한국 경찰자료센타 설치 및 운영에 관한 연구

Abstract

In modern society all types of materials are urgently needed to produce information and distribute it to the people who are in need. As the social demand of the police increases, the measures to be taken by the police for the people and up-to-dare information within easy access of them should grow as well. No doubt, the diverse dimensions of knowledge concerned with political, economical, social and cultural aspect of community life, are desirable on the part of police force. This could be partly solved through the systematic accumulation of all types and forms of materials. Presently, however, there is no independent institution which is responsible for acquisition of materials and producing and distributing information for police administration, policy-making, and education of qualified police personnel. The frist part of this paper is mainly concerned with the historical description of the development of collection and use system during 40 year history of the police. The latter part represents the result of the survey and interview regarding the situation of police information needs and activities as well as suggestions for systematic development of resources centers in the future. The general finding of the survey investigation are as follows: (1) Two hundred three police institutions investigated were lacking rooms fir their materials, and it is often the case with them not to collect and preserve the materials that have been produced within their own institutions. (2) Each institutions maintains between 50 to 200 items, mainly distributed by the upperlevel police institutions. (3) Annual budget for collection is, at best, 500,000 to 1,000,000 won and no exchange of materials occurs between institutions. (4) Accumulation, preservation and utilization of materials are usually performed by the ordinary policemen who had no special training for those jobs. The investigation indicates the need for a regualar and systematic library education during police education period. A material room, small it may be, should be available at every police bureau and A police Materials Center at the Police Headquarter. (5) Another factor that discourages sometimes the police institutions from collecting and preserving the various materials is from the fear of mistakenly releasing the classified materials to the unauthorized users. Several suggestions are recommended to overcome the great deficiency in materials for the police use. (1) A police Materials Center be established on police Headquarter, under the direct control of the chief of police. (2) A material room be established at every Police Bureau, and the cooperation between the Material room and the police Materials Center should be systematically arranged. (3) An independent publishing house be established to deal exclusively with materials related to police and at least one copy of them be automatically sent to the Police Materials Center. (4) Every institution may keep all the materials of it's own production. Any classified material is referred to the appropriate office fir consultation as to the preservation and use Those materials may be used by other branches of government, so that they may also contribute to the collection. This will contribute to maximizing the utilizability of materials. (5) Training for information management be given to the policemen during their regular education. (6) The Head of the Police Materials Center be allowed to attend the important meetings, and will be expected to provide relevant materials and needed information. (7) The Police Materials Center will distribute new and up-to- data materials lists as well as materials themselves to every relevant police institution. (8) The result of the library management be taken into consideration in personnel evaluation.;현대사회가 정보사회라고 할 때 자료는 정보를 생산하여 전달하는 중요한 매체이다. 급변하는 사회변동에 따른 각종 치안수요는 나날이 다양화해지므로 이에 따른 치안대책은 정치, 경제, 사회, 문화등 각 분야에 광범위한 지식을 요구하게 되었으며, 이는 자료를 통한 정보의 축적없이는 불가능해지고 있다. 그러나 현재 경찰조직내에는 경찰자료를 일괄적으로 수집, 보존, 활용할 수 있는 전담기구가 없으므로 각종 치안대책 및 경찰행정 연구, 교육을 위한 자료 활용상 어려움이 많은 실정이다. 본 논문의 전반부에서는 경찰조직에서는 자료를 어떻게 보존하고, 활용하였는가를 경찰행정 변천사를 통하여 살펴 보았다. 후반부는 경찰조직내의 자료발간, 보존, 수집, 정리, 활용상황을 설문지 조사, 면담 등으로 조사하여 다음과 같은 일반적인 경향을 발견하였다. 조사대상이 된 경찰기관 203기관은 대부분 자료실 시설이 없어 자체기관 발간자료마저 보존되지 않고 있다. 현재 보유자료는 50~200권 이내이며 대부분 상부 경찰기관에서 배부된 자료이다. 연간 자료 구입비는 50∼100만원 미만이며 타기관과의 자료교환은 하지 않고 있다. 자료를 관리하는 별도 직원이 없고 대부분 서무직원이 상부기관 자료를 취급하나 자료정리, 활용교육은 받지 않았다. 앞으로 자료이용 교육은 경찰신임교육 및 보수교육 기간에 받기를 원하고 있으며 각 경찰국에 자료실을 두고 치안본부에 "경찰자료센타"설치를 원하고 있었다. 특히 자료가 보존되지 못하는 이유중 필요한 자료라 하더라도 보안감사 등이 번거러워 보존기간이 지나면 폐기하는 것이 대부분 이었다. 경찰자료의 빈곤을 해결하고 효율적인 관리를 위한 제안은 다음과 같다. 1. 직속기구로 치안본부에 치안본부장 경찰자료센타를 설치한다. 2. 각 시도 경찰국에도 경찰국장 직속으로 자료실을 설치하고 치안본부 경찰자료센타의 지도와 더불어 협조 체제가 이루어 지도록 한다. 3. 별도의 경찰인쇄소를 설치하여 경찰자료 발간은 이곳에서 하게 하고 발간된 자료는 경찰자료센타에 납본토록 한다. 이렇게 하면 경찰발간물 종합목록의 작성과 배포가 용이하게 될것이다. 4. 자료수집은 자체기간 내의 발간물은 빠짐없이 보존하고, 보존기간이 지난 비밀자료라도 필요성 있는 자료는 보존할 수 있도록 관계 기관과 협의한다. 5. 자료활용은 신임경찰교육기간이나 보수교육기간에 자료이용법 강의를 실시하여 자료수집과 이용에 대한 이해를 증진 시킨다. 그리고 타 기관과의 상호협조 체제를 구축하여 공동수서, 공동이용을 할 수 있도록 한다. 6. "경찰자료센타" 책임자는 중요회의에 반드시 참석하고 치안대책에 관한 자료를 제공할 수 있도록 준비한다. 7. "경찰자료센타"는 각 경찰기관에 신간자료목록, 자료활용 등에 관한 소식을 수시 배부한다. 8. 자료관리를 위해 자료이용에 관한 규정을 위반한 사람은 인사고가제 평점에 반영시키는 제도를 실시한다.
