고자 한다.;Local government is a characteristic of modern democratic societies, and the success of local government depends on local government area. Local government area is a important basis of participation, control, and function. However, the development of modern industrial society demands that local government have a different function from before, and the conventional local government cannot carry out this new function. Accordingly, the rearrangement of local government area is considered. In the rearrangement of Local government area, the fundamental question is what is the optimum size of the local government. The optimal size of local government has been discussed by many researchers. And the importance of optimality of local government area is gradually realized so that the rear rangement has been made in England, U.S.A. , so on. In our country, Korea, although many problems on the opti-mality has appeared, the importance of local government has not discussed. Therefore, in this study, I think that A.C. Mills-paugh's criteria are suitable to the situation of our country, and according to this criteria I am going to evaluate the opti-mality of our local government area. Commutability, Financial independence, Investment, work, the range of control is chosen as measurable variables, and these variables on each cities of Gyongi Province are analyzed. Finally, I point to the problem of each cities after analyzing and emphasize the importance of optimality of local government.
