우리나라 법률도서관의 이용과 봉사현황에 관한 연구

Abstract

법률가에게는 법률문헌이 전문직 활동을 할 수 있게 하는 중요한 도구이기 때문에, 그들이 사용할 수 있는 충실한 법률도서관이 없이는 전문직활동을 수행하기가 불가능하다. 본 논문은 우리나라 법률 도서관 이용자의 도서관 이용태도와 요구내용에 대한 파악과 더불어 법률도서관에서의 봉사활동 현황을 조사함으로써 그 현황을 파악하고 바람직한 방향을 모색하고자 하였다. 본 논문은 _제2장에서 법률정보와 법률사서의 특징을 문헌을_통해 고찰하였고, 제3장과 제4장에서는 각각 이용자 조사와 법률도서관 현황을 조사하였다. 조사실시는 1988년8월부터 10월까지 실시되었다. 이용자 조사는 법률도서관 이용자 그룹을 법대생 이용자 그룹, 입법조사관 이용자 그룹, 특수도서관 이용자 그룹으로 구분하여 실시하였는데 이용자의 전체 조사결과와 그룹별 조사결과를 모색하였다. 이에 총 247명이 설문조사에 답하였다. 도서관 조사는 서울지역에 소재한 11개 법률 도서관의 각 담당사서와의 면담을 통해 실시되었다. 조사결과를 토대로 다음과 같이 제언코자 한다. 1. 독립된 도서관 조직을 통해 독자적인 예산편성과 집행을 실현시킬수 있는 법적·정책적 배려가 요구된다. 도서관의 조직상의 위치를 상향 조정하고 전문적 시각에서 조직의 합리화를 기할 필요가 있다. 2. 법률전문사서로서 그 기능을 충분히 수행할 수 있는 사서의 주제전문직 교육에 대한 제도의 확립과 추진이 필요하다. 3. 법률도서관 상호간에 협력체제의 구축을 촉진시켜야 한다. 4. 자료 및 도서관 이용에 대한 조직적인 지도실시가 필요하다. 5. 무엇보다도 중요한 것은 사서 개인의 자세이다. 따라서 전문문헌등을 통해 계속해서 새로운 지식을 익히고 연구하는 자세가 필수적으로 요구된다.;Lawyers need law documents in order for them to perform their jobs properly: therefore it is essential for them to have access to good law libraries. Surveys were used to examine current services in law libraries in Korea, and various method were explored to suggest improvements in the services. The frist part of this paper examines the characteristics of law documents and law librarians. In the second part is analyzed the law library need and satisfaction received through survey from 247 users. Finally the paper examines the current service activities in 11 representative law libraries in Korea. After examining the surveys and the problems that they revealed, the following suggestions were made: 1) Legal and political back-ups for an independent library organization to enable individual compilation and execution of budget. 2) Establishment and promotion of an education system to train law librarians. 3) Promotion of a cooperation system among libraries with same specialization. 4) Education of library users for the effective use. 5) Continuous study of law librarians.
