우리나라 국방연구개발 종사자들의 정보입수에 관한 연구

Abstract

정보의 홍수 속에서 국방연구개발 종사자들의 수준높은 연구활동을 기대하려면, 정보분석센터의 개념을 도입하는 것이 필요하다. 따라서 본 연구의 목적은 국방연구개발에 정보분석센터를 도입할 근거를 제시하는데 두었다. 이러한 목적을 위해 국내 국방연구개발에서 정보문제와 정보분석센터의 필요성을 규명하고자 세가지 연구논점이 다루어졌다. 연구의 방법은 문헌을 통한 정보분석센터개념의 이론적 고찰과, 질문지를 통한 국내 국방연구개발 종사자들의 정보입수상황 및 정보분석센터에 대한 인식도의 실태를 조사하였다. 그 결과 응답자의 배경 및 연구분야에 따라 다소의 차이는 있었지만 국방연구개발 종사자들의 연구에 필요한 정보를 입수하는 태도는 매우 적극적임을 알 수 있었다. 그러나 대부분의 응답자가 정보 입수과정에서 여러가지 어려움을 겪고 있음도 발견할 수 있었다. 또한 본 연구에서는 정보입수과정에서 겪는 이러한 어려움은 정보분석센터개념으로 해결될 수 있을 것으로 전제하였으므로 국방연구개발 종사자들의 정보분석센터에 대한 견해도 조사하였다. 그 결과 아직 정보분석센터의 존재와 활용에 대한 인식은 부족하지만, 그 필요성에 대해서는 대부분이 지지하고 있음을 확인할 수 있었다. 이상의 조사결과를 기초로 현 국내 국방연구개발을 위한 정보분석센터의 적용 가능성을 논의해 보았다. 그리고 현 국방연구기관에 정보분석센터를 설치할 경우 바람직한 적용 방안으로 기존의 도서관과 상호지원할 것을 제안하였다. 본 연구는 국내 정보분석센터가 존재하지 않는 현 단계에서 한정된 조사대상으로 그 필요성을 규명하려 했다는 점을 그 제한점으로 지적할 수 있다. 그러나 외국에서 국방분야 정보분석센터의 가치가 인정되고 있다는 점을 감안하여 현 국방연구개발에 있어서 정보분석센터의 필요성을 강조하기 위한 실증적 근거를 제시하였다는 점에서 본 연구의 의의를 찾을 수 있다. 그러므로 앞으로의 과제는 국방관계 정보분석센터의 설치 및 운영을 위한 보다 구체적이고 심층적인 연구를 이루는데 있다. 또한 정보분석센터에 대한 연구는 우리나라에서 국방분야뿐만 아니라 여러 분야에서 미개척 단계에 있으므로 다양한 분야에서 연구되어야 할 것임을 제언한다.;In today's "Information Flow". the information analysis center concept is essential to national defense researchers for their assignments. So, the purpose of this study is to offer a base for introducing the concept of information analysis center for the national defense R & D. Five issues which concern with information problems in Korean national defense R & D and necessity of information analysis center are examined. Survey technique is used to identify the information acquisition patterns of Korean national defense researchers and their perception of information analysis center concept. AS the lesult of the survey, following are found: Generally the respondents are eager to have accesses to necessary information. However, most of the respondents are experiencing numerous difficulties in the acquisition of necessary information. Though their recognition on the existence and utilization of information analysis center were not sufficient enough, most of the researchers are recognizing of the necessity of such an information system. Given the above result as basis, the possibility of applying the criteria for establishing foreign national defense information center were discussed for the exploitation of Korean national defense study. In addition to this, when the institute of national defense realize the information analysis center concept, in cooperation with the established libraries were advocated in order to enhance the dfficiencies even more. This study was undertaken remarking the importance of information analysis center concept at the present stage the information analysis center concept of this study is limited in number. However, the fact that the values of information analysis center concept is already consolidated in foreign national defense system provides definite and practical ground in applying them for Korean national defense. Therefore, our future task lies in achieving studies more practically to establish and administer information analysis center concept for the related field of Korean national defense. Additionally, since the efficiency of this concept is proved as vital, its studies are recommended to be expanded even over the other fields as well as national defense.
