韓國 社會敎育放送에 關한 硏究

Abstract

현대사회는 학교교육만으로는 적응이 어렵도록 복합적이고 정보화되어, 교육의 평생권 보장이라는 차원에서 당면한 교육문제의 해결방안으로 사회교육의 필요성이 절실하게 대두되었다. 급속한 사회변화와 교육의 새로운 강조는 사회교육이념 및 체제정립의 당위성과 그 구현방안의 긴요성을 제시하고 있으며, 이에 따라 방송매체는 오늘날 한국 사회교육의 기본적 방법의 하나로서 도입되어야 하는 공적 책임하에 놓여 있다. 따라서, 사회교육과 방송매체의 상호협력은 시대적 요청이자 피할 수 없는 과제이다. 본 논문은 이러한 맥락에서, 한국의 사회교육과 방송매체의 협력체제가 어떠한 상황에 있으며, 앞으로의 사회교육방송의 발전을 위하여 어떠한 방향으로 나아가야 할 것인가를 밝혀보는데 역점을 두고 이러한 문제를 실증적으로 분석, 검토하는 데 그 목적이 있다. 현행 사회교육방송 프로그램을 분석한 결과 한국의 사회교육방송은 지금까지 산발적이고 무계획적으로 시행되어온 것을 지적할 수 있으며, 이제 한국 사회교육방송이 발전의 새로운 場을 마련하기 위해서는 대상의 특성과 요구수준에 맞는 프로그램의 다양화와 질적 향상 사회교육 참여 편의시간 및 포맷등을 대상별로 고려하여 다양하고 융통성있게 조정해나가야 한다. 결론적으로, 사회교육방송 프로그램의 효율적 활용을 위해서는 보다 구체적인 실현방안을 통해, 방송과 사회교육 두 분야가 정책적으로 혹은 전문적 협력관계에서 발전해나가야 한다는 진정한 합의점을 찾는 것이라 하겠다.;Modern Society continuously needs people to cope with sophisticated and new information. Therefore, it is impossible for us to apply only the formal education in school to social change. So it emerges the need of social education, which is the way to solve the present educational problems in the context of the right of life-long education. The emphasis on the improving education to meet the rapidly changing society reflects the inevitablity of establishing of the concept and the system of social education and the specific plans to embody it. In this regard, broadcasting media is the one of the basic tools to develop social education in terms of the public responsibility. Therefore the cooperation between social education and broadcasting media is necessary. The purpose of this study is to examine the current situation of the cooperation system between social education and broadcasting in korea and to suggest the possible direction for the further development of social educational broadcasting by analysing the contents of the present social educational broadcasting programs. The result is that the current social educational broadcasting programs are implemented unplanned and sporadically organized. The solution to this problems is to establish the new system in terms of the characteristics of the audience, needs and interests of audience. To do this, it is necessary to develop the programs as follows : 1. good quality programs 2. the appropriate allocation of time for audience to participate in social educational programs 3. The various and flexible formats to meet the needs of the audience The conclusion of this stud-is that broadcasting's specific contribution to the social education should be realized by the effective utilization of broadcasting programs. It is essential to establish the interrelationship between broadcasting field and social education field in their policies or expertise by their mutual agreement.
