사회 갈등적 이슈에 대한 보도 프레임 연구

Abstract

This thesis is consisted of analyzing articles of Chosun Ilbo and Hankyoreh newspaper dealing with which frame it adopted in explaining social issues such as relocation of administrative capital. The type of the frame is divided into two parts; the former and the latter splitting the half in the standard of the Constitutional Court's decision, making the capital relocation as unconstitutional. In the former part, the frames are classified into eight sections: the frame of effectiveness of the policy, ineffectiveness of the policy, close inquiry of conflict responsibility, focus on the issue, maximization of the ill effects, simple illumination of the phenomenon, emphasis in opposing opinions, and accentuation in reserved opinions. In the latter part, three frames are shown: the frame of inducing the acceptance of failure, advocating the Constitutional Court's decision, and criticizing the constitutional convention and the organization of the Constitution. Rather than explaining the fundamental cause of the conflict, this research focuses on examining the aspects of the conflict in the press dealing with social problems. In addition, the Korean press seemed to have a tendency of regarding policy arguments as the main issue of the politics. This kind of frame network can make news readers highlight secondary problems instead of the essence of the policy, which will eventually lead the discussion to a distorted direction. Moreover, each press showed a sharply divided stanceof the frame. Chosun Ilbo is consisted of negative and opposition-led frame, which seemed to expand negative image of the culture policy. On the other hand, Hankyoreh Newspaper took an impartial and neutral stance toward the proponents of the capital relocation issue, and made a careful effort to promote the relocation of the administrative capital. Considering that opinion-led articles, such as editorials and columns, were excluded from this research, we can assume that the Korean press is not free from the politics when delivering facts, and accordingly distorts the reality. Lastly, the press has highlighted problems of a certain district, and made opposing opinions as a trifling matter. This method has made the readers only approach a piecemeal reality of the public opinion. This kind of attitude will obstruct the beginning of a sound debate, acting as a regulator of the society rather than a mediator of an impartial discussion.;본 논문은 언론이 행정수도 이전이라는 사회 갈등적 이슈에 대해 어떤 프레임을 구성했는지를 알아보기 위해 조선일보와 한겨레의 보도기사를 분석하였다. 헌법재판소의 위헌판결 시점을 기준으로 전기와 후기로 나누어 프레임 유형을 구분하였다. 전기에는 정책 효율성 프레임, 정책 비효율성 프레임, 혼란 책임 추궁 프레임, 쟁점 부각 프레임, 폐해 극대화 프레임, 현상 단순 조명 프레임, 반대의견 강조 프레임, 유보의견 강조 프레임 등 총 8개 유형을 도출하였다. 후기에는 패배 수용 종용 프레임, 헌재판결 옹호 프레임, 관습헌법과 헌재구성 비판 프레임 등 총 3개 프레임이 도출되었다. 헌법재판소의 위헌판결이 나왔음에도 불구하고 사회 대립은 소강상태로 접어들지 않고 새로운 논쟁을 이어갔다. 기존의 정치적 공방이 위헌판결을 둘러싼 법리공방으로 전환되면서, 법리공방에 대한 보도가 헌재판결 옹호와 관습헌법 및 헌재구성 비판 프레임으로 대립 구성되었다. 이러한 결과를 바탕으로 본 연구는 사회적 갈등을 다룬 언론보도가 갈등 저변에 깔려있는 원인을 설명하기 보다는 갈등양상에 주목했다는 점을 밝혔다. 특히 우리 언론은 정책논의를 정치 쟁점화하는 경향을 알 수 있었다. 이러한 프레임의 구성은 뉴스 수용자가 정책의 본질 보다는 파생적이고 부차적인 문제에 주목하게 만듦으로써, 사회의 논의를 왜곡된 방향으로 이끌 수 있다는 점에서 문제로 지적할 수 있다. 또한 각 언론은 거의 모든 주제에서 명확한 프레임의 대립구도를 보여주었다. 조선일보는 부정적이고 대립지향적인 프레임을 구성함으로써, 정책에 대한 부정적인 이미지 즉 정책문화(culture policy)를 확산시키려는 태도를 보였다. 반면 한겨레는 행정수도 찬성 진영에 공명하거나 중립적인 입장을 견지하면서 행정수도 이전을 추진하는 맥락에서 논의를 이어가려는 태도를 보여주었다. 연구대상에 사설·칼럼 등의 의견기사는 배제했다는 점을 고려한다면, 우리 언론이 사실을 전달하는 데 있어서도 정치논리에 자유롭지 못하고, 그에 따라 현실을 매우 차별적으로 구성한다고 볼 수 있다. 마지막으로 언론은 지지하는 입장을 부각시키기 위해 특정지역의 문제를 극대화시키거나 반대의견은 사소화함으로써, 그러한 보도를 접하는 수용자로 하여금 여론의 실체를 단편적으로 인식하게 만들었다. 이러한 보도태도는 사회 발전을 위한 건강한 토론을 시작부터 막는다는 점에서 언론이 공론장으로 기능하는 것이 아니라, 사회 규제자의 역할을 하는 것이라고 해석할 수 있다.
