Abstract
This thesis attempts to analyze privatization during economic transition in the Czech Republic, and discuss its impact on the low unemployment rate from 1991 to 1996. The successful privatization and transition to a market economy while sustaining low unemployment has been a model for former communist countries. In order to answer how the Czech Republic could attain relatively low unemployment during its privatization, this thesis examines the process of voucher method privatization. After the collapse of socialist regimes in 1989, many Central and Eastern European countries conducted privatization to ease the transition to a market system. During their economic transformation, many countries experienced high unemployment. Among those countries which attained rapid and successful economic development, Poland and Hungary rejected existing ownership claims during privatization, and the government failed to protect unemployed labor from private owners who denied recruiting these people sufficiently. On the contrary, the Czech Republic compromised ownership claims during privatization, and it could attain a low unemployment rate. In the Czech Republic, the voucher scheme played a key role in mass privatization. During its economic transformation, the whole process was generated by intensive government control. The nexus of control due to the concern for job security by workers caused strong relations between the state and the corporate insiders at the management level in institutions. Government-centered institutions maintained sufficient vacancies to hoard employees in privatized enterprises. With this mechanism of privatization, the Czech Republic succeeded in rapid economic growth with continuous low unemployment from 1991 to 1996. In the end, with a brief summary, this thesis proposes that the Czech Republic needs to enforce an adequate institutional framework and set up new regulations to assure the optimal operation of private firms, and to enjoy the market system with further Foreign Direct Investment in former state-owned enterprises.;본 논문은 1991년부터 1996년의 기간 중의 체코 민영화 과정에 대해 고찰하고, 그 과정 중 어떠한 특징들이 동일 기간 동안 낮은 실업률을 유지할 수 있었는지에 대해 도출하고자 한다. 짧은 기간동안에 이루어진 체코의 민영화는 가장 크고 성공적인 경제발전을 가능하게 한 좋은 예가 되고 있다. 본 논문은 이러한 체코 민영화 뿐 아니라 그 과정에서 생겨난 낮은 실업률이라는 의외적인 현상을 다루고 있다는 점에서 그 시사점을 지닌다. 1989년 시장개방 이후, 많은 동유럽 국가들이 자유시장경제체제 도입을 위한 방법의 일환으로 민영화를 채택하였다. 그러나, 동유럽 국가의 국민들은 시장경제체제로의 경제개발 과정에서 사회체제하에서는 없었던 ‘실업’이란 문제를 겪게 되었다. 높은 경제성장률을 보였던 헝가리와 폴란드에서도 높은 실업률을 피할 수는 없었다. 이는 민영화 된 기업들이 기존의 노동력을 충분히 흡수할 수 없었기 때문이다. 반면, 체코에서는 민영화를 통해 높은 경제성장률 뿐 아니라 낮은 실업률도 유지할 수 있었다. 이러한 현상을 가능하게 한 가장 큰 요인은 경제발전 과정에서의 ‘정부의 적극적인 개입’ 이라 할 수 있다. 체코는 대규모 민영화를 도입하면서, 회사의 공유를 위해 교환할 수 있는 권리증 (voucher) 구입을 도시민들에게도 가능하게 하였다. 체코 정부는 민영화 과정에서 금융권의 소유권을 정부 영향권 안에 머물도록 하고, 외국인의 직접 투자를 제한하는 등 정부 주도하의 경제변화를 시도하였다. 이러한 정부의 적극적인 개입은 노동력을 상실하지 않으려는 국민들의 의지를 반영하는 것이기도 하였다. 실업자로 소외되기를 거부하는 국민들의 요구에 의한 정부의 개입이 체코의 대규모 민영화 과정에서 효율적으로 일자리 수요를 창출하게 하였고, 이것은 또한 체코가 낮은 실업률을 유지할 수 있는 원인이 되기도 했다. 대부분의 국가들에서는 정부는 민영화 과정에의 개입을 최소화 하고, 기업들은 자유롭게 해외자본을 받아들이는 가운데 자국민의 노동력을 충분히 흡수하지는 못하였다. 이러한 점에서 정부의 조절 하에 이루어진 체코 기업들의 효율적인 노동력 흡수는 주목할 만 하다. 이와 같이, 본 논문은 체코의 체제변화 속에서의 민영화 과정에서 낮은 실업률을 유지하게 된 원인 모색을 시도하였다. 체코는 국민들의 참여를 가져올 수 있었던 권리증 (voucher) 구입방법을 도입한 대규모의 민영화를 채택하였다. 민영화 과정에서 적극적인 정부의 개입이 사기업에서의 효과적인 노동수요 조절을 가능하게 하였고, 그로 인해 체코에서는 이례적으로 낮은 실업률을 유지할 수 있었던 것이다. 끝으로, 본 논문은 체코정부의 이러한 지속적인 경제적 개입은 원활한 시장경제체제를 유지하기 위해 지양되어야 함을 강조하며, 시장경제에 부합하는 사기업에 관한 새로운 법규를 마련할 것을 제안한다.
